The main phone number for the Randall County Jail is 806-468-5800, which rings at the Randall County Sheriff’s Office at 9100 S. Georgia St., Amarillo, TX 79118.1Randall County. Staff Directory – Sheriff Staff on that line can confirm whether someone is in custody, tell you the bond amount, and explain booking. One thing the number won’t do is connect you to an inmate. Nobody at the jail can accept an incoming call for a person in custody. To actually speak with someone inside, you set up a prepaid account with the jail’s phone vendor so the inmate can call you.

How to Receive Calls from an Inmate
Randall County Jail contracts with NCIC Inmate Communications for all inmate phone and tablet communication, and all calls are outbound.4Randall County Sheriff’s Office. Randall County Sheriffs Office – Inmate Mail Before an inmate can reach you, your phone number has to be tied to a prepaid NCIC account with money on it.
You can open an account at ncic.com or by calling NCIC customer service at 1-800-943-2189. You’ll give them a valid phone number and billing information. Deposits start at $10, with options of $15, $20, $25, $50, or $100. NCIC adds a service fee on top of each deposit, usually a few dollars, depending on your payment method and amount.
Set the account up before you expect the first call. There’s a processing window after your initial deposit, and if an inmate dials a number that doesn’t have an active prepaid balance, the call simply fails to connect.
What to Expect When the Call Comes Through
Every call from the jail’s phone system is recorded. Both parties hear a notification at the start confirming that. The only calls not recorded are between an inmate and their attorney, which are protected by attorney-client privilege. Assume anything else you say is captured and stored.
Calls run on a time limit and disconnect automatically when it’s up. Trying to work around the system — three-way calling someone else in, or forwarding the call to another number — cuts the call off immediately with no warning. You lose the minutes you already paid for, and repeated violations can cost the inmate phone privileges altogether.
What Calls Cost
Call rates from jails are capped by the FCC under the Martha Wright-Reed Act. Updated caps took effect on April 6, 2026, and they’re set by the facility’s average daily population.5Federal Communications Commission. Incarcerated Peoples Communications Services For audio calls, the 2026 effective rate caps (including the rate additive) are:
- Large jails (1,000+ inmates): $0.10 per minute
- Medium jails (350–999): $0.12 per minute
- Small jails (100–349): $0.13 per minute
- Very small jails (50–99): $0.15 per minute
- Extremely small jails (under 50): $0.19 per minute
Video call caps run higher, from $0.19 per minute at the largest jails up to $0.44 per minute at the smallest.5Federal Communications Commission. Incarcerated Peoples Communications Services These are ceilings, not prices. NCIC can’t charge more than the cap that applies to Randall County Jail’s size tier, and the cap is the same whether the call is local, in-state, or interstate.
Mail and Electronic Messages
If a phone call isn’t practical, you have two other ways to reach someone inside. All non-legal, non-medical mail goes through NCIC’s central processing facility rather than the jail itself. Address letters and cards this way:
Inmate Name
SO# [inmate’s Sheriff’s Office number]
Randall County Jail
PO Box 591
Longview, Texas 75606
Mail sent to the Amarillo address instead of the PO Box will likely come back. The SO number matters; without it, staff can’t match the mail to the right person. Get the number from the main line or the online inmate search.
Legal and medical correspondence follow separate rules and are generally exempt from the scanning process. For something faster, NCIC’s platform at ncic.com also lets you create an account and send electronic messages that land on the inmate’s tablet, which arrives well before physical mail routed through Longview.
