Inside Pensacola city limits, the property tax rate for 2025 is 17.0080 mills, which works out to about $17 in tax for every $1,000 of taxable value on your home.1Tax Collector of Escambia County. Millage Rate Detail That single number is actually six separate levies stacked on one bill, and what you ultimately owe depends on where in Escambia County you live, which exemptions you qualify for, and whether you pay early.
What Makes Up the 17.0080 Mills
A mill is one dollar of tax per $1,000 of taxable value. Several independent taxing authorities each set their own rate, and those rates are added together on one notice. For a home inside Pensacola city limits, the 2025 breakdown is:1Tax Collector of Escambia County. Millage Rate Detail
- Escambia County: 6.6000 mills
- School Board: 5.3590 mills (3.1110 state-required plus 2.2480 locally voted)
- City of Pensacola: 4.2895 mills
- Escambia Children’s Trust: 0.3798 mills
- Library: 0.3590 mills
- Northwest Florida Water Management District: 0.0207 mills
Each authority has to hold a public hearing before finalizing its rate.2Florida Senate. Florida Code 200.065 – Method of Fixing Millage Before those hearings, the property appraiser mails you a Truth in Millage (TRIM) notice showing each proposed rate alongside the “rolled-back rate,” which is the rate that would raise the same revenue as last year given updated property values. If the proposed rate is higher than the rolled-back rate, your taxes are going up even when the millage number looks unchanged.3Florida Department of Revenue. Truth in Millage (TRIM)

Properties inside the Downtown Improvement District carry an extra 2.0000 mills plus a 0.6850-mill Sheriff MSTU, which brings that area to 19.0080 mills.1Tax Collector of Escambia County. Exemptions That Lower Your Taxable Value
Exemptions come off your taxable value before the millage is applied, so each $1,000 of exemption saves you about $17 a year at Pensacola’s combined rate. These are the ones most Pensacola homeowners should know about.
Homestead Exemption
Florida’s homestead exemption takes up to $50,000 off your taxable value, but it works in two tiers. The first $25,000 applies to every levy on your bill, including the school board. The second $25,000 applies only to assessed value above $50,000 and does not reduce school district taxes.4Florida Legislature. Florida Statutes 196.031 – Exemption of Homesteads The band between $25,000 and $50,000 in assessed value gets no exemption at all, which surprises homeowners who expect the full $50,000 to come straight off the top.
To qualify, you must own the property and use it as your permanent residence as of January 1. The deadline to file with the Escambia County Property Appraiser is March 1 of the tax year, and applications can be filed online.5Escambia County Property Appraiser. ESCPA Homestead Online Fraudulently claiming homestead is a first-degree misdemeanor carrying up to a year in jail and a $5,000 fine.
Senior Additional Exemption
Homeowners 65 and older with a total household income at or below $38,686 for 2026 can get an additional $50,000 exemption against non-school taxes, on top of the standard homestead amounts.6Nassau County Property Appraiser. Senior Citizen Exemption The income cap adjusts each year for inflation.7Florida Senate. Florida Code 196.075 – Additional Homestead Exemption for Persons 65 and Older Qualifying seniors in Escambia County should file proof of income with the property appraiser by May 1.
Disabled Veteran Full Exemption
A veteran with a VA-certified total and permanent service-connected disability pays zero ad valorem property tax on a Florida homestead. The exemption wipes out the full ad valorem bill, not a portion of it.8Florida Legislature. Florida Statutes 196.081 – Exemption for Totally and Permanently Disabled Veterans You can apply before the VA letter arrives; once it does, the exemption applies back to your original application date and overpaid taxes going back up to four years are refunded.
Widow, Widower, Blind, and Disability
Surviving spouses, blind residents, and people with total and permanent disabilities each receive a $5,000 reduction in taxable value.9Florida Legislature. Florida Statutes 196.202 – Property of Widows, Widowers, Blind Persons, and Persons Totally and Permanently Disabled At Pensacola’s combined rate that is roughly $85 a year. Modest, but it stacks on top of the homestead exemption, and plenty of eligible people never file.
