Rhode Island Blue Card: Exam, Seven-Day Wait, and Limits

The Rhode Island Blue Card is the state’s Pistol/Revolver Safety Certificate, and you need one before you can buy a handgun or ammunition in Rhode Island. The Department of Environmental Management (DEM) issues it after you pass a free 50-question written exam on firearm safety and state law. You can take the test at an approved firearms dealer, a sporting club, DEM’s Permit Application Center in Providence, or online. Once issued, the card never expires.1Rhode Island Department of Environmental Management. Handgun Safety Certification (Blue Card)

When You Need the Card

State law requires you to present a valid Blue Card to the seller at the time you apply to purchase any pistol or revolver. The statute refers simply to “the person selling the pistol or revolver,” so the rule reaches both licensed dealers and private sellers.2Rhode Island General Assembly. Since January 1, 2023, the requirement also covers ammunition. For ammo purchases, a valid hunter education card works in place of a Blue Card. For a handgun itself, only the Blue Card or a listed exemption will do.1Rhode Island Department of Environmental Management. Handgun Safety Certification (Blue Card)

Who Doesn’t Need One

Under § 11-47-35.1, you’re exempt from the Blue Card requirement if you are a full-time member of the state police, capitol police, or a city or town police department; a correctional officer currently employed in a Rhode Island correctional facility; or a holder of a Rhode Island concealed carry permit issued under § 11-47-11.3Rhode Island General Assembly. Retired law enforcement officers are not on the exemption list. A retired officer who doesn’t hold a concealed carry permit has to get a Blue Card like anyone else.

Who Can Apply

You must be at least 21 years old and either a U.S. citizen who lawfully resides in Rhode Island or a nonresident member of the armed forces stationed in the state.2Rhode Island General Assembly. How to Study for the Exam

Every question on the test comes from a study booklet called Today’s Handgun Safety Basics, together with a section on Rhode Island firearms laws. You can pick up a copy at any participating firearm vendor, email the DEM Division of Fish and Wildlife at DEM.DFW@dem.ri.gov, or call 401-789-0281 to request one.5Rhode Island Department of Environmental Management. The booklet walks through safe handling, secure storage, and the legal responsibilities of handgun owners in Rhode Island. Pay particular attention to the state law sections. The exam tests specific rules about how handguns can be carried, who is prohibited from possessing firearms, and what you have to do to secure a handgun around children.

Where and How to Take the Test

You can test at any DEM-approved firearms dealer or sporting club in the state, in person at DEM’s Permit Application Center at headquarters in Providence, or online through DEM.1Rhode Island Department of Environmental Management. Handgun Safety Certification (Blue Card) Bring a valid photo ID, such as a driver’s license or state-issued identification card.

The test runs 50 questions in a mix of multiple-choice and true-or-false. You need a score of 80 or higher, which means at least 40 correct answers. The booklet, the exam, and the certification itself are all free.5Rhode Island Department of Environmental Management. Rhode Island Handgun Safety Certification Process

Pass the exam in person and the dealer or official signs your certification form, and you leave with your Blue Card the same day. Fail it and you receive a notice of failure. DEM doesn’t publish a mandatory waiting period before a retake, so contact the testing location to schedule another attempt.

Keeping and Using the Card

The Blue Card doesn’t expire. Keep it somewhere safe, because you have to show it every time you buy a handgun or ammunition. If the card is lost or damaged, contact DEM’s Division of Fish and Wildlife to arrange a replacement.

After You Have the Card: The Seven-Day Wait

The Blue Card gets you to the counter; it doesn’t let you walk out with a handgun the same day. Rhode Island imposes a seven-day waiting period on all firearm purchases, and the clock starts at noon on the day after you submit your purchase application. During that window, the seller forwards your application to the chief of police in your city or town, or to the superintendent of the State Police if you live in Exeter or out of state, for a background check. If nothing disqualifying surfaces in those seven days, the seller can deliver the firearm.2Rhode Island General Assembly. When the handgun is handed over, it has to be unloaded and securely wrapped, with the bill of sale inside the wrapping. That’s state law, not a store policy.

Limits of the Card

A Blue Card satisfies Rhode Island’s safety-certification requirement. It doesn’t override federal rules. Federal law independently bars certain people, including those with felony convictions, domestic violence misdemeanor convictions, or qualifying restraining orders, from receiving a firearm or ammunition regardless of what the state allows.6Bureau of Alcohol, Tobacco, Firearms and Explosives. Identify Prohibited Persons And if you’re buying a handgun from a dealer in another state, federal law requires that dealer to ship it to a federally licensed dealer in Rhode Island, where you’ll complete the purchase under the same Blue Card, Form 4473, NICS check, and seven-day wait as a local sale.7Federal Bureau of Investigation.
