Personal Property Tax in West Virginia: Filing, Payment, and Exemptions

Personal property tax in West Virginia is an annual tax on tangible property you own — most commonly vehicles, boats, mobile homes, and business equipment — assessed at 60% of fair market value and multiplied by a local levy rate set by your county and municipality. You file a return with your county assessor by September 1, pay in two installments to the county sheriff, and cannot renew your vehicle registration until the tax is paid.

What Property Is Taxed

For individuals, the tax reaches cars, trucks, motorcycles, trailers, boats, and mobile homes that aren’t permanently attached to land. Both residents and nonresidents owe tax on taxable personal property located in West Virginia as of July 1 of the assessment year. If you lease equipment for business use, the lessee is generally responsible for reporting and paying the tax unless the lease agreement shifts that duty to the lessor. Livestock and farm equipment can be taxable too, though agriculture-specific exemptions often apply.

How Your Bill Is Calculated

Two numbers produce your bill: the assessed value of the property and the levy rate for its location and class.

Assessed Value

All property in West Virginia is assessed at 60% of appraised fair market value. A vehicle with a market value of $20,000 has an assessed value of $12,000.2West Virginia Tax Division. Levy Rate

Personal property owned by individuals and businesses falls into Class III (outside municipalities) or Class IV (inside municipalities). The maximum regular levy rates per $100 of assessed value for both classes combine state, county, school, and municipal pieces: state 1.00¢, county 57.20¢, schools 91.80¢, and municipal 50.00¢.5West Virginia Tax Division. To calculate your tax, multiply your assessed value by the combined levy rate. If your car has an assessed value of $12,000 and the combined levy rate is $1.50 per $100, you owe $180.

Filing Your Annual Return

List each taxable item with a description and purchase date. For vehicles, include every licensed and unlicensed vehicle titled in your name or your company’s name, with the year of acquisition and the price paid. Skipping the return is expensive. Without complete information, the assessor is required to price your property using the highest available value, which for vehicles means the top NADA figure for your make and model rather than a condition-adjusted number.1Jefferson County West Virginia Assessor’s Office. Property Types You also risk losing the right to challenge the result. If you fail to file a protest or petition as required, the assessor’s appraisal becomes conclusive and final.

Paying the Tax

The county sheriff’s office collects personal property taxes once assessments are finalized. Bills are payable in two installments: the first half is due September 1 of the tax year, and the second half is due March 1 of the following calendar year.7West Virginia Tax Division. Most counties accept payment in person, by mail, and online, and some accept credit cards with a convenience fee typically in the range of 2% to 3%. You remain responsible for paying on time even if a bill never arrives in the mail. Keep your receipts. You will need them for vehicle registration and possibly for your federal return.

Vehicle Registration Depends on Payment

West Virginia will not issue or renew vehicle registration unless you can show full payment of personal property taxes on all vehicles registered in your name. The requirement covers taxes for the current calendar year or the year immediately before the one in which you are applying. Exemptions You Can Claim

Several categories of personal property are partially or fully exempt, but you have to file the paperwork with your assessor. Nothing applies automatically.

Household Goods

Household goods commonly found in a home and used to care for the house and surrounding property are exempt, as long as you aren’t using them to produce income. A separate $200 exemption applies to household goods whether or not they are held for profit.9West Virginia Legislature. Farm Equipment and Livestock

Personal property used exclusively in agriculture is exempt, including vehicles with a farm use exemption certificate and livestock. The exemption only applies to property used on a farm that annually produces agricultural products for sale, as defined in the Tax Commissioner’s rules.9West Virginia Legislature. Nonprofits and Government Property

Property owned by nonprofits, religious institutions, and schools can be exempt if used exclusively for their tax-exempt purpose. Homestead Exemption

Homeowners age 65 or older, and those permanently and totally disabled, can exempt the first $20,000 of assessed value on an owner-occupied residence. Apply by December 1 of the year before the exemption takes effect.10West Virginia Tax Division. Property Tax Exemptions This exemption applies to real property rather than personal property like vehicles, but many people who owe personal property tax also qualify for this break on their home.

If Your Assessment Looks Wrong

You have the right to challenge an assessment, but the timeline is tight and you carry the burden of proof.

Start informally at the county assessor’s office. Bring documentation supporting a lower value: purchase records, an independent appraisal, or evidence of damage or depreciation the assessor may not know about. Many disputes end here.

If the assessor denies your request, file a written protest with the county commission sitting as the Board of Equalization and Review. The board meets annually beginning no later than February 1 and must adjourn by the end of February. You can instead file directly with the Office of Tax Appeals, and a taxpayer who does not receive a response from the assessor by February 10 can file with either body.11West Virginia Legislature. An adverse decision by the Board of Equalization and Review can be appealed to the Office of Tax Appeals.11West Virginia Legislature. Senate Bill 858 Introduced Version An appraisal from a certified appraiser or comparable sales data carries far more weight at every step than a general objection that the number seems too high.

What Happens If You Don’t Pay

The first installment becomes delinquent on October 1 if not paid by September 1. Interest accrues on the unpaid balance once delinquent, and missing an installment can accelerate the full amount immediately.

Delinquent taxpayers may be listed in local newspaper publications. The county sheriff can place liens on property to secure the debt, and persistent nonpayment can lead to seizure of assets and added legal costs.

The consequence most people feel first is the registration block: you will not be able to renew your vehicle registration until all personal property taxes are paid in full.8West Virginia Legislature. Deducting the Tax on Your Federal Return

Personal property taxes you pay in West Virginia may be deductible on your federal return, but only if you itemize on Schedule A. The deduction for state and local taxes (SALT), which includes property, state income, and sales taxes, is capped. For the 2025 tax year the cap is $40,000 ($20,000 if married filing separately), rising to $40,400 ($20,200 if married filing separately) in 2026.
