Indiana PERF, the Public Employees’ Retirement Fund, is a hybrid retirement plan covering most full-time state and local government workers. It pairs a traditional employer-funded pension with a mandatory 3% individual savings account, and because members also participate in Social Security, PERF is built to supplement those federal benefits rather than replace them.1Indiana Public Retirement System. Who Is Covered
Membership is mandatory for full-time employees of the state of Indiana, participating political subdivisions, and public universities.2Indiana General Assembly. Indiana Code 5-10.2-2-1 Part-time workers, independent contractors, and temporary employees are generally excluded unless the employer has specifically opted them in.
Enrollment runs through your employer. When you start a PERF-covered position, the employer submits membership documentation to the Indiana Public Retirement System (INPRS), which administers the fund. The Two Parts of PERF
PERF is not a single account. It has two separate pieces, and understanding both is essential to making sense of your retirement income.
The Pension (Defined Benefit)
The pension side is funded entirely by your employer and guarantees a monthly payment for life once you retire and meet the eligibility rules. The amount depends on your salary and years of service, not on investment returns. Employer contribution rates vary by agency and are set through actuarial analysis.1Indiana Public Retirement System. The Annuity Savings Account (Defined Contribution)
The savings side is your Annuity Savings Account, or ASA. A mandatory 3% of your gross wages goes into the account each pay period, contributed by you, your employer, or a combination, depending on the employer’s policy.1Indiana Public Retirement System. Public Employees The ASA is 100% vested from day one. At retirement, you can take it as a lump sum, convert it to a monthly annuity, or combine both. The final balance depends on total contributions and the interest or investment returns credited over your career.
How Your Pension Is Calculated
The pension formula is set by state law. INPRS takes the average of your five highest annual salaries, multiplies by your years of creditable service, and multiplies again by 1.1%.4Indiana Public Retirement System. Defined Benefit Information5Indiana General Assembly. Indiana Code 5-10.2-4-4
Annual pension = 1.1% × average of 5 highest salaries × years of service
An example: if your five highest salaries average $55,000 and you have 25 years of creditable service, your annual pension is $55,000 × 25 × 0.011 = $15,125, or roughly $1,260 per month. Whatever you accumulate in the ASA is paid separately on top of that.
Federal tax law caps the annual benefit any defined benefit plan can pay. For 2026, the ceiling is $290,000.6Internal Revenue Service. COLA Increases for Dollar Limitations on Benefits and Contributions Most PERF retirees will not come close to that number.
Vesting: The 10-Year Cliff
Your ASA contributions are always yours. The employer-funded pension is not. You reach vested status only after 10 or more years of creditable combined service under PERF or the Teachers’ Retirement Fund.3Indiana Public Retirement System. This is where a lot of people trip up. Nine years of public service followed by a job change means losing the pension entirely. If you later return to a PERF-covered position, you can reinstate previously withdrawn service credit, but only after contributing to the fund again for six consecutive months.3Indiana Public Retirement System. Some non-working time also counts toward service credit: employer-approved leave (up to six months in any four-year period), workers’ compensation leave, adoption leave (up to one year), and FMLA leave (up to 12 weeks per year, though FMLA credit usually only affects eligibility, not the benefit calculation).3Indiana Public Retirement System. When You Can Retire
You qualify for a full, unreduced pension at age 65 with at least 10 years of creditable service.8Indiana General Assembly. Indiana Code 5-10.2-4-1 Two other paths also produce an unreduced benefit: age 60 with at least 15 years of service, or a combined age-and-service threshold such as age 55 with at least 20 years, depending on when you entered the system.
Early retirement is possible but costly. Members with 15 or more years of creditable service can retire as early as age 50 with a permanently reduced pension. The reduction runs about 5 percentage points for each year you retire before age 60:
- Age 59: 89% of your full pension
- Age 55: 69% of your full pension
- Age 50: 44% of your full pension
These reductions are permanent. Your pension does not step back up when you turn 60 or 65. A 31% cut at age 55 compounds over what could be a 30-year retirement, so early retirement is worth modeling carefully before you commit.
How Benefits Are Paid Out
The pension and the ASA pay out separately, and each carries its own choices.
For the pension, you choose the payment structure. A single life annuity produces the highest monthly check but stops entirely when you die. A joint and survivor annuity reduces your monthly amount in exchange for continuing payments to a designated beneficiary after your death. The more protection you build in for a surviving spouse, the smaller your own check.
