Property Tax on Cars in NC: Rates, Exemptions, and Appeals

Property tax on cars in NC is an annual, locally set tax that the state collects together with your vehicle registration renewal. The amount depends on two things: the assessed value of your vehicle, set through a statewide schedule, and the combined county and municipal tax rate for the address where the vehicle is kept. The revenue goes to your local government, which is why two people with identical vehicles can owe very different amounts.

How the Combined Bill Works

Since mid-2013, North Carolina has bundled vehicle registration fees and property tax into a single payment through the Tag and Tax Together program. The NCDMV mails one renewal notice, roughly 60 days before your registration expires, that lists both charges.1NCDOR. Tag and Tax Together Project

You cannot pay one part and skip the other. The NCDMV will not renew your registration unless the full amount is paid, meaning both the registration fee and the property tax.2NCDOR. Frequently Asked Questions Once you pay, the NCDMV forwards the property tax portion to your county revenue department.

If you lease your vehicle, the notice comes to you, and you are the one responsible for paying the property tax, not the leasing company.3Gaston County. Frequently Asked Questions Some leases fold an estimate into your monthly payment, but that is a matter between you and the lessor.

How Your Vehicle’s Assessed Value Is Set

North Carolina law requires vehicles to be appraised at fair market value. The NC Department of Revenue’s Property Tax Division adopts a statewide schedule of values each year, and counties access those values through the North Carolina Vehicle Tax System. Counties can adjust for factors like high mileage or poor condition.4NCDOR. Personal Property Appraisal and Assessment Manual – Section VII

The binding source is the state’s valuation schedule, not any single third-party pricing guide. Sampson County, for example, specifically notes that Kelley Blue Book values are not used, pointing instead to a state valuation manual.5Sampson County Government. The valuation date depends on when your registration renews:

  • January through August renewals use the previous January 1 value.
  • September through December renewals use the current year’s January 1 value.

A vehicle renewing in March 2026 is valued as of January 1, 2025, while one renewing in October 2026 is valued as of January 1, 2026.5Sampson County Government. Understanding Your Motor Vehicle Property Tax Value Depreciation between those two dates can meaningfully shift what you owe.

How the Tax Rate Is Applied

North Carolina tax rates are expressed as a dollar amount per $100 of assessed value. Your total rate is the county rate plus your municipal rate if you live inside city or town limits.6Wake County Government. Tax Rates and Fees

A simple example: suppose your vehicle is assessed at $15,000 and your combined county and city rate is $0.85 per $100 of value. Divide $15,000 by 100 to get 150, then multiply by $0.85. Your annual vehicle property tax would be $127.50. Someone with the same vehicle in a jurisdiction where the combined rate is $1.10 per $100 would owe $165. County commissioners and municipal boards set these rates locally, which is where the differences come from.

What Happens if You Pay Late

Missing your renewal deadline triggers interest that adds up quickly. North Carolina imposes a 5% interest charge for the remainder of the month the taxes are due. No additional interest accrues during the first month after the due date. Starting the second month after the due date, interest accrues at 0.75% per month until you pay in full.7North Carolina General Assembly. North Carolina Code 105-330.4 – Due Date, Interest, and Enforcement Remedies

Your vehicle also cannot legally be driven on North Carolina roads with an expired registration. The NCDMV confirms that interest applies to both the overdue property tax and the late registration itself.8Official NCDMV. Vehicle Property Taxes If the bill goes long enough unpaid, your county tax collector can pursue the debt through standard collection measures.

New Purchases, Sales, and Refunds

The Tag and Tax renewal cycle assumes you already own and have registered the vehicle. When you buy a new or used vehicle, the property tax is due at the time you title and register it with the NCDMV, covering the period from the purchase date through the end of your first registration year. New residents bringing a vehicle from another state pay the same way upon initial North Carolina registration.

If you sell, trade in, or move a vehicle out of state before the registration expires, you have already overpaid. The tax is prorated by full months remaining, and you can claim a refund or credit for the unused portion. Submit form MVR-46G to your county tax office along with proof of the transfer, such as a copy of the bill of sale or the new owner’s registration card.9Official NCDMV. MVR-46G The credit can either apply toward the tax on a replacement vehicle or come back as a direct refund.

Exemptions and Reduced Assessments

Active-Duty Military Stationed in North Carolina

If you are active-duty military stationed in North Carolina but legally domiciled in another state, you are exempt from the vehicle property tax under the federal Servicemembers Civil Relief Act. You still pay the standard registration fee, but the property tax portion is waived.10Cumberland County Government. Military Exemption To claim it, submit your Leave and Earnings Statement showing active-duty status and end-of-term-of-service date, plus proof of out-of-state domicile such as an out-of-state driver’s license, to your county tax office.

Disabled Veterans

Disabled veterans may qualify for a property tax exemption on vehicles specially modified to accommodate a service-connected disability. File the application with your county tax office within 30 days of the tax due date, along with documentation from the Department of Veterans Affairs confirming the disability.11Mecklenburg County Assessor’s Office. Disabled Veteran Exemption for Specialty Motor Vehicles A separate exemption covers vehicles given directly to veterans by the federal government because of service-connected disabilities from certain conflicts.

Antique Automobiles

Under GS 105-330.9, a qualifying antique automobile is assessed at the lower of its true value or $500, which sharply reduces the tax on a collectible that would otherwise be valued far higher.12North Carolina General Assembly. North Carolina Session Law 1995-512 To qualify, the vehicle must:

  • Carry a historic vehicle plate. Standard plates do not qualify.
  • Be maintained for exhibitions and club activities, not daily driving.
  • Be individually owned. Business-owned or income-producing vehicles are excluded.

Apply with your county tax office within 30 days of the tax due date.13Mecklenburg County Assessor’s Office. Antique Automobile Exclusion

One boundary worth flagging: plug-in electric and hybrid vehicles are assessed for property tax the same way as any other vehicle. The separate EV and hybrid registration surcharges you may see on your notice are not property tax, and no property-tax break exists for them.

Appealing Your Vehicle’s Assessed Value

If the value on your Tag and Tax notice looks too high, you can challenge it. Appeals must be postmarked within 30 days of the due date printed on the notice, and they go to your county tax assessor’s office, not the NCDMV.14Wake County Government. Appealing Tax Values

The strongest appeals rest on concrete evidence: recent private-party sale prices of comparable vehicles, documentation of mechanical problems or body damage, or a professional appraisal showing a lower market value. Counties do not use wholesale prices, Kelley Blue Book values, or asking prices from online listings as their baseline, so arguments built on those sources tend not to succeed.5Sampson County Government. Understanding Your Motor Vehicle Property Tax Value Show instead that comparable vehicles in your area actually sell for less than the assessed figure.

Deducting the Tax on Your Federal Return

North Carolina’s vehicle property tax qualifies as a deductible personal property tax on your federal return because it is based on the vehicle’s value and charged annually. The IRS allows a deduction for state and local personal property taxes that meet both criteria.15Internal Revenue Service. Topic No. 503, Deductible Taxes The registration fee portion of the same bill is not deductible, because it is a flat fee unrelated to value.

The deduction only helps if you itemize on Schedule A. For 2026, the state and local tax deduction is capped at $40,400 for most filers under the One Big Beautiful Bill Act, with the cap phasing down for filers with modified adjusted gross income above $505,000. Vehicle property tax counts toward that combined cap alongside your state income tax and real estate tax. For many North Carolina homeowners already claiming those larger amounts, adding vehicle property tax may push the total closer to or past the cap, so the benefit is often partial rather than dollar-for-dollar.
