The Richmond County, GA sales tax rate is 8.5%. That’s a flat 4% Georgia state sales tax plus 4.5% in local taxes collected inside the Augusta-Richmond County consolidated government.1Augusta Economic Development Authority. Finance and Taxes The 8.5% rate applies to most retail purchases, but groceries, prescriptions, and vehicles each follow different rules, so what you actually pay at the register depends on what you’re buying.
How the 8.5% Splits Between State and Local
Georgia charges the same 4% state sales and use tax in every county.2FindLaw. Georgia Code Title 48 Revenue and Taxation 48-8-30 The other 4.5% is layered on by local levies that Richmond County voters have approved. Sellers collect the full 8.5% at checkout and send it to the Georgia Department of Revenue, which routes the local share back to the county.
Where the Local 4.5% Goes
Four of the local pennies are dedicated to specific purposes:
- Local Option Sales Tax (LOST), 1%: general government services. Georgia law requires LOST receipts to offset property taxes, and your property tax bill must show how much the levy was reduced because of LOST collections.3Justia Law. Georgia Code 48-8-110 – Definitions
- Special Purpose Local Option Sales Tax (SPLOST), 1%: capital projects like public safety buildings, roads, bridges, and major equipment. SPLOST money cannot pay for day-to-day operating costs.3Justia Law. Georgia Code 48-8-110 – Definitions
- Education SPLOST (E-SPLOST), 1%: school capital projects and debt retirement on past school construction. The Georgia Constitution forbids spending these funds on teacher salaries or routine maintenance.4Justia Law. Georgia Constitution Article VIII
- Transportation SPLOST (T-SPLOST), 1%: roads, bridges, transit, and related infrastructure.5Justia Law. Georgia Code 48-8-260 – Definitions
The remaining 0.5% comes from an additional authorized local levy. Each of these taxes has a set duration and must be renewed by voter referendum, so the local total can shift after an election.
What the Full 8.5% Applies To
The combined rate covers retail sales of tangible personal property, defined under Georgia law as anything that can be seen, weighed, measured, felt, or touched. That definition also sweeps in electricity, water, gas, steam, and prewritten computer software.6Justia Law. Georgia Code 48-8-2 – Definitions Clothing, electronics, furniture, restaurant meals, and household goods all carry the full 8.5%.
Leases and rentals of tangible property work the same way. Rent a floor sander for the weekend or lease a copier for your office, and the gross rental charge is taxable for the full lease term.7Legal Information Institute. Georgia Comp. R. and Regs. R. 560-12-1-.21 – Leases or Rentals
Certain digital goods became taxable in Georgia on January 1, 2024, when sold to end users who receive permanent-use rights. That covers e-books, digital music and video, video games, photographs, digital newspapers and magazines, and electronic greeting cards. Software-as-a-service subscriptions, where you pay ongoing fees for cloud access rather than owning a copy, are not currently taxed.
Groceries: 4.5%, Not 8.5%
Unprepared food and food ingredients bought for home consumption are exempt from the 4% state portion, but local taxes still apply in full.8Justia Law. Georgia Code 48-8-3 – Exemptions On most grocery staples in Richmond County you’ll pay 4.5% rather than 8.5%. Prepared food, food bought for business use, and over-the-counter drugs don’t qualify for the grocery exemption and are taxed at the full rate.9Legal Information Institute. Georgia Comp. R. and Regs. R. 560-12-2-.104 – Food Exemption
Prescriptions and Medical Items: Fully Exempt
Prescription medications are exempt from both the state and local sales tax. The exemption covers drugs that can lawfully be dispensed only by prescription, and it applies to every purchaser, including hospitals and clinics.10Legal Information Institute. Georgia Comp. R. and Regs. R. 560-12-2-.30 – Drugs, Durable Medical Equipment, Prosthetic Devices, and Other Medical Items Prescription eyeglasses, contact lenses, and nonprescription insulin also qualify.11Georgia Department of Audits and Accounts. Tax Incentive Evaluation – Georgia Sales Tax Exemption for Prescription Drugs, Contact Lenses, and Glasses
Durable medical equipment can be bought tax-free, but only when it will be permanently transferred to an individual who has a prescription for it. A hospital stocking wheelchairs for general inventory doesn’t automatically qualify; the equipment has to be tied to a specific patient’s prescription.10Legal Information Institute. Georgia Comp. Vehicles Don’t Use the 8.5% Rate
If you’re buying a car in Richmond County, don’t expect the standard 8.5% tax to show up on the paperwork. Georgia replaced sales tax on vehicle purchases with the Title Ad Valorem Tax (TAVT), a one-time payment collected when the vehicle is titled. TAVT applies whenever ownership transfers or a new Georgia resident registers a vehicle for the first time.12Georgia Department of Revenue. Title Ad Valorem Tax (TAVT) The TAVT rate is set by state law and calculated on the vehicle’s fair market value rather than the purchase price, so the math is different from a standard sales tax calculation.
When the Rate Temporarily Drops
Georgia runs two annual sales tax holidays. A back-to-school holiday in late July or early August exempts clothing and school supplies up to specified per-item limits, plus personal computers under a higher threshold. An energy-savings holiday, usually in early October, exempts qualifying Energy Star and WaterSense certified appliances and products. Local taxes may still apply during these windows, meaning the savings reflect the 4% state portion rather than the full 8.5%. The Georgia Department of Revenue announces the exact dates and dollar thresholds each year.
Online and Out-of-State Purchases
When you buy taxable goods from a seller that doesn’t collect Georgia sales tax, you owe use tax at the same combined rate — 8.5% in Richmond County. Use tax is triggered the first time you use, store, or consume the item in Georgia.13Georgia Department of Revenue. What is Subject to Sales and Use Tax
If the item was used outside Georgia for six months or less before you brought it in, use tax is based on the original purchase price. If you used it for more than six months, the tax is calculated on the lower of the purchase price or current fair market value. Any sales tax already paid to another state is credited, so you only owe the difference when the other state’s rate was below 8.5%.13Georgia Department of Revenue. What is Subject to Sales and Use Tax
In practice, most online purchases already arrive with the full 8.5% collected at checkout. Since April 1, 2020, Georgia has required marketplace facilitators such as Amazon, eBay, and Etsy to collect and remit sales tax on the transactions they host, and remote sellers that exceed a set revenue or transaction volume in the state must register and collect as well.14Georgia Department of Revenue. Out-of-State Sellers The use tax rule mostly comes into play with smaller sellers that don’t collect at the register.
