The Three Main State Rental Assistance Programs

Rental Allowance Program

The Maryland Department of Housing and Community Development runs the Rental Allowance Program, which pays a monthly subsidy for up to 12 months to low-income households that are homeless or facing a critical housing emergency. Emergency Assistance

The Department of Human Services runs Emergency Assistance for families with at least one child under 21 in the household. Homelessness Prevention Program

Also administered by local social services offices, the Homelessness Prevention Program provides one-time crisis grants paid directly to the landlord to stop an eviction. Housing Choice Vouchers

The Housing Choice Voucher program (Section 8) is the largest federal rental assistance program and runs through local public housing authorities. Your share is typically capped at about 30 percent of adjusted income.

DHCD directly administers Housing Choice Vouchers for the Eastern Shore counties (Caroline, Dorchester, Kent, Talbot, Somerset, Wicomico, and Worcester) and the Town of Elkton. Documents to Gather Before You Apply

Having your paperwork ready before you contact any agency will save weeks of back-and-forth. Requirements vary by program and county, but these show up on nearly every application:

There is no single statewide portal for all rental assistance. If one agency says a program is full, ask about alternatives. What Happens After You Submit

A caseworker reviews your documentation and may contact you by mail or phone for clarification or missing paperwork. Processing times vary by county and program, and heavy demand periods stretch them out. Respond to any follow-up immediately, because most agencies close your file after a set number of days without a response.

When an application is approved, funds are almost always sent directly to the landlord or utility company rather than to you. If your application is denied, the denial notice should explain why. Common reasons are incomplete documentation, income above the program threshold, or failure to show an immediate housing emergency. You can usually reapply after fixing the issue, and for federally funded programs, you may have the right to request an informal review. Why the Eviction Clock Matters

Maryland’s failure-to-pay-rent timeline determines how much time you actually have. If you don’t pay in that 10-day window, the landlord can file. Right of Redemption

Even after a judge rules against you and issues a warrant of restitution (the order authorizing the sheriff to carry out the eviction), you can stop the process by paying the full judgment plus court costs before the sheriff executes the eviction.
