Pennsylvania does not currently offer a digital driver’s license. There is no PennDOT app, no pilot, and no way to load your PA license onto a phone. A bill to authorize one, House Bill 1970, passed the state House in April 2026 by a vote of 186 to 15 and is now before the Senate.1Pennsylvania House of Representatives. Where the Bill Stands
House Bill 1970 would give Pennsylvanians the option to obtain a digital driver’s license or ID card. The House passed it with wide bipartisan support in April 2026, and it now heads to the state Senate.1Pennsylvania House of Representatives. Three things still have to happen before you could enroll: a Senate vote, the governor’s signature, and PennDOT building the technology. No launch timeline has been announced. If you’re checking back for progress, watch for Senate action on H.B. 1970 specifically.
What Pennsylvania Law Requires Today
Title 75, Section 1511 requires every licensee to have the license in their possession while operating a motor vehicle and to show it to any police officer who asks.2Pennsylvania General Assembly. Pennsylvania Code Title 75 Chapter 15 – Section 1511 The statute refers to the license issued by PennDOT, which today means the plastic card. Nothing on your phone satisfies that requirement.
If you’re stopped without your license, the law gives you a 15-day grace period. You can avoid a conviction by producing a valid license at the police station that made the demand, or at the issuing authority if a citation was filed, within 15 days.2Pennsylvania General Assembly. Pennsylvania Code Title 75 Chapter 15 – Section 1511 That’s a safety valve for the day you forgot your wallet, not a workaround for driving without your card as a habit.
What a PA Digital License Would Be
Under the pending legislation, the digital credential would be optional and supplementary. The bills describe it as an “added copy,” meaning you would still carry the plastic card and also have a phone-based version. It would not replace anything.
The bills do not spell out the technical details. Whether PennDOT would build its own app, work through Apple Wallet, Google Wallet, or Samsung Wallet, or some combination, is not yet decided. None of that matters for what you can do today, which is nothing on the digital side.
Flying Without a Digital License
A common reason people ask about a PA mobile license is airport security. TSA accepts mobile driver’s licenses from roughly two dozen states and territories at participating airports, and Pennsylvania is not among them.3Transportation Security Administration. What matters for flying now is REAL ID. Enforcement began on May 7, 2025. To board a domestic flight or enter certain federal buildings, you need a REAL ID-compliant license, a valid U.S. passport, a military ID, or another federally approved credential.5Commonwealth of Pennsylvania. Apply for REAL ID Check your license: a gold star in the upper right corner means it’s REAL ID-compliant. If it isn’t, upgrade through PennDOT rather than waiting for a digital option.
At Philadelphia International Airport, passengers without a REAL ID have one backup as of February 1, 2026: TSA ConfirmID, the agency’s modernized identity verification system, available for a $45 fee.6Transportation Security Administration. TSA also advises travelers in states with active mDLs to carry the physical REAL ID card anyway, because not every federal agency accepts digital credentials.4Transportation Security Administration. Buying Alcohol With a Phone
Pennsylvania’s liquor code does not list digital IDs as an acceptable form of identification for alcohol purchases, and the Pennsylvania Liquor Control Board has asked the legislature to address digital ID status in any new law. Until the code is amended, showing a phone screen at a Fine Wine & Good Spirits store is not likely to work for age verification. Private retailers and bars are in the same position, and most do not yet have hardware that can read a digital credential wirelessly. If you plan to buy alcohol, keep the physical ID on you, and expect that to remain true for some time after any digital program launches.
What to Do Right Now
- Get a REAL ID if you don’t have one. Look for the gold star in the upper right corner of your current license. If it isn’t there, apply through PennDOT with one document proving identity, one proving your Social Security number, and two proving Pennsylvania residency.5Commonwealth of Pennsylvania. - Carry your physical license every time you drive. State law requires it, and no pending bill changes that. The digital version, whenever it arrives, will be a supplement.2Pennsylvania General Assembly. Pennsylvania Code Title 75 Chapter 15 – Section 1511

Pennsylvania is clearly heading toward a digital license, and the 186-to-15 House vote suggests real political will. Heading toward it and having it are different things, though, and treating a future program as if it exists today can leave you without valid ID at a traffic stop, at the airport, or at a checkout counter.