The Save Our Homes Cap
Once you have a homestead exemption, Florida law caps how much your assessed value can rise in a single year at 3% or the change in the Consumer Price Index, whichever is lower.10Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer In a neighborhood where prices are climbing 8% to 10% a year, that cap pulls your assessed value steadily below market. The gap between the two is the Save Our Homes benefit, and for a long-term owner it is often worth more than every dollar exemption combined.
Your assessed value will never exceed just value. If the market falls, the cap still allows your assessed value to climb by the annual limit until the two numbers meet.
Taking Your Cap With You: Portability
If you sell your Pensacola home and buy another primary residence in Florida, you can transfer your accumulated SOH benefit to the new property. You have to establish a homestead on the new home within three years of January 1 of the year you gave up the old one, and you file the Transfer of Homestead Assessment Difference (Form DR-501T) along with your homestead application by March 1.10Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer Buying up lets you port up to the dollar value of your benefit, with the transferred percentage scaled down. Downsizing lets you port a proportional share. Miss the March 1 deadline and the transfer is gone for that year.
Non-Ad Valorem Charges on the Same Bill
Your annual notice also carries flat charges that have nothing to do with your home’s value. Inside Pensacola city limits, the main non-ad valorem assessment covers stormwater management. In unincorporated Escambia County, you may see line items for fire protection, rescue and advanced life support, street lighting, road paving, retention pond maintenance, and solid waste collection.11Tax Collector of Escambia County. Current Taxes These charges can add several hundred dollars, and no exemption reduces them. They do, however, qualify for the same early-payment discounts as the ad valorem portion.
Pay Early, Pay Less
Property taxes in Florida are due November 1 and become delinquent April 1. Paying early earns an automatic discount:12Florida Senate. Florida Code 197.162 – Tax Discount Payment Periods
- November: 4%
- December: 3%
- January: 2%
- February: 1%
- March: full amount, no discount
On a $3,000 bill, paying in November saves $120. If a lender pays your taxes through escrow, they typically send payment in November to capture the discount for you.
A Worked Example
Take a Pensacola home with a market value of $300,000 and a full homestead exemption. The first $25,000 of taxable value is exempt from everything, and the next $25,000 is exempt from non-school levies, which drops taxable value to roughly $250,000 for school purposes and a bit less for everything else. At 17.0080 mills, the ad valorem taxes work out to approximately $4,252 before any discount. Pay in November and the bill falls to about $4,082. Non-ad valorem assessments are added on top.1Tax Collector of Escambia County. Millage Rate Detail
The longer you have owned the home, the better the math gets. A homeowner who bought in 2015 may be sitting on a Save Our Homes gap of $100,000 or more compared to current just value, saving thousands against a neighbor who paid the same price last year.
If You Think Your Assessment Is Wrong
If the property appraiser overvalued your home or denied an exemption, the appeal clock starts with your TRIM notice. You have 25 days from the mailing date to file a petition with the Escambia County Value Adjustment Board (VAB).13Florida House of Representatives. 2025 Statutes Chapter 0194 Calling the property appraiser first for an informal review often resolves the issue without a hearing. If it does not, the formal petition carries a filing fee and goes before a special magistrate.
As of September 2025, both sides must exchange evidence at least 15 days before the hearing.14Florida Department of Revenue. Petition to the Value Adjustment Board Strong evidence for a value appeal includes recent comparable sales nearby, an independent appraisal from a licensed appraiser, documentation of damage or deferred maintenance, and your own recent purchase price if it came in below the assessment.
One trap: if your petition is still pending on April 1, you have to make a partial payment of at least 75% of the ad valorem taxes plus all non-ad valorem assessments. Skip that payment and the VAB can deny your petition on that basis alone, regardless of how good your case is.14Florida Department of Revenue. Petition to the Value Adjustment Board
