Russell County Tax Map: Search Parcels and Verify Records

To look up a Russell County tax map record, use one of two free county tools: the Citizen Access Portal at russell.capturecama.com for property-card details, and the Interactive GIS viewer at russcova.interactivegis.com to see the parcel drawn on a map. Both let you search by street address, parcel number, or owner name.

How to Search a Parcel

Pick the tool that matches what you need. The Citizen Access Portal is the better starting point for property-card information: valuations, tax amounts, deed references, land and building details, and building sketches.1Russell County Revenue Commissioner. Citizen Access Portal The Interactive GIS viewer is the one to open when you want to see the parcel’s shape, its boundary with neighboring tracts, or how it sits on satellite imagery.2Russell County, VA Interactive GIS. Before you search, have at least one of these identifiers ready:

  • Street address of the property
  • Parcel or map number (the county’s unique code for the tract)
  • Legal name of the current owner

In the Citizen Access Portal, type the identifier into the search field and the system pulls up the matching property card. On the Interactive GIS viewer, the same search drops you onto the map with the parcel highlighted; from there you can zoom to the corners, toggle aerial imagery, or click the parcel for a summary.

What the Parcel Record Shows

Every parcel in Russell County has a unique identification number and a record that pulls together the data the county uses for assessment and taxation. On the Citizen Access Portal, each record includes property valuation, tax information, land and building details, deed information, building sketches, and a link out to the GIS map for that tract.1Russell County Revenue Commissioner. The record also carries a legal description with boundary lines and total acreage, and historical assessed values that show how the county’s appraisal has changed over time. That history is useful if you’re trying to judge whether a recent reassessment looks reasonable against prior years.

Why the Map Isn’t a Legal Boundary

Read this before you act on anything the map shows. The Interactive GIS site carries a prominent disclaimer: all map layers and data are for general reference only, and recorded plats and deeds are the authoritative source for legal acreage and ownership.2Russell County, VA Interactive GIS. In practice, don’t rely on a tax-map boundary line to settle a dispute with a neighbor, close on a land purchase, or place a fence. The maps are built from deed descriptions and subdivision plats, and small inaccuracies accumulate over decades. When the exact location of a line matters, hire a licensed surveyor. A professional boundary survey typically runs from several hundred to over a thousand dollars depending on terrain and tract size, which is small money next to what a boundary dispute costs once lawyers are involved.

Getting Help in Person

If you’d rather work with someone face to face, the Commissioner of the Revenue’s office is at 137 Highland Drive in Lebanon, Virginia 24266.3Russell County, VA. Commissioner of Revenue Staff can help you locate a parcel, explain how an assessed value was determined, and print copies of property records. Expect a small per-page fee for physical copies; the exact amount varies.

Going in person is especially worth it right after a reassessment notice, since the office can walk you through the numbers before you decide whether to appeal.

If the Assessed Value on the Record Looks Wrong

Russell County operates on a six-year reassessment cycle, and the most recent general reassessment took effect in 2025. If the new value on your parcel record looks too high, Virginia law gives you the right to challenge it. Before a final reassessment is transferred to the Commissioner of the Revenue, the assessors must give every affected owner an opportunity to be heard.4Virginia Code Commission. Virginia Code 58.1-3271 – Appointment of Board of Assessors and Real Estate Appraisers That informal hearing is your first chance to correct a mistake without a formal appeal.

If it doesn’t resolve the issue, you can file an application with the local Board of Equalization. The filing deadline is set by the governing body and must be at least 30 days after the assessor’s hearing period ends; it will be printed on your assessment notice.5Virginia Code Commission. Virginia Code 58.1-3378 – Sittings; Notices Thereof During the 2025 reassessment, Russell County extended the appeal window and directed residents to contact independent assessors by phone to schedule review meetings.

Know what you’re up against. Virginia law presumes the assessor’s value is correct, and the burden is on you to show with evidence that the property is valued above fair market value or that the assessment doesn’t follow accepted appraisal practices.6Virginia Code Commission. Virginia Code 58.1-3379 – Hearing Complaints and Equalizing Assessments Bring a recent independent appraisal, comparable sales from the neighborhood, photographs of the property’s condition, or evidence of structural problems the assessor may not have accounted for.
