If you’re 61 or older, retired due to disability, or a qualifying veteran, the Pierce County property tax exemption for seniors can cut your annual bill in two ways at once: it exempts part of your home’s value from regular taxes and it freezes the taxable value so it stops rising with the market. Who Qualifies
There are three ways in. The most common is age. You must be 61 or older by December 31 of the year you file your claim.2Washington State Legislature. RCW 84.36.381 – Residences of Senior Citizens and Persons Retired by Reason of Disability The statute keys on the filing year, not the tax year the exemption covers, so a 2026 filing (for you turning 61 by December 31, 2026) applies to your 2027 taxes.
The second is disability. If you retired from regular employment because of a physical disability, you can qualify at any age. Bring medical documentation such as a physician’s statement or a Social Security disability award letter showing you’re unable to work.
The third path is one veterans often miss. If you receive VA compensation at a combined service-connected evaluation rating of 40 percent or higher, or at a total disability rating for a service-connected disability, you qualify regardless of age.2Washington State Legislature. The Home Itself
You must own the home when you file. Ownership counts if you hold the title outright, hold a life estate, or are buying under a contract purchase agreement.2Washington State Legislature. A hospital stay or move to a nursing home doesn’t automatically break eligibility. Washington still treats you as occupying the home as long as you legally own it and it isn’t being rented out or used for business. How Much Relief You Get by Income Tier
Combined household income places you in one of three tiers. The lower your income, the more your bill drops.3Washington Department of Revenue. Property Tax Exemption for Senior Citizens and People with Disabilities
- Level 3 (highest qualifying income): exempt from excess levies, which are generally the voter-approved ones, and from Part 2 of the state school levy. Your home’s taxable value is frozen at the assessed value from the year you first qualified.

The value freeze is easy to underestimate. Once you qualify, the taxable value locks at the January 1 assessed value from the year you first became eligible. As Pierce County values rise, your frozen value stays put, and the gap between what you would owe and what you actually pay widens every year. Lose eligibility for a single year on income and then requalify, and the original frozen value is restored. Stay ineligible for more than one consecutive year, and the freeze resets to the current assessed value when you come back in.2Washington State Legislature. How Disposable Income Is Calculated
Washington’s definition of “combined disposable income” catches more than most applicants expect. Start with your adjusted gross income, or what your AGI would be if you’re not required to file federally. Then add back items the IRS may have let you exclude or deduct: capital gains, depreciation, pension and annuity payments, Social Security and railroad retirement benefits, dividends, military and veterans benefits, and interest from state and municipal bonds.4Washington State Legislature. The state then lets you subtract a specific list of medical costs paid during the year by you or your spouse:
- Medicare premiums, including supplemental (Medigap) policies
- Prescription drugs and insulin
- In-home care, nursing home, or assisted living costs
- Durable medical equipment such as wheelchairs, mobility aids, prosthetics, and medically prescribed oxygen
- Long-term care insurance premiums
- Health insurance cost-sharing: copays, deductibles, and coinsurance

For applicants with significant medical costs, these deductions are often the difference between qualifying and being just over the line. Keep the receipts.

Have your documents ready before you start: proof of identity, your most recent federal tax return with all schedules, and disability or VA paperwork if that’s your qualifying path. If you didn’t file a tax return, gather your Social Security statement (SSA-1099), pension statements (1099-R), and any other income records. There is no filing fee. You can apply any time during the year, and the exemption takes effect for taxes due the year after your claim is approved. Washington also allows retroactive claims: applications received within three years of a property tax due date may qualify for a refund on excess taxes you already paid.
Renewals, Changes, and Denials
Once approved, Pierce County requires renewal at least once every six years. The county runs the cycle by last name, so your renewal year may not match a neighbor’s.7Pierce County, WA – Official Website. If your application is denied, the assessor must notify you in writing. You can appeal to the Pierce County Board of Equalization, which must receive the appeal by July 1 of that year or within 30 days of the date the denial was mailed, whichever is later.3Washington Department of Revenue. If Your Income Is Too High: The Deferral Program
Washington runs a separate deferral program for homeowners whose income puts them above the exemption line or who need more relief on top of it. Under the deferral, the Department of Revenue pays your property taxes for you. You repay the deferred amount plus 5 percent annual interest when a triggering event occurs, such as selling the home or passing away.8Washington State Department of Revenue. The rules differ in a few ways. You only need to be 60 by December 31 of the year you apply, and the income limit is the greater of the prior year’s threshold or 75 percent of the county median household income. If you qualify for the exemption, you must apply for it first, then use the deferral for whatever taxes remain.8Washington State Department of Revenue. Property Tax Deferral for Senior Citizens and People with Disabilities The total you can defer is capped at 80 percent of the equity in your home, and you must carry fire and casualty insurance naming the Department of Revenue as a loss payee.
The deferral works like a low-interest loan secured by your home equity. It fits homeowners who are cash-poor but want to stay put without a large annual tax bill, as long as you’re comfortable with a balance that grows until the home changes hands.
If You Have a Mortgage With Escrow
The exemption won’t automatically lower your monthly mortgage payment. Escrow accounts are set on expected annual taxes and insurance, and most servicers only run an escrow analysis once a year. After the exemption is approved and your new tax bill issues, contact your servicer and ask for an escrow analysis so the monthly payment is recalculated against the lower taxes.
If the county refunds taxes you overpaid before the exemption took effect, put that money back into escrow. Otherwise the servicer’s next analysis may not see the overage, and you’ll miss the payment reduction you’re owed.
