The sales tax rate in Rockford, Illinois is 8.75 percent on general merchandise as of 2026. That rate covers most of what you’d buy at a Rockford register: clothing, electronics, furniture, household goods, and similar retail items. Groceries, medicine, vehicles, and restaurant meals follow different rules, and one of them changed on January 1, 2026, when Illinois eliminated its 1 percent state tax on groceries.
What Makes Up the 8.75 Percent
The rate on your receipt is three taxes stacked on top of each other:
- State of Illinois: 6.25 percent, the base retailers’ occupation and use tax applied statewide to general merchandise.1Illinois Department of Revenue. What Are the Retailers Occupation and Use Tax Rates in Illinois
- Winnebago County: 1.50 percent, which includes a 1 percent public safety tax approved by voters in a 2002 referendum for crime prevention, detention, and related services, plus an additional 0.50 percent county levy.2Winnebago County. Internal Audit of the 1 Percent Public Safety Sales Tax Fund
- City of Rockford: 1.00 percent, a local sales tax earmarked for infrastructure improvements.3City of Rockford. Local Sales Tax
Retailers collect the full 8.75 percent at the register and send it to the Illinois Department of Revenue, which then routes each piece to the right government body.4Illinois Department of Revenue. Sales and Use Taxes The rate is the same anywhere inside city limits.
Groceries and Food in 2026
Unprepared Groceries
Beginning January 1, 2026, Illinois eliminated its 1 percent state tax on grocery purchases under Public Act 103-0781.5Illinois Department of Revenue. Illinois Grocery Tax Changes Effective January 1, 2026 Basic food staples bought for off-premises consumption — bread, milk, produce, raw meat — no longer carry state sales tax. In prior years those items were taxed at 1 percent.
The same law authorizes municipalities and counties to adopt their own local grocery tax of up to 1 percent by ordinance.6Illinois Department of Revenue. Prepared Food, Candy, and Soda
Plenty of items at the grocery store don’t qualify for the lower treatment. Prepared food meant for immediate consumption, soft drinks, candy, and alcoholic beverages are all taxed at the full 8.75 percent general merchandise rate.7Illinois Department of Revenue. Candy has a specific definition in Illinois: a preparation of sugar or sweeteners combined with chocolate, fruits, nuts, or flavorings in the form of bars, drops, or pieces. If the product contains flour, it generally isn’t candy and falls under groceries instead.8Illinois Department of Revenue. Rockford’s Redevelopment Fund Tax on Restaurant Meals
On top of the standard sales tax, Rockford charges a separate 1 percent Redevelopment Fund Tax on qualifying food, beverages, alcoholic liquors, and packaged liquor sold within city limits.3City of Rockford. Local Sales Tax The city collects this one directly rather than through the state. For a diner at a Rockford restaurant or bar, the practical effect is that the meal or drink carries both the state-collected sales tax and this additional city levy.
Medicine and Medical Supplies
The grocery change didn’t touch medicine. Qualifying drugs and medical appliances still carry the reduced 1 percent state rate in 2026.5Illinois Department of Revenue. Illinois Grocery Tax Changes Effective January 1, 2026 That covers prescription medications, over-the-counter drugs that claim medicinal value, and medical devices that directly replace malfunctioning body parts, including corrective eyeglasses, contact lenses, prosthetics, insulin syringes, and dentures.4Illinois Department of Revenue. Sales and Use Taxes
Grooming and hygiene products such as shampoo, deodorant, and contact lens solution don’t qualify and get taxed at the full general merchandise rate. One useful exception: feminine hygiene products — tampons, menstrual pads, and menstrual cups — are exempt from Illinois sales tax through December 31, 2026.8Illinois Department of Revenue. Buying a Vehicle
From a Dealer
Vehicles and other titled property follow their own rules. The tax rate depends on the buyer’s address rather than where the dealership sits. If a Rockford resident buys a car from a dealership in another county, the local tax components still come from the buyer’s home address.9Illinois Department of Revenue. Illinois Tax Requirements for Cars Trucks Vans Motorcycles ATVs Trailers and Mobile Homes The 6.25 percent state base applies regardless of location.
Titled property typically does not include the city’s 1 percent home rule sales tax, so a Rockford resident buying from a dealer generally pays the state base plus county taxes rather than the full 8.75 percent merchandise rate. The dealer files Form ST-556 within 20 days of delivery, and your copy goes to the Secretary of State when you apply for the title.9Illinois Department of Revenue. From a Private Seller
Private party sales use a flat-dollar tax table instead of a percentage, and you file Form RUT-50. The amount depends on the purchase price or fair market value, and for cheaper vehicles, the model year.
For vehicles under $15,000, the tax ranges from $100 for models 11 years old or older to $465 for 2025 or newer models. At $15,000 or above, the tax follows a price-bracket table:10Illinois Department of Revenue. Private Party Vehicle Use Tax Chart
- $15,000 to $19,999: $850
- $20,000 to $24,999: $1,100
- $25,000 to $29,999: $1,350
- $30,000 to $49,999: $1,600
- $50,000 to $99,999: $2,600
- $100,000 to $999,999: $5,100
- $1,000,000 or more: $10,100
Trade-in deductions aren’t allowed on private party sales. Motorcycles, ATVs, and motorized pedalcycles carry a flat $25 tax regardless of value. Transfers between immediate family members (spouse, parent, sibling, or child) and certain estate transfers are taxed at just $15.10Illinois Department of Revenue. Private Party Vehicle Use Tax Chart
Online Purchases
Buying from an out-of-state online retailer doesn’t let you off the hook. Illinois requires remote sellers to collect and remit sales tax once they exceed $100,000 in cumulative gross receipts from Illinois sales during the preceding 12 months. Most large online retailers and marketplace platforms already collect Illinois tax automatically.
For purchases from sellers that don’t collect it, the buyer technically owes use tax at the same rate. The Use Tax Act imposes a 6.25 percent rate on general merchandise bought anywhere and used in Illinois, plus applicable local taxes.11Illinois Department of Revenue. Use Tax and Local Use Tax The practical result for most Rockford shoppers is that online orders look about the same as walking into a local store.
