Richland County Sales Tax: 8% Rate, Exemptions, and Use Tax

The Richland County sales tax rate is 8%, combining South Carolina’s 6% state sales tax with two voter-approved 1% local taxes.1South Carolina Department of Revenue. Sales and Use Tax Index That rate covers most everyday retail purchases inside the county, but several big categories work differently. Groceries get a partial break. Motor vehicles aren’t taxed at the 8% rate at all. And prescriptions, feminine hygiene products, and a handful of other items are fully exempt.

What Makes Up the 8%

Three separate taxes stack together on a typical Richland County receipt:

  • South Carolina’s 6% statewide sales and use tax, which applies in every county.1South Carolina Department of Revenue. Sales and Use Tax Index
  • A 1% Local Option Sales Tax, in effect since May 1, 2005, used to offset property tax bills for county residents.2South Carolina Department of Revenue. Local Sales Taxes
  • A 1% Transportation Penny Tax, approved by voters in a 2012 referendum, that funds road, bridge, and transit projects.2South Carolina Department of Revenue. Local Sales Taxes

The state collects all three together. For property owners, the local option piece isn’t entirely new cost, since it substitutes for a portion of what would otherwise come through property taxes.3Richland County. Property Tax

What You Pay 8% On

Most tangible goods sold at retail inside the county carry the full 8%. Electronics, clothing, furniture, appliances, and the general run of store merchandise all fall under it. Prepared food from restaurants, fast food counters, and similar establishments is also fully taxed at 8%.

South Carolina taxes a short list of services as well. Laundry and dry cleaning, certain communications services (telephone, streaming, cloud-based services, and fax transmission), and accommodations rentals are all taxable.4South Carolina Department of Revenue. Groceries Are Taxed, Just Less

Unprepared food that qualifies for purchase with USDA food stamp benefits is exempt from the 6% state sales tax under SC Code Section 12-36-2120(75).6South Carolina Legislature. South Carolina Code of Laws – Title 12 – Chapter 36 – South Carolina Sales and Use Tax Act The Local Option Sales Tax still applies, though. Food actually purchased with USDA food stamp benefits is also exempt from the transportation penny tax, but groceries paid for with cash or a debit card are not automatically exempt from it.7South Carolina Legislature. South Carolina Code of Laws Title 4 – Chapter 37 – Optional Methods for Financing Transportation Facilities

The practical effect: a grocery receipt in Richland County shows a lower tax line than a restaurant check for the same dollar amount, but it isn’t zero.

Cars, Trucks, and Boats: a $500 Cap

This is the biggest exception to the 8% rate, and it catches new residents off guard. Cars, trucks, motorcycles, boats, recreational vehicles, and aircraft aren’t taxed at the standard sales tax rate. South Carolina imposes a maximum tax of $500 on these items under SC Code Section 12-36-2110.8South Carolina Legislature. South Carolina Code 12-36-2110 – Maximum Tax on Certain Items

For most vehicle purchases, the buyer pays an Infrastructure Maintenance Fee of 5% of the purchase price, capped at $500, directly to the South Carolina Department of Motor Vehicles.9South Carolina Department of Motor Vehicles. Fees Items subject to the IMF are also exempt from the local transportation penny tax.7South Carolina Legislature. South Carolina Code of Laws Title 4 – Chapter 37 – Optional Methods for Financing Transportation Facilities ATVs, golf carts, dirt bikes, and similar vehicles that aren’t registered through the DMV fall under a separate “Max Tax” structure that is still 5%, still capped at $500, but reported on the sales tax return rather than paid to the DMV.10South Carolina Department of Revenue. Maximum Tax (Max Tax)

Someone buying a $30,000 car in Richland County pays $500 in vehicle tax, not $2,400. The gap is large enough to be worth planning around if you’re timing a vehicle purchase.

Other Common Exemptions

SC Code Section 12-36-2120 lists dozens of exemptions. The ones most likely to come up in day-to-day shopping:

The South Carolina Department of Revenue maintains the complete list and updates its guidance periodically.

Tax-Free Weekend

South Carolina holds an annual Tax-Free Weekend, usually in August, when the state sales tax is temporarily suspended on qualifying items. Eligible purchases generally include clothing, footwear, school supplies, computers, software, printers, and certain bed and bath items. Books and musical instruments used for school assignments also qualify.11South Carolina Department of Revenue. Tax Free Weekend The exemption covers in-store, online, phone, and mail-order purchases made during the designated weekend. The SCDOR publishes the specific dates each summer.

Use Tax on Online and Out-of-State Purchases

If you buy something from an out-of-state retailer, whether online, by phone, or while traveling, and no South Carolina sales tax is collected at checkout, you owe use tax on that purchase. The use tax rate matches the combined sales tax rate for your county, so in Richland County that’s 8%.1South Carolina Department of Revenue. Sales and Use Tax Index If you already paid sales tax to another state on the same item, you can generally credit that amount and only pay the difference.

Most people encounter this at tax time. South Carolina’s individual income tax return has a line for reporting use tax, and the SCDOR expects you to track purchases where no tax was collected. In practice, marketplace facilitator rules now require major platforms like Amazon to collect South Carolina sales tax automatically, which has shrunk the gap for everyday online shopping. The obligation still exists for smaller sellers and direct purchases that don’t go through a major platform.

If You’re Selling, Not Buying

Anyone making retail sales in South Carolina must obtain a Retail License from the SCDOR before the first taxable sale. The license costs $50 per location and is nonrefundable.12South Carolina Department of Revenue. Licensing (Retail License) New accounts default to monthly filing, with returns due by the 20th of the month following the reporting period. You can request quarterly or annual filing through MyDORWAY if your volume supports it.13South Carolina Business One Stop. South Carolina Sales Tax Businesses with a sales tax liability of $15,000 or more per filing period must file and pay electronically through MyDORWAY.

Late filing and late payment both trigger penalties, and interest accrues on unpaid balances. The penalty for not filing at all is substantially steeper than filing a return without full payment, so file on time even when you can’t pay the full amount.
