If you own a car, truck, or motorcycle registered in Richland County, South Carolina, you pay a personal property tax on it every year, and you have to pay it before the SCDMV will renew your registration or issue a new decal.1Richland County SC. How the Bill Is Calculated
Three numbers set your bill: fair market value, assessment ratio, and millage rate.
The South Carolina Department of Revenue publishes vehicle values using nationally recognized pricing guides and sends those figures to county auditors.2South Carolina Legislature. The auditor then applies a six percent assessment ratio.4South Carolina Department of Revenue. Multiply that by the total millage rate for the tax district where the vehicle is garaged, and you have your bill. When It’s Due and What Happens If You’re Late
Payment is due by the last day of the month your registration decal expires.6Richland County SC. Taxes Your tax notice arrives about a month before that date. Because expirations are staggered, there is no single county-wide deadline.
Miss the deadline and you cannot renew your registration. New Residents and Newly Purchased Vehicles
Before your first bill can go out, you need a tax account with the County Auditor. New South Carolina residents have 45 days to transfer their title and registration. You have to pay the property tax in your county of residence before the SCDMV will issue a South Carolina plate. Lowering the Bill: High Mileage
If your vehicle has well above-average miles for its age, you can apply for a reduction in assessed value. Exemptions for Veterans and Active-Duty Military
South Carolina fully exempts up to two personal vehicles from property tax for several categories of veterans and service members, with rules that vary by group.13South Carolina Legislature. South Carolina Code 12-37-220 – General Exemption From Taxes
- Veterans with a total and permanent service-connected disability are exempt on two private passenger vehicles owned or leased in their name. A surviving spouse keeps the exemption on one vehicle until remarriage.
- Former prisoners of war who are South Carolina residents are exempt on two passenger vehicles or trucks up to three-quarter ton registered in their name, and a surviving spouse keeps the exemption until remarriage.
- Medal of Honor recipients are exempt on two private passenger vehicles owned or leased in their name.
- Active-duty service members stationed in South Carolina whose home of record is another state are exempt on a leased private passenger vehicle registered here. For vehicles they own, the federal Servicemembers Civil Relief Act generally blocks South Carolina from taxing personal property when the service member’s legal domicile is elsewhere.
To claim any of these, send supporting documentation to the County Auditor. For disabled veterans, that usually means a VA disability rating letter or a certificate signed by the county veterans service officer. File before the bill is due so the exemption applies to the current cycle.
Refunds If You Sell or Trade Mid-Year
If you dispose of a vehicle after paying the full year’s tax, you can request a pro-rated refund covering the complete months left in the tax year. Return the license plate to the SCDMV, then contact the Richland County Auditor’s office with proof of the plate return and the sale. The refund is not automatic; you have to ask for it.
Deducting Vehicle Tax on Your Federal Return
Because Richland County’s vehicle tax is based on value and imposed annually, it counts as a deductible personal property tax on a federal return. The deduction sits inside the federal cap on combined state and local taxes, which for 2026 is $40,400 for most filers and $20,200 if married filing separately. That ceiling covers income or sales tax, real estate tax, and personal property tax together, so if income and real estate taxes already fill it, the vehicle tax adds nothing. And the deduction only helps if you itemize.
