Pittsburgh Property Tax Increase: Deadlines, Relief, and Appeals

The Pittsburgh property tax increase for 2026 raises the city’s millage rate 20%, from 8.06 to 9.67 mills, after City Council approved the change in December 2025.1City of Pittsburgh, PA. Property Tax Worksheet The Pittsburgh School District added a separate 2% hike, pushing its rate from 10.25 to 10.457 mills. For a home assessed at $100,000, the city portion alone goes up by about $161 a year. The relief options and deadlines below determine how much of that increase you actually end up paying.

What Changed and What It Costs You

Every $1,000 of assessed value now generates $9.67 in city tax, up from $8.06 in 2025.1City of Pittsburgh, PA. Property Tax Worksheet The school district’s 10.457 mills remains the largest single slice of most bills. Allegheny County adds its own millage (4.73 mills in recent years), bringing the combined rate to roughly 24.86 mills across all three taxing bodies.

Assessed value is not market value. Allegheny County still uses 2012 as its base year, so unless your property has been reassessed individually, the number on your bill reflects what it would have been worth more than a decade ago. Multiply that assessed value by each millage rate to see your share. On an $80,000 assessment:

  • City: $80,000 × 0.00967 = $773.60
  • School: $80,000 × 0.010457 = $836.56
  • County: $80,000 × 0.00473 = $378.40 (approximate)
  • Total: about $1,988.56 before any exclusions

When to Pay to Avoid Penalties

Allegheny County mails real estate tax bills early in the year, and the discount window closes faster than most people expect. Pay the full bill by March 31, 2026 and you keep 2% of the total.2Allegheny County Treasurer’s Office. The face amount, with no discount and no penalty, is due April 30, 2026. After that, a one-time 5% penalty hits the outstanding balance, and 1% interest is added each month until the bill is paid.2Allegheny County Treasurer’s Office. Ways to Lower the Bill

Homestead Exclusion

If you own and occupy your home as a primary residence, the Act 50 Homestead Exclusion reduces your assessed value by $18,000 before the school tax is calculated.3Allegheny County. Homestead/Farmstead Exclusion (Act 50) At the 2026 school rate of 10.457 mills, that saves roughly $188 per year. You only apply once; the exclusion stays with you until you sell or stop living there.

It applies only to the school district portion, not city or county. Most long-term homeowners already have it, but confirm with the Allegheny County Office of Property Assessments if you’re unsure. Leaving it unclaimed means paying tax you don’t owe.

Act 77 Senior Citizen Relief

Allegheny County gives qualifying seniors a flat 30% discount on county real estate taxes, up to $650 per year. To qualify, all of the following must apply:

  • Age 60 or older, or a widow/widower aged 50 to 60, or permanently disabled and aged 18 to 60
  • Gross household income of $30,000 or less, counting only 50% of Social Security, SSI, and Railroad Retirement Tier 1 benefits
  • Owned and occupied a primary residence in Allegheny County continuously for the past 10 years

The 2026 application deadline is June 30, 2026. No reapplication is needed if your income stays under the cap and you remain in the home.4Allegheny County Treasurer Office. Act 77 Senior Tax Relief Program

Appealing Your Assessment

If your assessed value is too high relative to what your property would actually sell for, an appeal is the most direct way to lower your bill. With the city rate up 20%, even a small reduction in assessed value produces real savings. Appeals go through the Allegheny County Board of Property Assessment Appeals and Review.6Allegheny County. Board of Property Assessment Appeals and Review

The annual appeal window for tax year 2027 runs July 1 through September 1, 2026. It’s easy to miss because it falls months after you’ve paid the current year’s bill.

Because the county uses a 2012 base year, the Board converts your claimed current market value using the Pennsylvania common level ratio, which is approximately 50.1% for 2026. If your home would sell today for $200,000, the Board compares that to an appropriate assessed value near $100,000. An assessment significantly above that figure gives you a strong case.

Pull your current assessed value from the Allegheny County Real Estate Portal using the parcel ID on your tax bill. Then gather evidence of actual market value: recent comparable sales nearby, a professional appraisal, or documentation of condition problems that reduce value. Evidence must be submitted at least ten days before your hearing, and should not be attached to the initial appeal form.7Allegheny County. 2026 Board of Property Assessment Appeals and Review Rules and Regulations

Many homeowners handle residential appeals themselves, though you can hire an appraiser for testimony or a written opinion. A decision typically arrives within several months of the hearing. If the Board agrees your property is over-assessed, you get a revised assessment and potentially a refund for any overpayment made during the tax year.
