Pennsylvania Learner’s Permit Requirements and Restrictions

To meet the Pennsylvania learner’s permit requirements, you must be at least 16 years old, a Pennsylvania resident, and able to pass a vision screening and an 18-question knowledge test at a PennDOT Driver License Center. You also need a completed medical exam form signed by a healthcare provider within the past year, proof of identity, and — if you are under 18 — a parent or guardian’s notarized consent. The combined fee for the permit and the four-year license that follows is $45.50.¹ The whole process happens in a single visit if your paperwork is in order.

Who Qualifies

PennDOT will not process an application or let you sit for the knowledge test before your 16th birthday.² You can get the medical exam and paperwork ready in advance, but the exam date cannot be more than six months before you turn 16.³

You must also be a Pennsylvania resident, meaning your primary home is in the state. Applicants under 18 establish residency through the parent or guardian’s address on the consent form. Applicants 18 and older prove it with two documents at the counter.

What to Bring to the Driver License Center

PennDOT accepts originals only. Photocopies will not be processed, and a missing document means a second trip.

Every applicant needs one approved identity document. The two most common are an original birth certificate with a raised seal issued by a U.S. government agency, or a valid, unexpired U.S. passport.² You also need your original Social Security card. A replacement issued by the Social Security Administration is fine as long as it is the physical card, not a printout or photocopy.

Applicants 18 and older bring two separate documents proving a current Pennsylvania address. A utility bill for electric, gas, cable, or cellphone service works, as does a lease agreement, mortgage document, or official tax record. Each item must show your full legal name and current Pennsylvania street address.² A bank statement or W-2 can also qualify if it lists your current address. Applicants under 18 do not bring residency documents; the parent or guardian’s address on the consent form handles it.

Forms to Complete Before You Go

Two forms drive the application. Both are available for download on the PennDOT website, and filling them out at home saves time at the counter.

Form DL-180, the Non-Commercial Learner’s Permit Application, contains a medical exam section that a licensed healthcare provider must sign. A physician, chiropractor, physician assistant, or certified registered nurse practitioner can perform the exam. The form is valid for one year from the date of the physical.⁴ For someone under 16 at the time of the exam, the physical cannot be dated more than six months before the 16th birthday.³

Applicants under 18 also need Form DL-180TD, the Parent or Guardian Consent Form. A parent or legal guardian must sign it, and the signature must be witnessed either by a notary public or by a PennDOT driver licensing examiner at the center.⁵ Banks and UPS stores commonly offer notary services for a small fee. The simpler option is to bring the parent or guardian to the center and have them sign in front of the examiner.

The Vision Screening and Knowledge Test

After the examiner reviews your paperwork, you take a vision screening and a knowledge test at the center. If your healthcare provider tested your vision during the DL-180 physical, the center may use that result; otherwise PennDOT screens on-site. Bring your glasses or contacts if you wear them.⁶

The knowledge test is 18 multiple-choice questions on traffic signs, right-of-way, speed limits, and safe driving practices. You need at least 15 correct to pass.⁷ That is roughly 83 percent, so there is little margin for guessing. Questions come directly from the PennDOT driver’s manual, which is posted online. If you fail, you can retake the test as soon as the next day. PennDOT allows up to three attempts on one application. A fourth attempt requires paying for a new application.

Fees

PennDOT bundles the permit and the eventual four-year driver’s license into one payment collected when the permit is issued. For most applicants, the combined fee is $45.50.¹ Applicants 65 and older pay $33.50 for a two-year license. Adding a motorcycle (Class M) permit costs $12 more. A duplicate permit, if you lose the original, is $5.

Rules for Driving on the Permit

The permit is not a license to drive alone. Every time you are behind the wheel, a licensed driver at least 21 years old must be in the vehicle with you. There are no exceptions, and driving without a supervising adult is a traffic violation.

Before you can take the road test, you must log 65 hours of supervised behind-the-wheel practice. At least 10 of those hours must be at night, and at least 5 must be in poor weather such as rain, snow, or fog.⁶ A parent or guardian signs a certification confirming the hours.

You must also hold the permit for at least six months before PennDOT will schedule a road test.⁸ The clock starts the day the permit is issued, not when practice begins. A teen who gets the permit on their 16th birthday can test at the earliest around six months later, assuming the practice hours are complete.

Insurance Before the First Drive

Pennsylvania law requires every registered vehicle to carry auto insurance, and that does not change because a permit holder is behind the wheel. Most household policies cover a permit holder driving a family car with a supervising adult, but many insurers want to be notified when a household member gets a permit. A failure to list a new driver can give the company grounds to deny a claim after a crash. Call your insurer before the first supervised trip to confirm coverage and ask about the premium change. Adding a teen driver almost always raises the cost, though less than a coverage gap discovered after an accident.

What Happens After You Pass the Road Test

Passing the road test does not produce a full unrestricted license. Drivers under 18 receive a junior driver’s license, which carries its own rules until they turn 18 or qualify for an early upgrade.

The main restrictions on a junior license are a nighttime driving ban between 11 p.m. and 5 a.m. (with narrow exceptions for employment, volunteer, or charitable work backed by written authorization)⁹ and a passenger cap. For the first six months, no more than one non-family passenger under 18 unless a parent or guardian is in the car. After six months, up to three non-family passengers under 18, subject to the same parent-present exception; a reportable crash or a traffic conviction drops the limit back to one.¹⁰

The junior license converts automatically to an unrestricted license at 18. An early upgrade is available after one year on the junior license if the driver has completed an approved driver education course, has no at-fault crashes or Vehicle Code convictions during that year, and has parental consent.⁶

If your paperwork is complete and you pass both screenings on the first visit, the examiner issues the permit that day. The six-month clock starts, and supervised practice can begin the same afternoon.
