A Pennsylvania change of address starts with PennDOT: if you hold a Pennsylvania driver’s license, photo ID, or vehicle registration, state law gives you 15 days from your move to report the new address.1Pennsylvania General Assembly. Pennsylvania Consolidated Statutes Title 75 Chapter 15 Section 1515 – Notice of Change of Name or Address The same 15-day window applies separately to vehicle registrations under the Vehicle Code.2Pennsylvania General Assembly. Pennsylvania Title 75 Section 1312 – Notice of Change of Name or Address PennDOT is only the first stop. Your voter registration, your state tax records at the Department of Revenue, and your federal address with the IRS all live in separate databases, and none of them update automatically when you tell PennDOT.
Updating Your Driver’s License or Photo ID
The quickest route is PennDOT’s Driver Services online portal, where you sign in with your license number and date of birth and submit the change in a few minutes.3Commonwealth of Pennsylvania. Change a Driver’s License or Photo ID Name or Address This works for moves within Pennsylvania. Moves out of state follow a different process through PennDOT.
If you’d rather use paper, two forms do the job. Form MV-63 is PennDOT’s dedicated change-of-address form and handles your driver’s license and vehicle registration together on one submission.4Commonwealth of Pennsylvania. Moving Within PA Form DL-80 covers non-commercial driver’s license changes on their own.5Commonwealth of Pennsylvania. Driver’s License, Learner’s Permit, and Photo IDs Frequently Asked Questions Both are fillable PDFs on the PennDOT website; mail the completed form to the address printed on it.
About 10 days after you submit, PennDOT mails you a free address update card.3Commonwealth of Pennsylvania. Change a Driver’s License or Photo ID Name or Address Carry it with your current plastic license or ID at all times. Pennsylvania does not reissue the physical card for an address change on its own; a replacement card showing the new address is available for a fee if you want one.
Updating Your Vehicle Registration
Each vehicle registered in your name needs its own update. The statute requires you to notify PennDOT in writing of your old address, your new address, and the title or registration number for every vehicle you own.2Pennsylvania General Assembly. Pennsylvania Title 75 Section 1312 – Notice of Change of Name or Address
PennDOT’s online Vehicle Services portal handles this and is separate from the Driver Services portal. On paper, use Form MV-63, the same form that works for your license.4Commonwealth of Pennsylvania. Moving Within PA If your registration card itself is lost or damaged and you need a replacement, Form MV-44 includes an address section, but it carries a separate fee because its real purpose is reissuing the card.6Commonwealth of Pennsylvania. Order a Duplicate Vehicle Registration
Keeping the registration address current protects you from more than a technical violation. Renewal notices, emissions reminders, and safety recall information all go to the address on file. Miss a renewal notice and you can end up driving on expired registration without knowing it.
Updating Your Voter Registration
Voter registration is handled by the Pennsylvania Department of State, not PennDOT, so it needs a separate update. You can do it online through the state’s voter services website, by mail, or in person using the voter registration application and selecting “Change of Address.”7Commonwealth of Pennsylvania. Update My Registration
Timing is specific. A change submitted more than 15 days before an election takes effect for that election. Submitted inside the 15-day window, it won’t apply until the next one.7Commonwealth of Pennsylvania. Update My Registration Separately, Pennsylvania requires you to live in your new election district for at least 30 days before an election to vote there.8Commonwealth of Pennsylvania. Voter Registration Requirements
If you moved within Pennsylvania and didn’t update in time, you can still vote at your old polling place and complete a change-of-address form there to update going forward.7Commonwealth of Pennsylvania. Update My Registration
Updating Your Address With the PA Department of Revenue
Telling PennDOT does nothing for your state tax records. The Department of Revenue keeps its own database, and if the address there is wrong, refunds, assessment notices, and other correspondence will go to the wrong place. Log into myPATH, the department’s online portal, and update your mailing address and physical address directly in your account. myPATH processes the change overnight.
You can also update the address when you file your Pennsylvania income tax return. If you moved mid-year and your next filing is months away, waiting leaves a gap where interim notices or a refund check could go to the old address. On a joint account, make sure the update applies to both spouses.
Updating Your Address With the IRS
The IRS needs its own notification. File Form 8822, available on irs.gov, to report a residential move. Processing takes four to six weeks, so send it soon after the move rather than waiting for tax season. Pennsylvania residents mail Form 8822 to the IRS Service Center in Ogden, UT 84201-0023.9Internal Revenue Service. Form 8822 Change of Address
Do not attach Form 8822 to your tax return. On a joint filing, your spouse must also sign unless they’re establishing a separate residence. The IRS warns that if you fail to provide a current mailing address, you may not receive a notice of deficiency or a demand for tax, but penalties and interest keep accruing regardless.9Internal Revenue Service. Form 8822 Change of Address A business address change uses a separate form, Form 8822-B.
Other Updates Easy to Miss
- USPS mail forwarding. Filing a change of address with the Postal Service reroutes mail from your old address. You can file online at usps.com or at a post office. Forwarding is temporary, typically about a year for first-class mail, so you still need to update banks, insurers, and subscription services directly.
- Selective Service. Men ages 18 through 25 are legally required to notify the Selective Service System of a new address within 10 days of moving. Update online at sss.gov using your Selective Service number, Social Security number, and date of birth. The requirement ends on January 1 of the year you turn 26.10Selective Service System. Update Your Information
- Your employer. Payroll needs the current address for W-2 delivery and withholding records. Submit an updated Form W-4 or contact HR. No federal deadline applies to you as the employee, but the sooner it’s in, the less likely your W-2 lands at your old apartment in January.
What Happens If You Miss the 15-Day Deadline
The 15-day requirement is in the Vehicle Code, but the statute doesn’t set a specific fine for missing it.1Pennsylvania General Assembly. Pennsylvania Consolidated Statutes Title 75 Chapter 15 Section 1515 – Notice of Change of Name or Address The practical risk is bigger than any fine. PennDOT mails renewal notices, suspension notices, and other time-sensitive correspondence to the address on file. If a suspension notice goes to a place you left two months ago, you can end up driving on a suspended license without knowing, which carries much steeper penalties than a late address update.
With voter registration, missing the pre-election update doesn’t disenfranchise you entirely, but it limits where you can vote and adds steps at the polls. With the IRS, failure to update means penalties and interest accumulate on any tax deficiency even if the notice never reached you.9Internal Revenue Service. Form 8822 Change of Address
