When you move within Pennsylvania, a change of address triggers separate notification deadlines with several state and federal agencies. The tightest is 10 days for public assistance recipients and Social Security beneficiaries (by the 10th of the month after the move). PennDOT gives you 15 days to update both your driver’s license and vehicle registration, and voter registration must be updated at least 15 days before an election if you want to vote in your new district. The IRS, VA, tax authorities, insurers, and your employer round out the list.
PennDOT: 15 Days for License and Registration
Pennsylvania law requires you to report your new address to the Pennsylvania Department of Transportation within 15 days of moving. Your driver’s license and your vehicle registration are separate records, and each needs to be updated.1Commonwealth of Pennsylvania. Moving Within PA
The fastest route is PennDOT’s website, which lets you update both records in one place. You can also mail in Form MV-63. Commercial driver’s license holders follow a different process: Form DL-80CD and payment of the duplicate license fee.1Commonwealth of Pennsylvania. Moving Within PA
Updating the address itself is free. Ordering a new physical card is optional; PennDOT’s system reflects the change either way, and most people don’t bother with a replacement card.
Keeping this record current is not paperwork housekeeping. Registration renewal notices, REAL ID correspondence, and license suspension notices all go to the address on file. If a suspension notice mails to your old address and you keep driving, you can be charged with driving on a suspended license under 75 Pa. C.S. ยง 1543, a summary offense carrying a $200 fine for a first violation and stiffer consequences for repeat offenses.2Pennsylvania General Assembly. Pennsylvania Code Title 75 Section 1543 – Driving While Operating Privilege Is Suspended or Revoked
Voter Registration: 15 Days Before an Election
To vote in your new district, update your voter registration at least 15 days before an election. Miss that cutoff and you may have to vote at your old polling place or cast a provisional ballot that may not count. The 15-day window applies to primary, general, and municipal elections.
You can update online at vote.pa.gov, by mail with a paper voter registration application, or in person at a county election office or a PennDOT Driver License Center. The online form requires your Pennsylvania driver’s license or ID card number; the paper form also accepts the last four digits of your Social Security number. Your county board of elections will mail a confirmation with your new polling place.
Moving across county or municipal lines can shift more than your polling place. Congressional, state legislative, and local district assignments may all change. A move within the same county may leave your state and federal representatives the same but change your local council member or school board.
Public Assistance: By the 10th of the Following Month
Pennsylvania’s public assistance programs have the shortest deadline of any state agency. Recipients must report a change of address by the 10th of the month after the move.3PA Department of Human Services. 103.3 Rights and Responsibilities This applies to Medicaid, SNAP, cash assistance (TANF), and other programs run by the Department of Human Services. If you don’t report, benefits can be delayed, renewal paperwork can be missed, and a case can close when mail comes back undeliverable.
The easiest way to update is through COMPASS, Pennsylvania’s online benefits portal, which pushes a single address change across programs. You can also call or visit your County Assistance Office.4Commonwealth of Pennsylvania. Section 8 Housing Choice Voucher holders and anyone on a public housing waiting list should notify their local Public Housing Authority separately. Housing records are kept apart from DHS records, and missing a waitlist notification can cost you your place. Unemployment Compensation recipients through the Department of Labor and Industry should also update promptly, since payment verification and paper checks depend on current address records.
Social Security and VA Benefits
If you receive Social Security retirement, survivors, or disability benefits, report your new address to the Social Security Administration by the 10th of the month after you move. Move on March 15, notify SSA by April 10.6Social Security Administration. Communicate Changes to Personal Situation
The simplest method is the My Profile tab in your my Social Security account at ssa.gov, where you can choose when the change takes effect. SSI recipients are an exception: they can view their address online but cannot change it online, and must contact SSA by phone or in person.7Social Security Administration. How Can I Change My Address or Direct Deposit Information
Veterans receiving disability compensation or pension benefits can update their address through the profile page on VA.gov, and the change flows to both records.8U.S. Department of Veterans Affairs. Change Your Address on File With VA VA health care records aren’t always linked to benefits records, so if you use VA health care, update your address with your local VA medical center separately.
Tax Authorities
Pennsylvania Department of Revenue
Updating your address with the state keeps tax correspondence, refund checks, and program payments flowing to the right place. You can update it through the myPATH online portal or by including your new address on your next state tax return.
