Panama City Beach ordinances cover alcohol on the sand, noise, overnight beach gear, dogs, golf carts, parking, bonfires, and short-term rentals, and the fines are higher than most visitors assume. A first noise citation is $500. Alcohol is banned on the sandy beach for all of March. Overnight items left on the sand are hauled away and not returned. Rules tighten further during the spring break High Impact Period, when curfews, a 21-and-up rental minimum, and doubled towing fines apply.
Alcohol on the Sand
Alcohol is prohibited on the sandy beach every day in March, from the 1st through the 31st, at any hour.1Visit Panama City Beach. Know Before You Go Officers patrol during this window, and an open container on the sand can bring a citation or arrest.
The rest of the year, Florida’s disorderly intoxication statute still applies. Anyone intoxicated who endangers another person or causes a public disturbance commits a second-degree misdemeanor, carrying up to 60 days in jail and a fine of up to $500.2Online Sunshine. Spring Break High Impact Period
Panama City Beach and Bay County designate specific weeks each spring as a High Impact Period, bringing extra restrictions along Thomas Drive, the Front Beach Road corridor, and surrounding areas from Grand Lagoon to the sand. During that period, anyone under 18 is under curfew in public from 8:00 PM to 5:00 AM unless accompanied by a parent or legal guardian.1Visit Panama City Beach. No one under 18 may enter an alcohol-serving establishment inside the High Impact Zone between 10:00 PM and 6:00 AM.3Bay County Sheriff’s Office. Leave No Trace: Overnight Beach Items
Under Ordinance No. 1242, every personal item on the sand must be removed each evening. Tents, chairs, umbrellas, coolers, and other gear left unattended between 7:00 PM and 7:00 AM are treated as abandoned and removed by the city’s beach services contractor.4Visit Panama City Beach. Glass containers are prohibited on the sand. Mechanical cleaning crews work the beach overnight, and sea turtle nesting season runs May 1 through October 31, when gear and lighting cause real harm.5Panama City Beach. Leave No Trace Violations draw fines, and repeated offenses can escalate to misdemeanor charges.
Noise Fines Start at $500
Panama City Beach’s noise ordinance carries no gradual warning system. A first offense is a $500 fine. A second offense, or two or more violations within any six-month period, becomes a second-degree misdemeanor punishable by a fine of up to $1,000, up to 60 days in jail, or both.6Municode Library. The standard is “plainly audible”: if an officer can hear the sound from a specified distance, a citation is justified. Amplified music, loud parties, and mechanical equipment are the usual triggers. Code officers patrol rental-heavy corridors in peak season, and neighbors of short-term rentals often call complaints in quickly. If you’re renting, keep the volume down after dark, because a second citation within six months turns a fine into a criminal charge.
Dogs on the Beach
Dogs are not allowed on the sandy shoreline, with one exception: the beach on the west side of the City Pier is the designated dog-friendly area.7Panama City Beach. Dogs Dogs must be leashed everywhere except inside a designated off-leash play area. Bringing an unleashed dog to the main beach can result in a citation.
Bonfires and Sea Turtle Lighting
Building a fire on the beach without authorization is prohibited. Only vendors approved by the City of Panama City Beach may conduct bonfires, and those vendors must use a fire pit no larger than three feet in diameter, carry a fireproof container for removing embers, and keep a certified five-pound fire extinguisher on hand.8Panama City Beach. From May 1 through October 31, no bonfire event may be held within 250 feet of a known turtle nesting site.8Panama City Beach. Golf Carts and Low-Speed Vehicles
Florida law restricts low-speed vehicles to streets with a posted speed limit of 35 mph or less. Crossing a higher-speed road at an intersection is allowed; traveling on one is not.10Online Sunshine. Florida Statutes 316.2122 – Operation of a Low-Speed Vehicle on Certain Roadways
Each low-speed vehicle must have headlamps, stop lamps, turn signals, taillamps, reflectors, a parking brake, rearview mirrors, a windshield, seat belts, and a VIN. It must be registered, titled, and insured like a passenger car, and the operator must hold a valid driver license.10Online Sunshine. Parking
Parking enforcement is aggressive, especially in spring and summer. Overnight parking where posted, parking on sidewalks, and blocking driveways or fire lanes all draw tickets and potential tows. Blocking a fire lane or hydrant brings one of the highest penalties, and vehicles with multiple unpaid tickets can be booted or towed.
During High Impact Periods, paid parking applies in designated areas and towing fines double.1Visit Panama City Beach. Know Before You Go Municipal lots along Front Beach Road and near beach access points usually require payment through meters or mobile apps. Parking on unpaved ground or outside an approved vehicular use area is also citable. In March and early April, legal spots fill early.
Short-Term Rentals
Owners who rent on a short-term basis must register with the city before listing. Registration requires four items: a notarized Vacation Rental Registration Affidavit, proof of a DBPR license, proof of Bay County Tourist Development Tax registration, and a valid Panama City Beach Business Tax Receipt. Once the paperwork clears, the city schedules a $75 fire inspection.11Panama City Beach. Short-Term Rentals
Maximum occupancy is set by Panama City Beach Fire Rescue after the inspection, not by the owner or listing platform.11Panama City Beach. Short-Term Rentals Exceeding it is a violation, and the penalties escalate:
- First offense: $500 fine.
- Second offense: $1,000 fine.
- Third or subsequent offense within 12 months: $1,000 fine, plus the unit’s rental certificate is revoked for one year.
