Poughkeepsie tax rates for 2026 span three layers a resident actually pays: property tax, which runs roughly $10.46 to $14.34 per $1,000 of assessed value at the city level and separate figures in the town; sales tax at a combined 8.125%; and New York State income tax on a nine-bracket scale from 4% to 10.9%. The City of Poughkeepsie and the Town of Poughkeepsie are distinct taxing jurisdictions with their own rates, deadlines, and rules, so which one you’re in changes the numbers.
City of Poughkeepsie Property Tax Rates
The city uses a dual-rate system that separates residential (homestead) from commercial and industrial (non-homestead) properties. The 2026 per-$1,000 rates:
- City homestead: $10.457119
- City non-homestead: $14.343965
- County: $2.110839
- Library homestead: $1.325600
- Library non-homestead: $1.842961
Add the county rate and the library homestead rate to the city homestead rate and a residential owner sits at roughly $13.89 per $1,000 before school taxes. A non-homestead owner combines to about $18.30 per $1,000, again before school taxes.1City of Poughkeepsie. Finance – Section: 2026 Tax Rates School district levies are billed separately and often make up the largest single piece of the total bill.
Town of Poughkeepsie Property Tax Rates
The town also splits homestead from non-homestead, but its structure looks different because village residents pay their village government separately for services the town provides directly to non-village residents. The 2026 rates per $1,000 of assessed value:
- County: $2.37
- Town outside village, homestead: $4.54
- Town outside village, non-homestead: $8.81
- Town inside village, homestead: $0.71
- Town inside village, non-homestead: $1.31
A homestead property outside any village combines with the county rate to roughly $6.91 per $1,000 before school district and special district charges.2Dutchess County Real Property Tax Service Agency. 2026 Tax Rates Special districts for water, sewer, fire protection, and lighting add further line items that vary by location within the town.
What Else Stacks Onto Your Bill
The city and town rates above are only a portion. A full property tax bill combines county, city or town, library, school district, and any applicable special districts. School taxes from the Poughkeepsie City School District or the Spackenkill Union Free School District are usually the largest single line and follow a separate billing schedule from town and county taxes.
Every property has an assessed value that all these rates multiply against. New York’s equalization rate adjusts local assessments to approximate a uniform percentage of market value. The state commissioner samples assessment-to-market-value ratios in each municipality at least once every three years to set those equalization rates.3New York State Senate. New York Real Property Tax Law RPT 1200 – Studies for Establishing State Equalization Rates The equalization rate matters most when comparing your burden against properties in other towns, or when a school district crosses municipal lines with different assessment practices.
Sales Tax
The combined sales tax rate in the Poughkeepsie area is 8.125% on most retail purchases and certain services. It breaks into 4% for New York State, 3.75% for Dutchess County, and 0.375% for the Metropolitan Commuter Transportation District.4Dutchess County Government. Sales Tax Dutchess County sits within the MCTD along with several other counties in the greater New York metropolitan area, which is why that last fraction shows up on every taxable purchase.5New York State Department of Taxation and Finance. State Income Tax
Poughkeepsie residents pay New York State income tax on a progressive scale with nine brackets. Rates start at 4% on the first $8,500 of taxable income for single filers and top out at 10.9% on income above $25 million. The intermediate rates step through 4.5%, 5.25%, 5.5%, 6%, 6.85%, and 9.65% at thresholds that vary by filing status. Most wage earners in the area land somewhere between 5% and 6.85% effective.
There is no separate local income tax in Poughkeepsie the way there is in New York City. The MCTD payroll mobility tax does apply to certain employers and self-employed individuals working within the district, and Dutchess County is inside that district.
Exemptions That Reduce Your Property Tax
STAR
The School Tax Relief program cuts your school tax bill either as a STAR credit (a check or direct deposit) or a STAR exemption (a direct reduction on the bill). Homeowners who have received the STAR exemption continuously since 2015 can keep it on the same primary residence; everyone else applies for the credit.6New York State Department of Taxation and Finance. STAR Resource Center Basic STAR is available to homeowners with combined household income of $500,000 or less.7New York State Department of Taxation and Finance. STAR Eligibility Enhanced STAR gives a larger benefit to homeowners 65 or older with combined household income of $110,750 or less for 2026 benefits.
Seniors
Under state law, owners 65 or older may qualify for an exemption of up to 50% of assessed value on their primary residence. The income ceiling varies because each municipality adopts its own limit within a statutory range of $3,000 to $50,000 in combined income. Whether Social Security and IRA distributions count in that calculation depends on whether your municipality has opted in to those exclusions.8New York State Senate. New York Real Property Tax Law 467 – Persons Sixty-Five Years of Age or Over
Veterans
Dutchess County’s alternative veterans exemption, with maximum amounts effective March 1, 2025, subtracts $54,000 from assessed value for wartime veterans, $90,000 for combat zone veterans, and $180,000 for veterans with a service-connected disability. Those figures come off assessed value before the rates above are applied.9City of Poughkeepsie. Dutchess County Code – Article IV Alternative Veterans Exemption
Payment Deadlines and Late Penalties
Town
The last day to pay 2026 town and county property taxes without penalty is March 2, 2026, extended from February 28 because that date falls on a Saturday. Payments postmarked on or before the due date count as timely. After that, penalties climb on a fixed schedule:
- March 3 through June 1, 2026: 2% penalty
- June 2 through August 31, 2026: 4% penalty
Once the town’s collection window closes, unpaid taxes go to the Dutchess County Commissioner of Finance for collection with additional penalties and interest.10Poughkeepsie Town, NY. Receiver of Taxes Unpaid school and village taxes still outstanding past the county’s November collection deadline are added to the following year’s property tax bill with a 7% re-levy fee.11Dutchess County Government. City
Delinquent city property taxes accrue interest at 1% per month from the original due date. Once taxes have been turned over to the City Finance Department, an additional 5% surcharge applies to the total of taxes and interest owed at the time of payment.12Poughkeepsie City School District. Overview A six-month delay can add 11% or more to the original bill.
Challenging an Assessment You Think Is Wrong
If your assessed value looks too high, inaccurate, or your property is misclassified, you can file a formal grievance using Form RP-524, the standard complaint used throughout New York outside New York City and Nassau County.13New York State Department of Taxation and Finance. Grievance Procedures File it with your local assessor or the Board of Assessment Review.
The deadline is Grievance Day, which in most communities is the fourth Tuesday in May. Cities can set different dates, so confirm the exact date with your assessor or municipal clerk. Missing Grievance Day forfeits both the administrative review and any judicial challenge for that tax year. Your complaint has to include an estimate of your property’s value and a statement explaining why the assessment is excessive or unequal.14New York State Senate. New York Real Property Tax Law RPT 524 If the Board of Assessment Review denies your grievance, residential owners can file a Small Claims Assessment Review petition for a $30 filing fee, a process designed to be handled without an attorney. The taxable status date for 2026 assessments is March 1, 2026, meaning your property’s condition and ownership as of that date determine what you can challenge.
