The Putnam County sales tax rate is 8.375%, charged on most retail purchases made anywhere in the county. That total combines a 4% New York State tax, a 4% Putnam County tax, and a 0.375% Metropolitan Commuter Transportation District (MCTD) surcharge.1Putnam County, New York. Where the 8.375% Comes From
New York State imposes the base 4% on most retail sales of tangible personal property and certain services.3New York State Senate. New York Tax Code 1105 – Imposition of Sales Tax Putnam’s own 4% comes from a state authorization permitting the county to collect 3% plus an additional 1% through November 30, 2027.4New York State Senate. New York Tax Code 1210 – Taxes of Cities and Counties The MCTD surcharge funds regional transit. Add the three pieces and you get the 8.375% printed on your receipt.
What the Rate Applies To
The 8.375% hits most tangible personal property sold at retail: electronics, furniture, appliances, building materials, and similar goods.3New York State Senate. New York Tax Code 1105 – Imposition of Sales Tax It also covers hotel and motel stays, restaurant meals, and certain maintenance and repair services. A dinner check at a Putnam County restaurant carries the full 8.375%.
Private vehicle sales work differently. When you buy a car, truck, trailer, or boat from another person, you do not pay the seller any sales tax. Both parties complete a Statement of Transaction (Form DTF-802), and the buyer pays the tax directly at the DMV during registration.5NY DMV. Sales Tax Information The tax is calculated on the purchase price at the rate for where the vehicle will be registered, so a Putnam resident pays 8.375%.
What Is Exempt
Clothing and Footwear Under $110
Putnam County participates in New York’s clothing exemption. Clothing and footwear priced under $110 per item or pair are fully exempt, meaning the state 4%, the county 4%, and the MCTD surcharge all drop to zero.6New York State Department of Taxation and Finance. Publication 718-C – Sales and Use Tax Rates on Clothing and Footwear The county has extended this local exemption through February 28, 2027.7New York State Department of Taxation and Finance. Putnam County Extends Local Sales and Use Tax Exemption for Clothing and Footwear Some New York counties waive only the state portion and keep taxing clothing locally. Putnam does not.
Groceries, Medicine, and Medical Supplies
Food and beverages sold for home consumption are exempt. Candy, soft drinks, fruit drinks with less than 70% natural juice, and alcoholic beverages are not; those remain taxable.8New York State Senate. New York Tax Code 1115 – Exemptions From Sales and Use Taxes Prepared food and restaurant meals are taxable too, so the exemption really covers what you cook at home.
Prescription drugs, over-the-counter medicines meant to treat illness, and medical equipment and supplies for correcting or managing physical conditions are also exempt.8New York State Senate. New York Tax Code 1115 – Exemptions From Sales and Use Taxes Cosmetics and toiletries do not qualify, even when they contain medicinal ingredients.
Residential Energy
Putnam County does not apply its local sales tax to residential energy. That covers electricity, natural gas, fuel oil, propane in containers of 100 pounds or more, coal, steam, and wood used for home heating.9New York State Department of Taxation and Finance. Putnam County Local Sales and Use Tax on Residential Energy The state’s 4% still applies to some of these, but dropping the local share lowers utility costs noticeably compared to counties that tax energy at the full combined rate.
Out-of-State Purchases and Use Tax
Buying something outside New York and bringing it into Putnam for personal use triggers a use tax at the same 8.375% rate, minus any sales tax already paid to the other state.10New York State Department of Taxation and Finance. Sales and Use Tax Individuals report it on their New York State income tax return. Businesses report it with their regular sales tax filings.
If You Collect Sales Tax: Registration and Filing
Every business selling taxable goods or services in Putnam County must register with the New York State Department of Taxation and Finance and get a Certificate of Authority before making any sales. The registration must be filed at least 20 days before you start doing business, and the certificate is issued within five days at no charge.11New York State Senate. New York Tax Code 1134 – Registration Registration runs through New York Business Express.12New York State Department of Taxation and Finance. Register as a Sales Tax Vendor This applies to home-based, seasonal, and once-a-year sellers alike. Collecting tax without a valid certificate is illegal.
Which form you file depends on your filing frequency:
- Quarterly filers use Form ST-100. This is the most common frequency.
- Annual filers use Form ST-101, generally for very low tax liability.
- Part-quarterly (monthly) filers use Form ST-810. Businesses with taxable receipts of $300,000 or more in any quarter during the prior year typically file monthly.13Department of Taxation and Finance. Instructions for Form ST-810
The 2026 quarterly due dates are March 20, June 22, September 21, and December 21. When a date lands on a weekend or holiday, the return is due the next business day.14Department of Taxation and Finance. 2026 Tax Filing Dates
Most vendors are required to file through Web File. The mandate applies if you prepare your own tax documents without a tax professional, use a computer for preparation or recordkeeping, and have broadband internet access.15Department of Taxation and Finance. Filing Requirements for Sales and Use Tax Returns That covers nearly every business operating today.
Late Filing Costs
New York’s penalties stack quickly:
- Late filing penalty: 10% of tax due for the first month, plus 1% for each additional month unfiled, capped at 30%.
- For returns over 60 days late: the lesser of $100 or 100% of the tax due.
- Minimum penalty for registered vendors: at least $50 for any failure to file, no matter how little tax is owed.
- Interest: 14.5% per year or the commissioner’s underpayment rate, whichever is higher, running from the original due date.16New York State Senate. New York Tax Code 1145 – Penalties and Interest
Pay attention to that $50 minimum. Even a quarter with zero taxable sales still owes a return. Skip it and you owe $50 anyway. File every return on time, even when the amount due is zero.
