What the Tax Applies To
Sales tax covers tangible personal property, which California defines as anything that can be seen, weighed, measured, felt, or touched.5California Department of Tax and Fee Administration. Revenue and Taxation Code 6016 – Tangible Personal Property Clothing, electronics, furniture, sporting goods, artwork, housewares, and most other physical items sold at a store or shipped to a Pismo Beach address fall under the rate.
Fabrication Labor
Professional services generally aren’t taxed, but labor that creates or assembles a new physical product is. The CDTFA calls this “fabrication labor,” covering manufacturing, processing, and assembling goods to order.6California Department of Tax and Fee Administration. Taxable Labor A custom ring from a jeweler or a built-to-order cabinet carries sales tax on the full price. Repair work on an item you already own is generally not taxable when the labor charge is listed separately on the invoice.
Vehicles
If you buy a car, the rate is set by where you register it, not where the dealership sits.7California Department of Tax and Fee Administration. Tax Guide for Purchasers of Vehicles A Pismo Beach resident buying from a Los Angeles dealer pays 8.25% based on the Pismo Beach registration address. Most dealers calculate this automatically; check the paperwork anyway.
Digital Products
California’s sales tax applies to prewritten software only when it’s delivered on a physical disc or drive. Downloaded software, streaming services, e-books, and digital music are not taxed under current law.8Legislative Analyst’s Office. The 2026-27 Budget: Sales Tax on Prewritten Software The Governor has proposed extending the tax to all prewritten software regardless of how it’s delivered starting in 2027, but that proposal has not been enacted and does not reach most other digital goods.
What’s Exempt
Groceries
Food products for home consumption are exempt. Produce, meat, dairy, bread, canned goods, and most grocery-store staples carry no sales tax.9California Legislative Information. California Code RTC 6359 The exemption disappears when food is served as a meal, sold hot, or eaten at seating the seller provides. A cold deli sandwich bought to go from a grocery store is generally exempt; the same sandwich eaten at the counter is taxable. Hot prepared items like rotisserie chickens are taxable no matter where you eat them.
Prescriptions
Medicines prescribed by a physician and dispensed by a licensed pharmacist are exempt, along with medicines a doctor furnishes directly during treatment and those sold to hospitals and health facilities.10California Legislative Information. California Code Revenue and Taxation Code RTC 6369 Over-the-counter drugs are taxable.
Utilities
Gas, electricity, and water delivered through mains, lines, or pipes are exempt.11California Legislative Information. California Code RTC 6353 Your monthly electric and water bills carry no sales tax. Bottled water bought at a store is treated under the food products exemption.
Use Tax on Online and Out-of-State Purchases
Buy something from a seller that doesn’t collect California tax and use it in Pismo Beach, and you owe “use tax” at the same 8.25% rate. This comes up with smaller out-of-state retailers, private-party sales, and items picked up while traveling. Most large online retailers already collect California tax at checkout, so there’s usually nothing extra to do for those orders.
The simplest way to pay what you owe is on your California state income tax return. For individual items under $1,000, you can use the Use Tax Lookup Table included with the return instructions instead of tracking every receipt.12California Department of Tax and Fee Administration. California Use Tax For Personal Use You can also report the exact amount from your actual purchases if you prefer. Vehicles, vessels, and aircraft are handled directly with the CDTFA rather than on your income tax return.
Aircraft bought out of state get particular attention. Bringing one into California within 12 months of purchase triggers a CDTFA presumption that you bought it for California use, and you’ll owe use tax unless you can show otherwise.13California Department of Tax and Fee Administration. Tax Guide for Purchasers of Aircraft Sales tax already paid to another state is credited against what you owe here, so you won’t be charged twice.
Hotels and Short-Term Lodging
If you’re a visitor, the 8.25% sales tax is not what you pay on a hotel room. Lodging is covered by a separate transient occupancy tax (TOT) of 11% on the room rate, charged on stays of 30 days or fewer at hotels, motels, and vacation rentals in Pismo Beach.14City of Pismo Beach. Lodging Businesses That rate has been in place since January 1, 2021. Properties in unincorporated county areas near the city may also carry a 1.5% Tourism Marketing District assessment that operators can pass to guests.15San Luis Obispo County. Tourism Marketing District Between the room rate, the TOT, and any district fees, the total on your lodging bill will run noticeably above the advertised nightly price.
