The 60-Day Clock

The timeline runs in three stages, and knowing where you are on it tells you what your options still are.

Within 30 days of the violation, the city mails a Notice of Violation by first-class mail to the vehicle’s registered owner. It lists the date, time, and intersection, and includes a notice number and PIN you can use to view the recorded video.¹
Within 60 days of that notice, you must pay $158, submit an affidavit claiming a statutory exemption, or request a hearing. No fee can be charged before a requested hearing takes place.¹
After 60 days with no response, the case is filed as a Uniform Traffic Citation in county court.

The notice goes to the registered owner, not necessarily the driver. The owner is presumed liable unless they take a specific step to shift responsibility.

What You Owe: $158 vs. Up to $500

The $158 penalty is set by state statute and is uniform across every Florida city that runs cameras.¹ At this stage the violation is a civil penalty. No license points are assessed, and it is generally not treated as a traffic offense by insurance carriers. Paying within 60 days closes the matter.

If the deadline passes, the numbers change. A Uniform Traffic Citation carries a base fine of about $262, and Orange County warns that combined court costs and administrative fees can push the total up to $500.² A UTC is a recorded traffic infraction, which means points can land on your license and insurers can see it. The gap between a prompt $158 and a delayed several-hundred-dollar citation with license consequences is the single biggest reason to act inside the 60 days.

View the Video Before You Pay

The city directs violation recipients to violationinfo.com. Enter the notice number and PIN from your mailed notice and you can watch the recorded video of the alleged violation.³ Do this even if you plan to pay. The footage sometimes shows the vehicle stopped before the stop bar, or a different vehicle entirely. If the video shows a genuine violation, you can pay through the same portal. The city also accepts a personal check or money order mailed to the processing address on the notice. Partial payments are not accepted. Keep your confirmation; if a payment fails and you don’t notice, you can slide past the 60-day window into UTC territory without warning.

Grounds to Contest by Affidavit

Florida law gives the registered owner specific defenses that can be raised by sworn affidavit submitted within 60 days of the notice, or within 30 days of a UTC. You can establish that:

Someone else had custody or control of the vehicle at the time. Name that person and provide their address, date of birth, and driver’s license number if you know it. If the car was stolen, attach the police report.¹
You entered the intersection to yield to an approaching emergency vehicle, or you were part of a funeral procession.
A law enforcement officer directing traffic waved you through.
An officer already issued you a citation at the scene for the same red-light violation. Include the serial number of that ticket.
The registered owner died before the citation was issued. The estate representative can submit a death certificate with supporting documents to dismiss the notice.¹

The most common of these is naming another driver. If you lent your car to someone and they ran the light, you are not stuck paying, but you do have to identify them in the affidavit.

Requesting a Hearing

If no affidavit ground fits but you still think the notice is wrong, request a hearing within 60 days. The city cannot charge you a fee before the hearing takes place. Testimony is given under oath and recorded. The hearing officer reviews the camera footage, hears from the enforcement officer and from you, and then rules.¹

If the officer upholds the violation, you’ll owe the $158 penalty plus up to $250 in county or municipal costs. If it’s dismissed, you owe nothing. You can reschedule the hearing once by written request submitted at least five calendar days ahead. You can also cancel entirely by paying the $158 plus a $50 administrative fee before the hearing starts. An adverse decision can be appealed to circuit court, though the cost of appeal often exceeds the penalty.

What the Cameras Actually Catch

The system activates when a vehicle crosses the stop bar after the signal has already turned red. Sensors track the vehicle’s speed and position through the light change and capture images and video, including the license plate. A law enforcement officer reviews every recording before a notice is issued; no ticket is generated automatically.

If you were already in the intersection when the light changed from yellow to red, waiting to complete a left turn for instance, the system should not flag you, because you entered legally.

Rolling right turns on red are one of the most common ways drivers get caught. Florida allows a right on red at most intersections, but only after a full stop. Slowing and rolling through triggers the camera the same as running the light straight. Drivers unfamiliar with the intersections near International Drive and the tourist corridor get caught by this often.

Orlando runs roughly 45 cameras across its busiest corridors, and the city publishes a current map. Prominent placements include:
