Who Has to Register

If you conduct business in the county, you need a license. That includes sole proprietors, LLCs, corporations, partnerships, independent contractors, home-based operations, and brick-and-mortar retailers.1Prince William County. Getting Your Prince William County Business License

Contractors deserve a specific flag. The county issues a separate license for each business location, each home-based business, and each contractor working in Prince William County, even contractors based elsewhere.1Prince William County. License vs. Tax: The $500,000 Line

These are two separate things, and conflating them causes real problems. Every business must get the license. The BPOL tax only applies when prior-year gross receipts reach $500,000 or more. New businesses that expect to clear $500,000 in their first year also owe the tax. Below that figure, you still register and hold the license; you just don’t have a tax bill attached to it.1Prince William County. Getting Your Prince William County Business License

“Gross receipts” means total receipts without any deduction.3Virginia Code Commission. Virginia Code 58.1-3700.1 – Definitions Not profit after expenses. A business with $600,000 in revenue and $580,000 in costs owes BPOL tax on the full $600,000.

What You’ll Pay

If you cross the $500,000 threshold, your rate depends on how your business is classified. Virginia law caps what any locality can charge in each category:4Virginia Code Commission. Virginia Code 58.1-3706 – Limitation on Rate of License Taxes

  • Contracting and construction: up to $0.16 per $100 of gross receipts
  • Retail sales: up to $0.20 per $100
  • Financial, real estate, and professional services: up to $0.58 per $100
  • Repair, personal, and business services (and anything not listed elsewhere): up to $0.36 per $100

The county application lists more than a dozen specific classification codes covering professional occupations, retail and wholesale merchants, contractors, financial and real estate services, hotels, direct sellers, public utilities, and repair or personal services.5Prince William County. Pick the right code. Choosing wrong means overpaying or underpaying, and if your business spans categories, you may have to allocate receipts across codes.

Handle Zoning First

You cannot get a business license until you have the right zoning approvals.1Prince William County. Getting Your Prince William County Business License What that means depends on where you’ll operate.
