Portsmouth’s personal property tax runs $5.00 per $100 of assessed value on cars, trucks, and motorcycles, with lower rates for boats, business equipment, and machinery.1City of Portsmouth. Tax Structure in Portsmouth Payment is due June 5 each year, and it applies to property you garage, dock, or park in the city as of January 1. Vehicle owners also owe an annual motor vehicle license fee on top of the tax itself.
Rates by Property Type
Portsmouth sets different rates depending on what you own:1City of Portsmouth. Tax Structure in Portsmouth
- Cars, trucks, and motorcycles: $5.00 per $100 of assessed value
- Boats: $0.50 per $100 of assessed value
- Business tangible personal property: $5.00 per $100 of original cost, assessed at 50% of that cost
- Machinery and tools: $3.00 per $100 of original cost, assessed at 50% of that cost
Personal vehicles are taxed on full assessed value. Business assets and machinery start from 50% of what you paid, which softens the effective rate on that side of the ledger.
How Your Vehicle’s Value Is Set
Virginia law requires the Commissioner of the Revenue to value most vehicles from a recognized pricing guide. The commissioner may use the average retail, wholesale, or loan value, so long as the same method is applied uniformly within a class.2Virginia Code Commission. Virginia Code 58.1-3503 – General Classification of Tangible Personal Property Vehicles not listed in the guide can be valued from a percentage of original cost, and you can present proof of what you paid.
Recreational vehicles are assessed from the NADA Recreational Vehicle Appraisal Guide. Specialty vehicles designed for use by individuals with disabilities are valued at actual market value instead of original cost, which usually produces a lower number.2Virginia Code Commission. Motor Vehicle License Fee
Every vehicle owed personal property tax in Portsmouth also owes an annual license fee:1City of Portsmouth. Tax Structure in Portsmouth
- Motorcycles: $24.75 per year
- Automobiles up to 4,000 pounds: $30.75 per year
- Automobiles over 4,000 pounds: $35.75 per year
The fee is billed alongside the property tax and due at the same time.
Who Owes Portsmouth
Virginia taxes vehicles where they are normally garaged or parked, not where the owner lives or works. A car that spends most nights in a Portsmouth driveway is taxed by Portsmouth even if you commute to Norfolk or Virginia Beach.3Virginia Code Commission. Virginia Code 58.1-3511 – Situs for Assessment
A few situations sit outside that rule. Full-time college students whose vehicles are parked at school can be taxed at a parent’s domicile instead, provided the parent shows proof of paying personal property tax there. Someone domiciled in another state who already paid a similar tax on the same vehicle at home can apply to Portsmouth for a refund.3Virginia Code Commission. Virginia Code 58.1-3511 – Situs for Assessment
Active-duty servicemembers stationed in Portsmouth but legally domiciled in another state generally do not owe the tax on their personal vehicles. Federal law shields a servicemember’s personal property from taxation by a jurisdiction where the member is present solely because of military orders, and the same protection extends to a military spouse.4Office of the Law Revision Counsel. 50 USC 4001 – Residence for Tax Purposes The protection does not reach property used in a trade or business, and it does not help if Virginia is actually your legal home state.
The June 5 Deadline
Personal property tax and vehicle license fees are due June 5 each year. Business owners have an earlier date: tangible personal property returns must be filed by May 1.5City of Portsmouth, Virginia. Due Dates These dates apply regardless of when the bill arrives in your mailbox.
Portsmouth prorates personal property taxes on motor vehicles, trailers, and boats. Move into the city mid-year, or sell a vehicle partway through, and the bill should reflect only the months you actually owned or garaged the property here.
Penalties for Paying Late
Missing June 5 triggers an immediate 10% penalty on the amount owed, applied the day after the deadline. Interest starts at the same time, accruing at 10% per year and compounding on the first of each month until the balance is paid.5City of Portsmouth, Virginia. Due Dates
Virginia law lets localities raise the initial penalty to 25% for tangible personal property tax that remains delinquent more than 30 days. Interest in the second and later years of delinquency can rise to the federal underpayment rate or 10%, whichever is greater.6Virginia Code Commission. Virginia Code 58.1-3916 – Counties, Cities, and Towns May Provide Dates for Filing A modest unpaid bill grows fast under those numbers.
Automatic Relief Under PPTRA
Virginia’s Personal Property Tax Relief Act reduces the tax on qualifying vehicles by applying a lower rate to the first $20,000 of assessed value.7Virginia Code Commission. Virginia Code 58.1-3524 – Tangible Personal Property Tax Relief You do not apply for it. The Commissioner’s office calculates the reduction when your bill is generated.
To qualify, the vehicle must be a passenger car, motorcycle, autocycle, or pickup or panel truck that is privately owned and used primarily for nonbusiness purposes.8Virginia Code Commission. Virginia Code 58.1-3523 – Definitions ATVs, off-road motorcycles, and mopeds do not qualify even when titled with the DMV.
The relief percentage changes year to year based on state funding. Any assessed value above $20,000 is taxed at the full $5.00 rate, so owners of more expensive vehicles see a smaller proportional benefit. On a $30,000 vehicle, relief applies to the first $20,000, and the remaining $10,000 is taxed at the full rate.7Virginia Code Commission. Virginia Code 58.1-3524 – Tangible Personal Property Tax Relief
Reduction for Elderly and Disabled Residents
Portsmouth offers a separate reduction for residents who are at least 65 or permanently and totally disabled. Virginia law authorizes localities to set a lower rate on one motor vehicle (car or pickup truck) owned by a qualifying individual, and a household qualifies if either spouse meets the age or disability requirement.9Virginia Code Commission. Virginia Code 58.1-3506.1 – Other Classification for Taxation of Certain Tangible Personal Property
Portsmouth adds financial limits: gross annual household income cannot exceed $30,000, and total financial assets cannot exceed $75,000. The city can adjust these by ordinance, so confirm current thresholds with the Commissioner of the Revenue when you apply.
Registering and Paying
When you move to Portsmouth or acquire a vehicle, register it with the Commissioner of the Revenue. Have the VIN, year, make, model, and purchase date ready. Registration forms are available at the Commissioner’s office and on the city website. Your tax liability is set from what you own as of January 1, but property acquired after that date is prorated, so delaying registration does not delay the underlying obligation.
Once billed, you can pay through the city’s online payment portal, which produces an electronic receipt, or mail a check to the City Treasurer, or pay in person at City Hall. Keep the receipt. Virginia’s DMV can block vehicle registration renewals for unpaid local taxes, and a receipt is the fastest way to clear that up.
If You Think the Assessment Is Too High
You can ask the Commissioner of the Revenue to review the assessed value on your vehicle. The two grounds that generally work are high mileage and below-average condition. Virginia law lets the commissioner apply all relevant factors from the pricing guide, so documentation is what moves the needle.2Virginia Code Commission. Virginia Code 58.1-3503 – General Classification of Tangible Personal Property
For high mileage, bring proof of your odometer reading from around January 1: a state inspection receipt, oil change slip, or repair invoice showing mileage all work. For condition, gather photos and repair estimates showing that the damage existed before January 1. Normal wear from age alone usually will not support a reduction; the condition has to be noticeably worse than what the pricing guide already assumes.
Contact the Commissioner’s office well before June 5. Handling the appeal before the deadline gives the office time to issue a corrected bill. Miss that window and you may have to pay the original amount and pursue a refund afterward.