For your ASA, you can take the full balance as a lump sum, convert it into a monthly annuity that supplements the pension, or split the balance between the two. INPRS uses an annuitization table to translate an ASA balance into a monthly payment. A $30,000 balance, for example, converts to roughly $194 per month at the standard rate.1Indiana Public Retirement System. Leaving Public Employment Before Retirement
If you separate from PERF-covered work before you can retire, you can withdraw the ASA balance (contributions plus credited interest) as a lump sum or take a partial withdrawal.9Indiana General Assembly. Indiana Code 5-10.2-3-6 – Withdrawal of Contributions; Treatment of Suspended Members Account If your balance is $1,000 or less and you have not vested, INPRS may pay it out automatically.
Withdrawing before you are vested permanently forfeits the employer-funded pension. There is no way to recover that benefit unless you return to a PERF-covered job and re-earn eligibility. For someone at eight or nine years of service considering a career change, this is the single most expensive decision on the table. Running the numbers on the future pension is almost always worth doing first.
Taxes and Rollovers
Any distribution from PERF, whether a lump-sum ASA withdrawal or a pension paid as a lump sum, is taxable as ordinary income in the year you receive it. A few federal rules matter enough to plan around.
Rolling Over to Defer Taxes
You can defer taxes by rolling a distribution into a traditional IRA or another eligible retirement plan. The cleanest method is a direct rollover, where INPRS sends the funds straight to your new account. No taxes are withheld.10Internal Revenue Service. If the distribution goes to you directly, INPRS must withhold 20% for federal income taxes regardless of your intent to roll it over.11Internal Revenue Service. 2026 Form W-4R – Withholding Certificate for Nonperiodic Payments and Eligible Rollover Distributions You then have 60 days to deposit the full original amount, including the 20% you never actually received, into an IRA or qualified plan. The 10% Early Distribution Penalty
Distributions taken before age 59½ generally carry an extra 10% IRS penalty on top of income tax. A meaningful exception applies to public employees: if you separate from service during or after the year you turn 55, distributions from the employer plan are exempt from the penalty. Required Minimum Distributions
Starting at age 73, you must begin taking required minimum distributions from your retirement accounts, including the ASA, whether you need the money or not.13Internal Revenue Service. Retirement Plan and IRA Required Minimum Distributions FAQs If you are still working in a PERF-covered position past 73, you may be able to delay RMDs from the employer plan until actual retirement, but this exception does not apply if you own 5% or more of the employing entity.
Disability and Survivor Benefits
PERF pays a disability retirement benefit if you become unable to work. You need at least five years of creditable service, must be determined disabled by the Social Security Administration, and must have been receiving salary or employer-provided income protection benefits as of the SSA-established disability onset date.1Indiana Public Retirement System. If you die during active service, PERF provides support to a surviving spouse or dependents when you have enough creditable service. Members with 15 or more years generally qualify their survivors for ongoing benefits. For members with between 14 and 15 years who died after December 31, 2006, limited survivor benefits may also apply. If total survivor payments end up less than the member’s contributions plus accumulated interest, the balance goes to the surviving dependent or the surviving spouse’s estate.
The 13th Check Instead of a COLA
Indiana does not provide automatic cost-of-living adjustments to PERF pensions. Instead, the legislature periodically authorizes a supplemental payment known as the “13th check,” funded from pre-funded supplemental reserve accounts. For 2026, HB 1145 authorizes a 13th check based on years of creditable service:
- 5–9 years: $150
- 10–19 years: $275
- 20–29 years: $375
- 30 or more years: $450
Because each 13th check requires legislative action, there is no guarantee the payments will continue at the same level, or at all, in future years. Inflation erodes purchasing power over a long retirement, and the 13th check only partly offsets that. Members planning ahead should assume the pension’s real value may decline over time.
If You Disagree With an INPRS Decision
If you believe INPRS has made an error on your benefits, service credit, or membership status, you can challenge it through a formal administrative review under the Indiana Administrative Orders and Procedures Act.14Indiana Public Retirement System. Your Right to Administrative Review
You file a written request, either a formal petition or a letter, asking INPRS to reconsider a staff determination. The INPRS legal department reviews the matter and issues an initial determination. If you disagree, you can request a hearing before an administrative law judge, where both sides present evidence. An attorney is permitted but not required.14Indiana Public Retirement System. Your Right to Administrative Review If the ALJ decision is unfavorable, you can appeal to the INPRS Board of Trustees, and beyond that, judicial review in the Indiana court system is available on statutory or constitutional grounds. Most disputes resolve well before that stage, but the full path is there when a significant calculation error is at stake.
