San Diego personal property tax applies to business equipment, boats, and private aircraft kept in the county. The San Diego County Assessor values these items each January 1, and the Tax Collector bills the owner at roughly 1% of assessed value, plus voter-approved bonds and special assessments.1County of San Diego. Office of the Assessor Unlike the tax on your house, this one is a personal obligation of the owner rather than a lien on land, which is why California calls it “unsecured.”
What the Tax Applies To
Two categories catch most people. The first is business assets: machinery, computers, office furniture, tools, fixtures, leasehold improvements, and supplies used in a trade and not built into the structure of a building.2County of San Diego. Business Personal Property Services The second is high-value recreational property: boats moored in the county and private aircraft hangared here, whether you use them for business or pleasure.
Leased Equipment
Leased equipment still gets assessed. Under California law, the Assessor can bill either the owner (lessor) or the person in possession (lessee). True leases are generally assessed to the lessor; conditional-sale agreements are assessed to the lessee, who is treated as the effective owner.3California Department of Tax and Fee Administration. What’s Exempt
Household furniture, appliances, clothing, and pets in your home are exempt. That exemption does not extend to boats, aircraft, vehicles, or anything used in a business.4California Legislative Information. California Code Revenue and Taxation Code 224 – Taxable and Exempt Property The couch in your living room is exempt; the same couch in your firm’s lobby is taxable.
Business inventory held for sale or lease in the ordinary course of business is also exempt, including finished goods, raw materials, and work in process. The exemption covers animals and crops held for sale and materials a licensed contractor has not yet incorporated into a building. Items already leased out on the January 1 lien date do not qualify, and neither does machinery or office equipment unless a dealer holds it specifically for resale.5California Legislative Information. The $5,000 Low-Value Exemption
San Diego County exempts personal property with a full assessed value of $5,000 or less. The Board of Supervisors adopted this threshold under Revenue and Taxation Code Section 155.20 because the cost of assessing and collecting tax on very low-value property exceeds what it raises.6San Diego County. SEC. 88. Exemption of Property Having Low Value A very small operation with a laptop and a desk often falls below this cutoff. Neighboring counties set their own thresholds, so the $5,000 figure applies only in San Diego.
How Your Property Gets Valued
The Assessor values taxable personal property as of the January 1 lien date. You report each asset’s original acquisition cost and purchase year, and the Assessor applies depreciation to reach a current fair market value.7California Department of Tax and Fee Administration. Personal Property – Frequently Asked Questions
Depreciation uses “percent good” factors published each year in the state’s Assessors’ Handbook Section 581. A factor of 70% means the asset is considered to retain 70% of its value; the Assessor multiplies reproduction cost by that factor to arrive at assessed value. Separate tables cover general machinery and equipment, construction mobile equipment, and agricultural mobile equipment.8California Department of Tax and Fee Administration. Valuation of Personal Property and Fixtures – Lesson 3 Older equipment is taxed at a lower value than identical new equipment. If you believe an asset lost value faster than the standard tables suggest, you can present evidence of abnormal obsolescence or damage, but you will need documentation.
Filing the Business Property Statement
The Assessor mails roughly 60,000 Business Property Statements (Form 571-L) each year.2County of San Diego. Business Personal Property Services Even if you do not receive one, you must file if the total original cost of your taxable personal property is $100,000 or more. If the Assessor sends you a form, you must complete and return it regardless of value.9California Legislative Information. California Code Revenue and Taxation Code 441
What You Report
Form 571-L asks for the original acquisition cost and purchase year of every taxable asset, broken into categories such as office furniture, computer hardware, manufacturing equipment, and leasehold improvements. You also report supplies on hand and any construction in progress. The form covers property you own as of 12:01 a.m. on January 1.10California State Board of Equalization. BOE-571-L Business Property Statement Organized fixed-asset records, with purchase receipts, depreciation schedules, and disposal dates, make this straightforward and protect you if the Assessor audits your filing.
How to File
San Diego County offers electronic filing through the Assessor’s e-File system at go2gov.net during filing season. You can also mail a completed paper form, provided it is properly addressed and postmarked.9California Legislative Information. California Code Revenue and Taxation Code 441
Deadlines and the Late-Filing Penalty
The statement is due by 5 p.m. on April 1. Miss that, and you have a narrow grace window: a 10% penalty applies to the assessed value of any unreported property if you have not filed by May 7. When May 7 falls on a weekend or legal holiday, a statement postmarked on the next business day counts as timely.11California Legislative Information. California Code Revenue and Taxation Code 463 Not filing at all leaves the Assessor to estimate your values from whatever data is available. That estimate almost always exceeds what an accurate self-report would have produced.
Paying the Bill
Once values are finalized, the San Diego County Tax Collector issues unsecured property tax bills. The full amount is due by August 31 as a single lump sum, not two installments like secured property tax. Skip the deadline and a 10% penalty is added on September 1. Balances still unpaid after October 31 accrue an additional 1.5% per month until settled.12San Diego County Tax Collector. Appealing Your Assessment
If you think the Assessor overvalued something, start by calling the Assessor’s office. Many disputes settle through an informal assessment review at no cost.13California Department of Tax and Fee Administration. Assessment Appeals Frequently Asked Questions
If that fails, file a formal appeal with the San Diego County Assessment Appeals Board. For the 2025-2026 fiscal year, the filing window runs from July 2, 2025 through December 1, 2025. Applications go to the Clerk of the Board of Supervisors on Form BOE-305-AH.14County of San Diego. Property Tax Assessment Appeals
At the hearing, you and the Assessor each present evidence. The board is not limited to the values either side proposes; it can lower the assessment, leave it alone, or raise it. Its decision is final at the administrative level. If you disagree, your next step is San Diego Superior Court within six months of the decision.13California Department of Tax and Fee Administration. Assessment Appeals Frequently Asked Questions Bring documentation: comparable sales, independent appraisals, or evidence of functional obsolescence. General assertions that your equipment “isn’t worth that much” rarely succeed.
Federal Deduction
San Diego personal property tax is deductible on your federal return if you itemize on Schedule A. To qualify, the tax must be based on the value of the property and charged annually, both of which apply here.15Internal Revenue Service. Topic No. 503, Deductible Taxes
The deduction sits under the state and local tax (SALT) cap. For 2026, following passage of the One Big Beautiful Bill in mid-2025, the cap is $40,400 for most filers and $20,200 for married individuals filing separately. That single cap covers state income tax, local property tax, and personal property tax combined, so this deduction only helps to the extent your other state and local taxes have not already used it up. You deduct the tax in the year you pay it, not the year it is assessed.