The update matters especially for the Property Tax/Rent Rebate Program, which mails checks to eligible seniors, widowed individuals, and people with disabilities. An outdated address can misdirect a rebate.
If you’ve moved between municipalities, watch your local Earned Income Tax. Pennsylvania’s EIT is based on where you live, and different municipalities use different tax collectors, most commonly Keystone Collections Group or Berkheimer. An outdated address can cause your employer to withhold EIT to the wrong municipality, leaving an overpayment in one jurisdiction and an underpayment in another to reconcile at filing time.
Internal Revenue Service
The IRS needs a current address for refund checks, audit notices, and other correspondence. File Form 8822 for a personal address change, or include the new address on your next federal return.9Internal Revenue Service. About Form 8822, Change of Address Business owners with an EIN use Form 8822-B, which is mandatory when the business’s responsible party has changed. Responsible party changes must be reported within 60 days.10Internal Revenue Service. About Form 8822-B, Change of Address or Responsible Party – Business
Homestead Exclusion
If you own your new home, you may qualify for a homestead exclusion that reduces school property taxes. The exclusion does not follow you from your previous property; you have to file a new application with your county assessment office. The deadline is March 1 preceding the tax year that begins in July or January, so file soon after closing.
USPS Mail Forwarding
Set up mail forwarding through the United States Postal Service before you start working through the agency list. It catches anything sent to your old address while the rest catches up. Submit a change of address online at usps.com, in person at a post office, or by mail using PS Form 3575. The online option requires a valid credit or debit card for a $1.25 identity verification fee; prepaid and gift cards are not accepted.11USPS. Change of Address – The Basics
Standard forwarding for a permanent move lasts 12 months. After that, USPS returns mail to the sender for six months with a label showing your new address. You can pay to extend forwarding for an additional 6, 12, or 18 months.12USPS. Standard Forward Mail and Change of Address
Other Notifications Worth Making
Beyond the agencies with legal deadlines, several other updates prevent practical headaches.
- Auto and homeowners or renters insurance. Your premium is calculated partly on where you live, and moving to a different ZIP code can change your rate. Failing to update your address could give your insurer grounds to dispute a claim. Pennsylvania doesn’t set a specific statutory deadline, but most policies require prompt reporting of material changes.
- Banks and credit card companies. Statements, fraud alerts, and replacement cards all go to the address on file. Most banks allow instant updates in-app or online.
- Employer. Your payroll department needs your current address for tax withholding, especially since local EIT may change with your new municipality.
- Firearms license. If you hold a Pennsylvania License to Carry Firearms, contact the sheriff’s office that issued it to update your address. There is typically no fee, and the issuing county will mail a corrected license.
- Professional licenses. Healthcare providers, attorneys, real estate agents, and other licensed professionals should update their address with the relevant Pennsylvania licensing board. The Pennsylvania Department of State’s licensing portal handles most professions.
What Happens If You Don’t Update
The consequences vary by agency, but the through-line is the same. You stop receiving notices, and the obligations those notices describe do not go away because you did not see them.
The most serious risk is with PennDOT. If the department mails a license suspension notice to your old address, you can be charged with driving on a suspended license, a summary offense carrying a $200 fine for a first violation.2Pennsylvania General Assembly. Pennsylvania Code Title 75 Section 1543 – Driving While Operating Privilege Is Suspended or Revoked Repeat offenses and DUI-related suspensions carry substantially higher penalties, including potential jail time. Not knowing is not a defense; the department fulfilled its obligation by mailing to the address on file.
For state taxes, an outdated address can mean missed notices about audits, deficiency assessments, or payment deadlines. Pennsylvania imposes interest and penalties on unpaid taxes, and the Department of Revenue is not required to chase you down at a new address before penalties begin. Local EIT works the same way: an incorrect bill delivery does not erase the balance or the late fees.
Public assistance programs treat unreported address changes seriously. Benefits can be delayed, renewal notices can go unanswered and close a case, and in some situations, receiving benefits at an address where you no longer live can be treated as fraud. Pennsylvania’s public benefits fraud statute covers willfully failing to disclose a material fact about your eligibility. Penalties include restitution, fines, and disqualification: six months for a first offense in cash assistance and child care, 12 months for SNAP, scaling up to permanent disqualification for a third offense.13Office of State Inspector General.
