Pflugerville City Council: Seats, Decisions, and Meetings

The Pflugerville City Council is a seven-member elected body — a Mayor and six Councilmembers — that sets policy for the city, adopts the annual budget, and passes local ordinances. It meets on the second and fourth Tuesday of each month at 7:00 p.m. at 1611 Pfennig Lane, and every action meeting includes a public comment period.1Pflugerville, TX – Official Website. Pflugerville City Council Meeting Schedule Pflugerville uses a council-manager form of government, so the council sets direction and a professional city manager runs daily operations.

Who Sits on the Council

All seven members are elected at-large, not by district. Every Pflugerville voter votes on every seat, and every member answers to the whole city. Each seat carries a “place” number (Place 1 through Place 6) purely for ballot organization; the places do not correspond to neighborhoods.

Terms run three years and are staggered, so only part of the council turns over in any given election. The charter caps service at three consecutive terms for both the Mayor and Councilmembers, after which the individual must sit out before running again for the same seat. All seven positions, including the Mayor, are unpaid.

The council appoints one of its own members as Mayor Pro Tem, who presides when the Mayor is absent.

What the Council Decides

The council’s most consequential job is the annual budget. For fiscal year 2026, it approved a $783.2 million budget and set the property tax rate at $0.5350 per $100 of assessed value at its September 9, 2025 meeting.2Pflugerville, TX – Official Website. Beyond the budget, the council passes ordinances on zoning, noise, land use, and general conduct inside city limits, and approves major contracts and capital improvement projects. It also makes three key hires: the City Manager (requires at least four affirmative votes), the City Attorney, and the Municipal Judge. The City Attorney and Municipal Judge must be licensed Texas attorneys, and all three serve at the pleasure of the council.4City of Pflugerville, TX. Meetings and Agendas

Regular meetings fall on the second and fourth Tuesday of each month at 7:00 p.m. at 1611 Pfennig Lane. Work sessions and joint meetings are scheduled separately and may land on other days. Agendas, staff reports, backup materials, proposed contracts, and draft ordinances are posted on the city’s Legistar portal at pflugerville.legistar.com. Texas law requires agendas to be posted in a publicly accessible location at least 72 hours before the meeting begins.5State of Texas. Texas Government Code Chapter 551 – Open Meetings Reading the posted materials in advance is the surest way to know what will actually come up for a vote.

How to Speak at a Meeting

Every agenda with action items includes a Public Comment period before those items are taken up. You can speak to a specific agenda item or raise a topic that isn’t on the agenda, though the council cannot formally discuss or act on anything that wasn’t posted in advance.

Speakers normally get three minutes. The presiding officer can adjust that time, but only before the first speaker is recognized. If you use a translator, your time doubles. You may hand printed materials to the council, but you cannot use city computer equipment for slides or video. The presiding officer may also open comment on individual agenda items as they come up, before the council votes.

Standard decorum applies. Disruptive behavior and personal attacks are out of order, and members of the public generally cannot interject during council deliberation unless the presiding officer recognizes them.

Running for a Seat

Baseline eligibility for a home-rule city like Pflugerville comes from state law: you must be at least 18 (a city charter can raise the minimum to 21), a registered voter in the area you seek to represent, a Texas resident for at least 12 months, and a resident of the city’s territory for at least six months (a charter can extend that to 12 months).6Texas Secretary of State. Texas election law disqualifies anyone with a final felony conviction or who has been determined mentally incapacitated by a court. Check with the Pflugerville city secretary’s office before the filing period opens if any part of your eligibility is uncertain.

Removing a Member

The charter lists six grounds for removing a sitting member, including failing to maintain the qualifications for office, violating the charter or the city’s code of ethics, a criminal conviction involving moral turpitude, and missing three consecutive regular meetings without an excused absence approved by the council.7City of Pflugerville, TX. Pflugerville’s charter does not include a separate citizen-led recall. Removal runs through the council itself, which makes the sworn-complaint procedure the main accountability tool between elections, alongside the ballot.
