A check from Illinois Comptroller Susana Mendoza is a state warrant, the official payment instrument her office uses to pay every obligation the state owes.1Illinois State Treasurer. Warrants and Forgeries If your name is on it, the state owes you money for a specific reason. You can cash it like any other check, but there are a few things worth knowing first: what the payment is for, how to confirm it’s genuine, and the 12-month deadline that quietly voids warrants left sitting around.
Why You Received It
The Comptroller’s office issues warrants for a wide range of state payments. The most common reasons an individual receives one are an Illinois income tax refund after the Department of Revenue finishes processing a return, a paycheck for state employment, a vendor payment for goods or services provided to the state, or a grant disbursement under the Grant Accountability and Transparency Act.2Illinois General Assembly. Illinois Compiled Statutes 15 ILCS 405 – State Comptroller Act The stub on the warrant, or the online lookup described below, will tell you which agency requested the payment and what it covers.
Every warrant is a negotiable instrument drawn by the Comptroller on the State Treasury. That gives it different legal weight than an ordinary personal or business check, which matters mainly if you later need to dispute it or report it as forged.1Illinois State Treasurer. Warrants and Forgeries
How to Tell It’s Real
Genuine Illinois state warrants carry two physical security features. Hold the check up to the light and you should see a watermark. Look closely at what appears to be a solid line and you should see fine microprinting instead. Both are hard to counterfeit and are the quickest way to catch a fake.
You can also verify it electronically. Go to illinoiscomptroller.gov and look up the warrant using its number (printed on the document), the exact dollar amount, and the date of issuance. If nothing comes up, or the details don’t match, don’t try to deposit or cash it.
How to Look Up the Status Online
The Comptroller’s website offers two lookup tools. Individuals expecting a refund or other personal payment use the “Find Your Check” search. Vendors and commercial payees use the separate Vendor Payments tool, which asks for a Taxpayer Identification Number along with a business or personal name.3Illinois Office of Comptroller. Once your record loads, the status field tells you where the payment stands. “Issued” means the warrant has gone out but the Treasury has not yet paid it. “Cashed” means the funds have already been drawn. “Voided” means the warrant is no longer valid, usually because it expired or a stop-payment was placed on it. Status changes typically appear within one to two business days.
You Have 12 Months to Cash It
Under the State Comptroller Act, any warrant not presented to the State Treasurer within 12 months of issuance is automatically void. The Treasurer is prohibited by law from paying it after that date, and every warrant carries a printed warning to that effect.2Illinois General Assembly. Illinois Compiled Statutes 15 ILCS 405 – State Comptroller Act A warrant that sits in a drawer for 13 months isn’t just late. It’s worthless as-is, and the money is only recoverable through the replacement process.
If Your Warrant Is Lost, Damaged, or Expired
Request a replacement through the Comptroller’s “Check for Cash” tool at illinoiscomptroller.gov. It covers uncashed warrants worth more than $5 that were issued within the last ten years. After ten years, state law bars the Comptroller from issuing a replacement.4Illinois Office of Comptroller. Check for Cash
Only certain people are eligible to ask: the original payee, someone the warrant was properly endorsed to, or the heirs and legal representatives of a deceased payee. If the payee has died and the estate went through probate, the person now entitled to the funds has to submit a certified copy of a court order proving that right.4Illinois Office of Comptroller. For lost check inquiries, call the Comptroller’s office at (217) 782-5897.5Illinois Office of Comptroller. Phone and Mailing Addresses The state places a stop-payment on the original warrant before issuing the replacement, and processing can take several weeks. Start early.
If You Think the Warrant Was Forged
Forgery claims run through the Illinois State Treasurer’s office, not the Comptroller. To file, you need three originally signed and notarized Forged Warrant Affidavits, one Forged Warrant Investigation Claim Form, a copy of the front and back of the warrant showing the endorsement, and a copy of your driver’s license or state ID. If the warrant was payable to more than one person, each payee has to sign and notarize separate affidavits.1Illinois State Treasurer. Warrants and Forgeries

Older Payments You Never Received
Warrants that go uncashed long enough eventually leave the Comptroller’s books and move to the Illinois State Treasurer’s Unclaimed Property Division. Under the Revised Uniform Unclaimed Property Act, most property is presumed abandoned after three years of inactivity.6Illinois General Assembly. Illinois Compiled Statutes 765 ILCS 1026 – Revised Uniform Unclaimed Property Act The state doesn’t take ownership. It acts as custodian, and the rightful owner or their descendants can claim the funds indefinitely.7Illinois State Treasurer. Unclaimed Property Homepage
Search icash.illinoistreasurer.gov by name, city, or ZIP code. If something matches, the site walks you through filing the claim. It’s worth a look even if you’re not aware of a missing payment.
What It Means for Your Taxes
Some state payments have federal tax consequences. If your warrant is a state income tax refund, unemployment compensation, or a taxable grant, the issuing agency reports it to the IRS on Form 1099-G, and you should receive a copy by the end of January following the year of payment.8Internal Revenue Service. About Form 1099-G, Certain Government Payments If the amount on the 1099-G doesn’t match what you actually received, contact the Illinois Department of Revenue before filing your federal return.
Skip the Paper Next Time
Paper warrants get lost in the mail, expire in drawers, and occasionally get stolen. Direct deposit removes all three risks. State payees can enroll by calling the Comptroller’s office at (217) 557-0930, and once enrolled, payments go straight to your bank account without a 12-month clock attached.9Illinois Office of Comptroller.
