Pennsylvania does not offer a blanket property tax exemption for seniors. What it offers instead is the Property Tax/Rent Rebate Program, which refunds between $380 and $1,500 a year to homeowners and renters who are 65 or older and whose household income is $48,110 or less after half of Social Security is excluded.1Department of Revenue. Property Tax/Rent Rebate Program Separately, the state’s homestead exclusion reduces the assessed value used for school taxes on your primary residence, and you can receive both.
Who Qualifies as a Senior
If you are a Pennsylvania resident age 65 or older, you meet the age requirement for the rebate. Homeowners must have their name on the deed to the property they’re claiming; vacation homes and investment properties are not eligible. Renters qualify on the same terms. Instead of receipted tax bills, a renter submits a rent certificate signed by the landlord, or, if the landlord refuses to sign, the certificate along with a notarized affidavit.1Department of Revenue. Property Tax/Rent Rebate Program
Two other groups qualify under the same program even if they aren’t yet 65: widows and widowers age 50 or older, and adults 18 or older with a permanent disability. The income limit and rebate amounts are the same across all three tracks.
The Income Limit and the Social Security Rule
For the 2025 claim year, household income must be $48,110 or less. The rule that matters most: only half of your Social Security or Railroad Retirement Tier 1 benefits counts toward that figure. A household drawing $55,000 gross with $20,000 of it from Social Security counts $10,000 of that Social Security, bringing qualifying income to $45,000 and keeping the household eligible.1Department of Revenue. The income brackets are not fixed. The statute sets base figures that adjust each year with the Consumer Price Index for All Urban Consumers, rounded to the nearest $10, and they hold steady in years when the CPI falls.2Pennsylvania General Assembly. How Much You Can Receive
The standard rebate is tiered so lower-income households receive more. All bracket figures are after the 50% Social Security exclusion.1Department of Revenue. Property Tax/Rent Rebate Program
- $0 to $8,550: up to $1,000
- $8,551 to $16,040: up to $770
- $16,041 to $19,240: up to $460
- $19,241 to $48,110: up to $380
Your rebate cannot exceed the actual property taxes or rent you paid. If your annual tax bill was $300, that’s your ceiling regardless of bracket.
Supplemental Rebates for Heavy Tax Burdens
Homeowners can receive a supplement on top of the standard rebate, raising the maximum to $1,500. You qualify for the supplement if household income is $32,070 or less and property taxes exceed 15% of income. Residents of Philadelphia, Pittsburgh, and Scranton qualify automatically regardless of the tax-to-income ratio. The supplement is calculated for you when you file.1Department of Revenue. - $0 to $8,550: $500 supplement (total up to $1,500)
- $8,551 to $16,040: $385 supplement (total up to $1,155)
- $16,041 to $19,240: $230 supplement (total up to $690)
- $19,241 to $32,070: $190 supplement (total up to $570)
Above $32,070, the standard amounts apply even if property taxes eat a large share of income.
How to Apply
The application is form PA-1000, available from the Department of Revenue or your local Area Agency on Aging. Before starting, gather:
- Proof of age: a photocopy of your birth certificate, driver’s license, PA identification card, passport, Medicare card, or PACE/PACENET card. Send copies; originals will not be returned.3Pennsylvania Department of Revenue. Proof of Age Documents for Property Tax Rent Rebate Program
- Receipted tax bills from your county, municipality, and school district, showing the date paid and the amount. A bill showing only the amount due is not enough.
- Income records: SSA-1099 for Social Security, 1099-R for pensions, and any W-2s.
When you total your property taxes on the form, add the amounts paid to the county, municipality, and school district, and leave out penalties and interest. When you report income, apply the 50% Social Security exclusion. Reporting the full gross Social Security figure is one of the most common mistakes and can bump you into a lower rebate bracket or trigger a denial.

The deadline for the 2025 claim year is June 30, 2026.1Department of Revenue. Property Tax/Rent Rebate Program The Department of Revenue has extended the deadline to December 31 in past years, but an extension isn’t guaranteed. Rebates begin going out July 1, and earlier applications process faster. Once you’ve filed, the “Where’s My Rebate?” tool on the Department of Revenue website tracks your status; you’ll need your Social Security number, claim year, and date of birth.
The Homestead Exclusion Is Separate
Pennsylvania’s Taxpayer Relief Act also created a homestead and farmstead exclusion that reduces the taxable assessed value of your primary residence for school district taxes.5Pennsylvania General Assembly. Taxpayer Relief Act, Act of Jun 27, 2006, Special Session 1, P.L. 1873, No. 1, Chapter 13 It is funded by gambling revenue and the amount varies by school district. This is the closest thing Pennsylvania has to a property tax exemption, and it isn’t limited to seniors. You can receive the homestead exclusion and the rebate in the same year; the exclusion lowers your bill directly, while the rebate reimburses you after you’ve paid.

Tax Counseling for the Elderly and many participating local organizations will help with PA-1000 forms alongside federal returns. Area Agencies on Aging distribute the form and often have staff who can walk you through it. A second pair of eyes catches the exclusion errors and missing receipts that most often cost people money.
