Property Tax in WV: Rates, Payment Discounts, and Appeals

Property tax in West Virginia is assessed on 60% of your property’s market value, with the actual bill set by local levy rates that vary by county, municipality, and what kind of property you own. Your county assessor sets the market value as of July 1 each year, the state fixes the assessment ratio at 60% of that figure, and then the levies from the state, county, schools, and (if applicable) your municipality are applied to produce the bill. The same system covers real estate, vehicles, and business equipment across all 55 counties.

How Your Bill Is Calculated

Start with market value, the price your property would bring in a normal voluntary sale. Multiply by 60% to get assessed value. A $200,000 home has an assessed value of $120,000, and every levy rate on your bill applies to that $120,000 figure.1West Virginia Legislature. West Virginia Code 11-3-1 – Time and Basis of Assessments; True and Actual Value

Levy rates are expressed as cents per $100 of assessed value, and the rate you pay depends on which of four classes your property falls into:

  • Class I covers tangible personal property used exclusively in agriculture and intangibles like stocks and bonds. No levy has been applied to Class I since 2007, so it is effectively untaxed.
  • Class II is your owner-occupied residence and owner- or tenant-cultivated farmland. This class carries the lowest rates.
  • Class III is all other real and personal property located outside a municipality—a rental house in an unincorporated area, for example.
  • Class IV is all other real and personal property located inside a municipality, which also exposes it to a municipal levy.2West Virginia Legislature. West Virginia Code 11-8-5 – Classification of Property for Levy Purposes

Maximum regular levy rates set by the state are: Class II at 0.50¢ (state), 28.60¢ (county), 45.90¢ (schools), and 25.00¢ (municipal); Class III and Class IV at exactly double those rates. Counties and school boards may exceed the regular rates through voter-approved excess levies: counties and municipalities can add up to 50% to their share, and school boards up to 100%, with each excess levy running up to five years before another vote.3West Virginia Tax Division. The practical takeaway: a rental property or commercial building costs roughly twice as much per dollar of assessed value as a primary residence, and a property inside city limits can carry a municipal levy on top of everything else.

When to Pay, and the Discount for Paying Early

The county sheriff collects property taxes, and the bill is split into two halves. The first half is due September 1, the second half is due March 1 of the following calendar year.4West Virginia Tax Division. Property Tax Due Dates

Pay before each due date and you get a 2.5% discount on that installment. On a $2,000 annual bill, that is $50 you keep for paying on time. Miss the deadline and the math flips: first-half taxes become delinquent on October 1, second-half taxes on April 1, and unpaid balances accrue 9% annual interest from the delinquency date.4West Virginia Tax Division. Most sheriff’s offices accept online payments, and every county takes payment in person. Keep the receipt. You will need it to renew a vehicle registration.

What Happens If You Don’t Pay

Delinquent taxes do not simply sit and grow. The sheriff publishes a public delinquent list, and the state eventually sells the tax lien at auction. A purchaser pays your back taxes and receives a lien against your property.

After a sale, you enter a redemption period in which you can reclaim the property by paying the delinquent taxes, fees, and 1% per month interest on the purchase price. If you don’t redeem within the statutory window, the lien purchaser can petition for a tax deed that transfers ownership. Homes worth far more than the unpaid balance have been lost this way, so a delinquency notice is not something to set aside.

Vehicle Personal Property Tax

Personal property tax hits almost every West Virginia resident through their vehicles. Every vehicle you own on July 1 is taxable, with values typically drawn from standardized pricing guides like NADA and the same 60% assessment ratio applied. A car with a guide value of $20,000 is assessed at $12,000.

You cannot renew your vehicle registration without proving the tax is paid. The DMV requires either a property tax receipt from the sheriff’s office or an affidavit from the assessor. Some county sheriff’s offices handle registration renewals directly for passenger vehicles and motorcycles if you bring the renewal notice, insurance information, tax receipt, and payment.5WV Division of Motor Vehicles. Homestead Exemption and Senior Citizens Tax Credit

Homeowners who are 65 or older, or permanently and totally disabled, can exempt the first $20,000 of their home’s assessed value from property taxes. You must have been a West Virginia resident for the two calendar years before the tax year, and the property must be your primary residence that you own and occupy exclusively for residential purposes. Only one exemption applies per homestead no matter how many qualifying owners live there, and the exemption drops off if you sell. Veterans who maintained West Virginia residency during active duty can qualify with residency in at least two of the ten calendar years before the tax year rather than the standard two consecutive years.6West Virginia Legislature. West Virginia Code 11-6B-3 – Twenty Thousand Dollar Homestead Exemption Allowed

Senate Bill 7, introduced in the 2026 legislative session, would double the exemption to $40,000. As of early 2026, it remains in the Senate Finance Committee and has not been enacted.7West Virginia Legislature. Senate Bill 7 History

A separate Senior Citizens Tax Credit is available to homeowners already in the Homestead Exemption program whose household income falls below 150% of federal poverty guidelines. If you qualify and your property taxes are paid in full, you can claim a refundable income tax credit for the taxes paid on the first $20,000 of assessed value. Refundable means the state pays the credit even if you owe no income tax. You claim it on your state income tax return.8West Virginia Tax Division. Senior Citizens Tax Credit

Business Filing Deadlines

Businesses must file a personal property return listing equipment, inventory, and other taxable assets. Commercial businesses file by September 1 on form STC 12:32-C. Industrial businesses and oil and gas producers file by August 1 and use a separate industrial return, which can be submitted (and extended) through the state’s SmartFile system.9West Virginia Tax Division. The Freeport Amendment exempts certain inventory from property tax: goods manufactured in West Virginia and warehoused briefly as finished product before shipping out of state, and goods brought in from elsewhere and warehoused temporarily before shipping on to another state. Raw materials and goods still being processed are not covered.10West Virginia Division of Economic Development. WV Incentives

Challenging Your Assessment

If your assessed value rises by more than 10% over last year’s figure and the dollar increase exceeds $1,000, the assessor must send you written notice by January 15. Missing the notice does not by itself invalidate the increase, but it should put you on alert.11West Virginia Tax Division. Notification of Increase in Assessed Value

The appeal window is short. Each year the county commission sits as the Board of Equalization and Review beginning no later than February 1 and must finish by the last day of February. During that window you can appear and dispute your valuation. The board reviews the assessor’s books, corrects errors, and adjusts any property it finds assessed at more or less than 60% of true value. The board cannot raise your assessment without at least five days’ written notice to you first.12West Virginia Legislature. West Virginia Code 11-3-24 – Review and Equalization by County Commission

Bring evidence that speaks to market value: a recent independent appraisal, sale prices of comparable properties, or documentation of damage or condition problems. If the board denies your challenge, you can appeal to circuit court, which can cancel the excess charge or order a refund.13West Virginia Legislature. West Virginia Code 11-3-26 – Contents and Effect of Order Granting Relief

Excise Tax When You Buy or Sell Real Estate

Transfers of real property trigger a separate excise tax that is not part of your annual bill but shows up at closing. As of July 1, 2025, the base rate is $1.10 per $500 of property value and is retained by the county where the property sits. Counties also impose an additional excise of $0.55 per $500, which they can raise up to $1.65 per $500. A flat $20 transfer fee applies to every transaction.14West Virginia Legislature. West Virginia Code 11-22-2 – Excise Tax on Transfers of Real Property

On a $200,000 sale, the base piece is $440, the additional county piece runs from $220 to $660 depending on the local rate, and the flat fee adds $20. Either buyer or seller can be liable, and which side actually pays is usually set by local practice.
