Real ID vs Enhanced ID in MN: Costs, Documents, and TSA Use

In Minnesota, a REAL ID and an Enhanced Driver’s License (EDL) both get you through a TSA checkpoint for domestic flights and into federal buildings that require identification. The difference is what the EDL adds: it also works as a border-crossing document for land and sea travel to Canada, Mexico, and parts of the Caribbean, because it doubles as proof of U.S. citizenship. That extra function is also why the EDL is available only to U.S. citizens, while a REAL ID is open to citizens and non-citizens with lawful status.

Where Each Card Works

A Minnesota REAL ID is accepted at TSA checkpoints for domestic flights, at federal buildings that require ID, and at military installations.2USAGov. The EDL does everything the REAL ID does and adds international border-crossing capability for land and sea travel. It qualifies as a Western Hemisphere Travel Initiative document, so U.S. Customs and Border Protection accepts it as proof of both identity and citizenship at land and sea ports of entry.3U.S. Customs and Border Protection. One boundary worth knowing: the EDL does not work for international air travel. Flying to CancĂșn still requires a passport.

The EDL contains a radio frequency identification chip that transmits a unique number to border systems as you approach an inspection booth. The chip itself stores no personal information; CBP officers use the number to pull your data from a secure government database. Who Qualifies

The REAL ID is available to U.S. citizens and to non-citizens with lawful permanent or temporary status. Applicants prove legal presence through immigration documents, a birth certificate, or other federal records.5Minnesota Department of Public Safety. REAL ID Driver’s License and ID Card

The EDL is restricted to U.S. citizens who are Minnesota residents and at least 16 years old.6Minnesota Department of Public Safety. Enhanced Driver’s License and Identification Card Identification Requirements Because the card functions as proof of citizenship at international borders, non-citizens are ineligible regardless of status. A lawful permanent resident, for example, can hold a REAL ID; for international land or sea travel, they would need a passport or another WHTI-compliant document.

What Each Card Costs

Minnesota does not charge a separate federal compliance surcharge for a REAL ID. You pay the same fee as a standard license. For a Class D license, which is what most drivers hold, that is $41.00. Documents You’ll Need

Both cards require original documents or certified copies. No photocopies. The names on every document must match your current legal name. Minnesota Driver and Vehicle Services asks for:

  • One proof of identity and date of birth: a certified U.S. birth certificate, unexpired U.S. passport, certificate of naturalization, certificate of citizenship, or, for non-citizens, an unexpired permanent resident card or employment authorization document.8Minnesota Department of Public Safety.   • Proof of your Social Security number: the card itself, a W-2 with the number preprinted, a 1099, or a pay stub showing your name, address, and Social Security number.
  • Two different documents proving Minnesota residency: utility bills, bank statements, credit card statements, or similar financial records, each dated within the past 12 months. Your name and address must match your application. P.O. boxes are not accepted.

For the EDL, you also need a separate document proving U.S. citizenship, such as a consular report of birth abroad, a certificate of naturalization, or a certificate of citizenship.6Minnesota Department of Public Safety. If your current legal name doesn’t match your birth certificate, bring the paperwork that links them. A marriage certificate covers a name change from marriage. A divorce decree or court order covers other changes. Multiple name changes mean bringing the full chain of documents. This is where many applicants get delayed.

How to Decide

For most Minnesotans, the REAL ID is the practical choice. It costs the same as a standard license, meets the federal requirements for domestic flying and federal buildings, and doesn’t require producing a separate citizenship document. If you never cross an international border by land or sea, the EDL’s extra capability sits unused.

The EDL is worth the $15 surcharge if you drive to Canada, take cruises that dock in Caribbean or Mexican ports, or want a single wallet-sized card that covers both domestic flights and land border crossings. Cross the Canadian border even once a year and the card pays for itself against the cost of maintaining a passport. The tradeoff is the extra citizenship paperwork, which can be a real obstacle if you don’t have easy access to your birth certificate or naturalization records.

Watch the Gap After You Apply

You apply in person at a Driver and Vehicle Services office or a participating deputy registrar. There is no fully online option. Minnesota offers a pre-application form on the DVS website that lets you enter your information ahead of time, which saves minutes at the counter and helps you catch document mismatches before you’re standing in line.

At the office, staff review your originals, take a new photo, and collect your information. You surrender your current license and leave with a temporary paper receipt. The permanent card arrives by mail, with most offices estimating roughly 7 to 10 business days.9Washington County, MN – Official Website. Here is the catch that trips people up: TSA does not accept a temporary paper driver’s license as valid identification for domestic flights.10Transportation Security Administration. If you have a flight coming up, either time the office visit around it or bring your passport to the airport.

Other IDs That Work at TSA

  • U.S. passport or passport card
  • U.S. military ID, including dependent IDs
  • Permanent resident card
  • DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
  • Foreign government-issued passport
  • Transportation Worker Identification Credential

TSA is also beginning to accept certain mobile driver’s licenses in participating states, though the mobile version must be based on a REAL ID or EDL to qualify. Children under 18 do not need identification to fly domestically when traveling with an adult.
