Residential Exterior Door Code Requirements in California

California residential exterior door code requirements come from three sources working together: the California Residential Code (CRC) governs the door’s size, hardware, glazing, and fire rating; Title 24, Part 6 sets the thermal performance the door must hit as part of the building envelope; and in wildfire hazard zones, Chapter 7A of the California Building Code adds construction standards aimed at ember and radiant-heat exposure. Local building departments enforce all of them through the permit and inspection process, and for permits applied for on or after January 1, 2026, the 2025 Energy Code governs the energy side.1California Energy Commission. 2025 Building Energy Efficiency Standards

You Need a Permit, Even for a Simple Replacement

California generally requires a building permit to replace an exterior door. A straight swap of one pre-hung door for another still counts, because the work affects the building envelope and has to be inspected for code compliance. The inspector checks egress dimensions, verifies the NFRC energy label, and confirms any applicable fire-rating requirements before signing off. Permit fees vary by jurisdiction but commonly run roughly $50 to $300 for a simple door replacement. Skipping the permit risks a stop-work order, fines, and complications when you sell the home, since unpermitted work surfaces during buyer inspections.

Size, Landings, and Thresholds

Every dwelling must have at least one exterior door that serves as the required exit. That door needs a clear opening width of at least 32 inches, measured between the face of the door and the stop with the door open 90 degrees, and a clear opening height of at least 80 inches.2International Code Council. Other exterior doors that are not the required exit have a little more flexibility: within a dwelling unit they can be as short as 76 inches, and interior doorways can go to 78 inches.2International Code Council. IBC Interpretation No. 04-05 on Section 1008.1.1 – Size of Doors Most standard pre-hung exterior doors come in 80-inch heights, so the distinction mostly matters for older or custom openings.

A floor or landing is required on both sides of every exterior door. The landing must be at least as wide as the door it serves and must extend at least 36 inches in the direction of travel. There is one narrow exception: an exterior balcony smaller than 60 square feet reachable only through a single door may have a landing shorter than 36 inches.3UpCodes. The floor or landing on each side generally cannot sit more than about 1.5 inches below the top of the threshold. Exceptions apply on the exterior side when the door does not swing outward over the landing, which allows a more substantial step-down. If your site has a tricky grade change at the door, raise it with your inspector before framing.

Title 24 Energy Performance

The 2025 California Energy Code requires every exterior door to meet specific thermal performance ratings. Two numbers matter. The U-factor measures how fast heat escapes through the door; lower is better. The Solar Heat Gain Coefficient (SHGC) measures how much solar heat the door lets in; lower means less cooling load.

Opaque and Lightly Glazed Doors

Doors with less than 25 percent glass count as opaque doors under the energy code. The prescriptive maximum U-factor for these doors is 0.20 across all 16 California climate zones.4California Energy Commission. 2025 Single-Family Residential Compliance Manual Most insulated fiberglass and steel entry doors clear this easily. A basic uninsulated wood door often does not.

Heavily Glazed Doors

Doors with 25 percent or more glass are treated the same as windows for energy code purposes, and their U-factor and SHGC limits vary by climate zone. Cooler Northern California zones generally allow a maximum U-factor around 0.30 and an SHGC of 0.23; warmer inland zones may have different thresholds. Sliding glass doors and full-lite French doors almost always fall into this category. The NFRC Label

Every exterior door must carry a permanent National Fenestration Rating Council (NFRC) label showing its tested U-factor and SHGC. The inspector will look for it. If the label is missing, or the numbers don’t meet your climate zone’s requirements, the door fails inspection. Do not remove the NFRC label before final inspection, even if you plan to paint.

Locks and Hardware

All exterior door locks and latches must be operable from the inside without a key, special knowledge, or tools. The door must open in a single motion, and the hardware cannot require tight gripping, pinching, or twisting of the wrist. A standard lever handle or a thumb-turn deadbolt satisfies this. A double-keyed deadbolt that requires a key on both sides does not, because someone escaping a fire should not have to find a key. This is one of the most commonly failed inspection items on remodels. If you want the extra security a double-cylinder deadbolt seems to offer, consider a single-cylinder deadbolt paired with a reinforced strike plate and a smart lock instead.

Safety Glazing

Glass in an exterior door is treated as a hazardous location. Any glazing in a swinging, sliding, or bifold door must be tempered or laminated safety glass, regardless of size or position within the door.

