The sales tax on cars in Oklahoma comes to 4.5% at the state level: a 3.25% motor vehicle excise tax plus a 1.25% state sales tax. Oklahoma does not let cities or counties add their own sales taxes to vehicle purchases, so that combined 4.5% is the ceiling whether you buy in Tulsa, Oklahoma City, or a small town off the highway.1Justia Law. The 3.25% Motor Vehicle Excise Tax

New Vehicles

Used Vehicles
Used vehicles get a small break on the first slice of value. The excise tax is $20 on the first $1,500 of value, then 3.25% on everything above that. On a used car valued at $15,000, that works out to $20 plus 3.25% of $13,500 ($438.75), or $458.75 in excise tax.2Justia Law. The vehicle’s value is set at the time ownership or possession transfers.3New York Codes, Rules and Regulations. Oklahoma Code Title 68 Section 2104 – Value of Vehicles For dealer purchases, that’s normally the price on your bill of sale. For private-party sales, Service Oklahoma may reference NADA pricing to check the declared value, so underreporting the sale price on paperwork is not a shortcut worth trying.
The 1.25% State Sales Tax
On top of the excise tax, Oklahoma charges 1.25% of the vehicle’s gross receipts as a state sales tax. The general state sales tax rate is 4.5%, and the excise tax replaces most of it; the 1.25% is what remains alongside the excise tax.1Justia Law. On a $30,000 new car, that’s $975 in excise tax plus $375 in sales tax, for a state tax bill of $1,350.
No City or County Taxes on Vehicle Purchases
State law prohibits cities, counties, and other local jurisdictions from levying any sales or use tax on motor vehicle sales.1Justia Law. Oklahoma Statutes Title 68 Section 68-2106 – Excise Tax in Lieu of Other Taxes Local sales tax rates on everyday retail purchases in Oklahoma can be steep, but none of that applies to a car. A city with a 4% local rate on groceries has no authority to add it to your vehicle transaction. The 4.5% state total is the whole tax picture.
Trade-Ins Reduce the Taxable Amount
Trading in your old vehicle at a dealership lowers the amount the excise tax is calculated on. Oklahoma’s administrative code specifies that the “actual sales price” for excise tax purposes excludes any consideration given for a trade-in.4Legal Information Institute. Oklahoma Administrative Code 670:20-45-3 – General Provisions Buy a $25,000 car, trade in your old one for $10,000, and the excise tax applies to the $15,000 difference.
The trade-in has to be documented on the bill of sale. Selling your old car privately and buying from a dealer separately doesn’t produce this benefit; you’ll pay excise tax on the full price of the new vehicle.
One caveat worth checking at the tag office: the 1.25% state sales tax may not follow the same trade-in reduction as the excise tax. That 1.25% applies to “gross receipts” under the general sales tax code, and Oklahoma has considered legislation to align the sales tax calculation with the trade-in deduction used for excise tax.5Oklahoma State Senate. Exemptions That Might Apply to You
Family Transfers
A vehicle transferred between certain immediate family members with no money or other consideration changing hands is exempt from the excise tax. Qualifying relationships are limited to spouses and to parents (or step-parents) and children (or step-children). Siblings, cousins, and grandparents do not qualify.6Service Oklahoma. To claim the exemption, the current registered owner completes a Family Affidavit (Form 794) and submits it with the certificate of title. The key phrase is “without consideration.” If a parent sells a car to a child for even $1, the exemption is gone. Filing a false affidavit can lead to title revocation and possible criminal penalties.
100% Disabled Veterans
A veteran who received an honorable discharge and is certified by the VA at the 100% disability compensation rate is exempt from excise tax on one vehicle within any consecutive three-year period. The veteran’s name must appear as an owner on the title, and the vehicle must have been purchased on or after July 1, 2005. Proof is either an Oklahoma Tax Commission exemption card noting “100% Disabled Veteran” or a VA letter confirming the rating.7Oklahoma Administrative Code. If a vehicle covered by this exemption is declared a total loss by the insurer, the three-year clock resets for the replacement. Surviving spouses are not eligible.
Title and Registration Fees
Beyond the two taxes, you’ll pay flat fees for the title and annual registration. Annual registration is tied to the vehicle’s age:
- Years 1–4: $97.50 per year
- Years 5–8: $87.50 per year
- Years 9–12: $67.50 per year
- Years 13–16: $47.50 per year
- Year 17 and older: $27.50 per year
Each tier includes a $1.50 insurance verification fee. Financing the vehicle adds a $10 lien recording fee. All of this is collected at the tag agent when you title and register.
Extra Annual Fees for EVs and Plug-In Hybrids
If you’re buying an electric or plug-in hybrid vehicle, Oklahoma charges a supplemental annual registration fee to make up for fuel tax revenue those vehicles don’t generate. The fee scales with gross vehicle weight rating:
- 6,000 lbs or less: $110 per year for full EVs, $82 for plug-in hybrids
- 6,001 to 10,000 lbs: $158 for EVs, $118 for plug-in hybrids
- 10,001 to 26,500 lbs: $363 for EVs, $272 for plug-in hybrids
- Over 26,500 lbs: $2,250 for EVs, $1,687 for plug-in hybrids
Most passenger EVs and plug-in hybrids fall in the lowest tier.8Alternative Fuels Data Center. Electric Vehicle and Plug-In Hybrid Electric Vehicle Fee This is on top of the standard registration fees and the taxes owed at purchase.
Deadlines and Late Penalties
Since November 1, 2023, most passenger vehicles (cars, motorcycles, motor homes, and travel trailers) must be titled and registered within two months of the notary date on the title, not two months from the purchase or pickup date. The deadline runs to the calendar date, so the actual number of days depends on the month.9Service Oklahoma. Vehicle Registration
Miss the deadline on a new vehicle and the penalty is $1 per day from the date registration was due, capped at $100. The same $1-per-day cap-at-$100 penalty applies to used vehicles brought into Oklahoma by a resident that aren’t registered within 30 days of entering the state.10New York Codes, Rules and Regulations. Dealers issue a 10-day temporary paper tag at the time of sale, so the window of legal driving before you need a metal plate and registration decals is much shorter than the two-month titling deadline suggests. Don’t confuse the two.
Moving to Oklahoma With a Vehicle
If you’re moving in with a vehicle already titled in another state, you’ll owe the same 3.25% excise tax when you register it in Oklahoma for the first time. The statute applies the excise tax to “any vehicle registered for the first time in this state,” which includes cars you already own.2Justia Law.
