What Makes Up the Rate
No single agency sets your total millage. Several taxing authorities each adopt their own rate, and those layer together to form the combined number.
The largest single piece is the County Commission operating levy at 7.4042 mills, which funds general county government. The Pasco County School Board adds roughly 6.27 mills across four separate levies covering state-required funding, local discretionary spending, additional operations, and capital improvements. Smaller countywide levies cover mosquito control (0.2091 mills), the Southwest Florida Water Management District (0.1831 mills), and debt service on bonds for fire rescue, jails, libraries, and parks.1Pasco County Property Appraiser. If your property sits in unincorporated Pasco, you also pay a roads MSTU of 0.4052 mills and a municipal services fire district levy of 2.1225 mills for fire and rescue. Inside a city, the city’s own millage replaces some of those district charges, but the total generally lands higher, which is why Dade City residents pay nearly nine more mills than their neighbors just outside city limits.
How the Rate Turns Into a Bill

Say you own a homesteaded property in unincorporated Pasco with a taxable value of $200,000 after exemptions. At 14.6944 mills:
$200,000 ÷ 1,000 × 14.6944 = $2,938.88 in ad valorem taxes.

Why Assessed Value Is Usually Less Than Market Value
The Property Appraiser sets each parcel’s “just value” (essentially market value) every January 1, but that is rarely what you’re taxed on. Florida’s Constitution caps how fast assessed value can rise, and the gap between the two grows over time.
Save Our Homes Cap
If you have a homestead exemption, the Save Our Homes amendment limits your assessed value increase to 3% per year or the change in the Consumer Price Index, whichever is lower.3Florida Senate. Longtime homeowners often carry assessed values well below what their homes would sell for. When a property is sold, the assessed value resets to full market value for the new owner.
Non-Homestead Cap
Rental properties, second homes, vacant land, and commercial parcels don’t get the 3% cap but do get a 10% annual cap on assessment increases for non-school levies.3Florida Senate. Exemptions That Lower What You Owe
Homestead Exemption
Every Florida resident who owns and lives in their primary home can claim a homestead exemption worth up to $50,000, but the structure is quirky. The first $25,000 of assessed value is exempt from all property taxes, including school levies. The next $25,000 of value is fully taxable. Only once assessed value exceeds $50,000 does the second $25,000 exemption kick in, and it applies only to non-school taxes.4Florida Department of Revenue. Homestead Property Tax Exemption
For a home assessed at $100,000: no tax on the first $25,000, full tax on the next $25,000, non-school tax only on the following $25,000, and full tax on the remaining $25,000. Senior Exemption
Homeowners 65 and older with household income under a state-set threshold may qualify for an additional exemption of up to $50,000, if the local taxing authority has adopted the enabling ordinance. The 2026 income limit is $38,686. A separate provision allows a complete exemption from non-school taxes for seniors 65 and older who have owned their homestead for at least 25 years and whose home’s just value is under $250,000, subject to the same income limit.
Veterans Disability Discount
Veterans 65 or older with a permanent, service-connected disability get an assessed-value discount equal to their VA disability percentage.5Florida Department of Revenue. Veterans with a 100% total and permanent disability rating can qualify for a full exemption on their homestead, and the benefit transfers to a surviving spouse who stays in the home and does not remarry.
Portability When You Move
If you sell a homesteaded property and buy another in Florida, you can transfer up to $500,000 of accumulated Save Our Homes savings to the new home using Form DR-501T alongside your homestead application.6Florida Department of Revenue. Save Our Homes Assessment Limitation You have three years from January 1 of the year you abandoned the old homestead to establish the new one, and the March 1 deadline still applies. Paying the Bill and Early-Payment Discounts

Florida gives every property owner a discount for paying early:
- November: 4% off
- December: 3% off
- January: 2% off
- February: 1% off
- March: full amount due
On a $3,000 bill, paying in November saves $120. The discount applies automatically when you pay in that month’s window.8Florida Legislature. Florida Code 197.162 – Tax Discount Payment Periods
If a lump sum is hard to manage, apply by April 30 for the quarterly installment plan (available when estimated taxes exceed $100). Installments are due June 30, September 30, December 31, and March 31, with discounts of 6%, 4.5%, 3%, and none, in that order.9Florida Legislature. If You Think Your Assessment Is Wrong
If you believe the Property Appraiser overvalued your property or wrongly denied an exemption, you can petition the Pasco County Value Adjustment Board. Grounds usually include comparable properties assessed lower, errors in the property record, or a denied exemption or portability application.
File your petition with the Pasco County Clerk within 25 days of the TRIM notice mailing date for valuation disputes, or within 30 days for exemption denials.11Florida Senate. Florida Code 194.011 – Assessment Notice; Objections to Assessments The filing fee is $50 for a standard petition or $15 for a portability petition, and there’s no fee if you’re contesting the denial of a homestead exemption you filed on time.12Pasco County Clerk. Value Adjustment Board Petitions can be submitted online, by mail, or in person, but they must arrive by the deadline; a postmark alone won’t count. You’ll present your case at a hearing before a special magistrate, so bring comparable sales, photos, repair estimates, and any documentation that supports your number.