Safety glazing rules also reach glass panels near the door. A fixed or operable glass panel is a hazardous location when both conditions are true: the nearest edge of the glass sits within 24 inches of either vertical edge of the closed door, and the bottom edge of the glass is less than 60 inches above the floor. Exceptions exist for decorative glazing, situations where a wall or permanent barrier separates the glass from the door, and glass on the latch side of a perpendicular wall.5UpCodes. California Residential Code R308.4.2 Glazing Adjacent Doors The one that catches people: glass on a perpendicular wall near the hinge side of the door is still a hazardous location and must be safety glazed.

A federal standard also applies to glass in doors. Under 16 CFR Part 1201, doors fall into two impact categories by glass panel size. Doors where no single glass piece exceeds 9 square feet are Category I, requiring the glass to survive a 150 foot-pound impact test. Doors with any glass panel larger than 9 square feet, including sliding glass patio doors, are Category II and must survive a 400 foot-pound impact. Fire-Rated Doors

Garage to Living Space

The most common fire-rated door in a home is the one between an attached garage and the living space. It must be one of the following: solid wood at least 1-3/8 inches thick, solid or honeycomb-core steel at least 1-3/8 inches thick, or a door carrying a 20-minute fire protection rating. The door must be self-latching and equipped with a self-closing or automatic-closing device so it shuts itself after use. One flat prohibition: a door cannot open from a garage directly into a bedroom.7UpCodes. R302.5.1 Dwelling Unit Garage Opening and Penetration Protection

Self-closers get removed by homeowners who find them annoying, then forgotten before inspection. If you’re replacing the garage-to-house door, budget for a hydraulic closer as part of the install.

Doors Close to a Property Line

Exterior doors on walls with a fire separation distance of less than 3 feet from a property line generally require a 20-minute fire-rated assembly. At distances between 3 and 5 feet, the requirement depends on the percentage of openings allowed in that wall. On the narrow lots common across California, this rule applies more often than homeowners expect. Verify the fire separation distance before ordering a side-entry door.

Wildfire Zones: Chapter 7A

Homes in state-designated Wildland-Urban Interface (WUI) fire hazard severity zones face a separate set of exterior door standards under Chapter 7A of the California Building Code. These focus on wildfire exposure, including radiant heat and wind-blown embers, and are on top of the standard fire-rated door rules. Your local building department can confirm whether your property is in a WUI zone.

An exterior door in a WUI zone must meet at least one of these four options:8California Department of Housing and Community Development. Chapter 7A Materials and Construction Methods for Exterior Wildfire Exposure

  • Noncombustible or ignition-resistant cladding on the exterior surface.
  • Solid core wood construction with stiles and rails at least 1-3/8 inches thick and raised panels at least 1-1/4 inches thick.
  • A 20-minute fire-resistance rating when tested to NFPA 252.
  • Passing the SFM Standard 12-7A-1 performance test for exterior wildfire exposure.

Any glazing in an exterior door in a WUI zone must also comply with Chapter 7A’s window glazing standards.8California Department of Housing and Community Development. Chapter 7A Materials and Construction Methods for Exterior Wildfire Exposure

Practical Choices in a Fire Zone

FEMA’s guidance for construction in wildfire zones recommends choosing entry doors without glass when possible, or replacing hollow-core doors with solid doors carrying at least a 20-minute fire rating. Where rating information isn’t available, steel doors or solid-core wood doors at least 1-3/4 inches thick are recommended. For sliding and French doors, FEMA suggests double-paned tempered glass.9FEMA. Builders Guide to Construction in Wildfire Zones

FEMA also recommends adjustable weatherstripping with an automatic door bottom rated to UL Standard 10C to block ember and hot gas penetration. For garage doors, insulated metal doors without windows and with a metal kick plate covering the bottom six inches are the preferred configuration.9FEMA. Builders Guide to Construction in Wildfire Zones Trim boards around the door frame should be fiber-cement or another noncombustible material rather than wood.

Accessibility

The 32-inch minimum clear opening width in the CRC lines up with the ADA’s requirement for accessible routes. If a doorway is deeper than 24 inches, the ADA requires a wider 36-inch clear opening, which can matter for thick wall assemblies or vestibule-style entries.10ADA.gov. 2010 ADA Standards for Accessible Design

For multifamily dwellings covered by the Fair Housing Act, primary entry doors to covered units carry additional requirements. When such a door has a closer, the maximum opening force is limited to 8.5 pounds for exterior doors and 5 pounds for interior doors.11HUD User. Fair Housing Act Design Manual – Chapter Three: Usable Doors Single-family homes are not covered by those standards, but lever handles and low thresholds still make the door easier to use for aging residents and visitors with mobility limitations.
