San Francisco SNAP benefits are delivered through CalFresh, California’s name for the federal Supplemental Nutrition Assistance Program, and the San Francisco Human Services Agency handles applications, interviews, and ongoing cases for city residents.1San Francisco Human Services Agency. CalFresh A single person earning up to $2,660 per month before taxes can qualify, and the maximum monthly benefit for a one-person household is $298.2ASPE. 2026 Poverty Guidelines: 48 Contiguous States You can apply online, by mail, or in person, and the county has 30 calendar days to decide.
Who Qualifies in San Francisco
California uses broad-based categorical eligibility, which means most households clear income tests rather than strict asset limits. The gross monthly income ceiling sits at 200 percent of the federal poverty level for most households.3Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria Based on the 2026 federal poverty guidelines:2ASPE. 2026 Poverty Guidelines: 48 Contiguous States
- 1 person: $2,660 per month
- 2 people: $3,607 per month
- 3 people: $4,553 per month
- 4 people: $5,500 per month
- Each additional person: add roughly $947
After the gross test, your eligibility worker subtracts allowed deductions and checks net income against 100 percent of the poverty level, which is $1,330 for a single person.3Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria If your household includes someone 60 or older or a person with a disability, the gross test is waived and only net income matters.
For the small number of households that fall outside broad-based categorical eligibility, federal resource limits apply: $3,000 in countable assets, or $4,500 if a household member is elderly or disabled.4Food and Nutrition Service. SNAP Eligibility Your home, most retirement accounts, and the resources of anyone already on SSI or TANF don’t count.
Work Requirements if You’re an Adult Without Dependents
If you’re 18 to 64, able to work, and have no dependents, you fall into the ABAWD category and must work or train at least 80 hours per month.5Food and Nutrition Service. SNAP Work Requirements Fall short and benefits stop after three months in any three-year period. Volunteer hours count, and so does a mix of work and training. San Francisco is not currently on California’s list of counties with an ABAWD waiver, so the rule applies here.6California Department of Social Services. CalFresh Work and Community Engagement Requirements You’re exempt if a physical or mental condition keeps you from working, if you’re pregnant, or if you’re meeting other program work obligations.
Noncitizens
Noncitizens need a qualifying immigration status. Lawful permanent residents generally wait five years from the date they got their green card before they can apply. Children, people receiving disability-based benefits, and certain refugees and asylees are exempt from the waiting period.7California Legislative Information. California Code WIC 18900 – CalFresh Undocumented household members can’t receive benefits themselves, but their presence doesn’t disqualify eligible members of the same household.
College Students
Students enrolled at least half-time face extra hurdles on top of the income rules. The usual paths in are working 20 or more paid hours per week, participating in federal or state work-study, receiving TANF, or caring for a child under 6.8Food and Nutrition Service. Students Students under 18 or over 49 are exempt automatically. If most of your meals come from a campus meal plan, you’re ineligible regardless of income. Students enrolled less than half-time face no student-specific test.
How Much You’ll Receive
Your monthly amount starts with the maximum allotment for your household size, then subtracts 30 percent of your net income. The assumption is that you spend about 30 percent of your own resources on food, and CalFresh fills the gap. Zero net income means you get the full maximum.
Maximum monthly allotments for October 2025 through September 2026:9County of Santa Clara Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Standards Charts
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: add $218
To get from gross to net income, the county applies several deductions: a flat 20 percent off any earned income, a standard deduction that varies by household size, dependent care costs, legally obligated child support, and excess shelter costs (rent or mortgage plus utilities that exceed half your adjusted income). Households with an elderly or disabled member can also deduct unreimbursed medical costs above $35 per month. Utilities are counted through a standard allowance rather than your actual bills; a household paying separate heating or cooling costs gets California’s full utility allowance of $663 per month.10Los Angeles County Department of Public Social Services. CalFresh Cost-of-Living Adjustments for Federal Fiscal Year 2026 The excess shelter deduction caps at $744 per month for households without an elderly or disabled member; those households face no cap.11Food and Nutrition Service. How to Apply
Gather what you can before starting: Social Security numbers for each applicant, a government-issued photo ID or birth certificate, proof you live in San Francisco (a utility bill or lease works), and your last 30 days of pay stubs or other income records.12California Department of Social Services. CW 2200 – Request for Verification If Social Security, unemployment, or other unearned income comes in, have those records too. Don’t wait on missing paperwork. Your benefit start date is tied to the date you apply, not the date you finish gathering documents, so file first and upload the rest later.13BenefitsCal. Apply for Benefits
The fastest route is the BenefitsCal online portal, which takes 30 to 60 minutes.13BenefitsCal. Apply for Benefits You can create an account, save your progress, and come back. If you prefer paper, the CF 285 is the CalFresh-only application,14California Department of Social Services. CF 285 – Application for CalFresh Benefits and the SAWS 1 lets you apply for CalFresh, cash aid, and Medi-Cal together.15California Department of Social Services. Initial Application for CalFresh, Cash Aid, and Medi-Cal Programs Paper applications can be mailed to or dropped off at the Human Services Agency.
Once your application is logged, the county schedules a phone interview with an eligibility worker. You can ask for an in-person interview instead. Plan on about an hour.13BenefitsCal. Apply for Benefits The worker verifies income, housing costs, and household details, and may ask for more documents before deciding. Standard processing is 30 calendar days from the date you apply.15California Department of Social Services. Initial Application for CalFresh, Cash Aid, and Medi-Cal Programs
Expedited Benefits if You Need Food Now
If your household is in immediate financial distress, the county must load benefits onto your EBT card within seven calendar days instead of 30.16eCFR. 7 CFR 273.2 – Office Operations and Application Processing You qualify if any of the following is true:
- Your household has less than $150 in gross monthly income and less than $100 in liquid assets.
- Your combined gross monthly income and liquid assets add up to less than your monthly rent and utilities.
- You’re a destitute migrant or seasonal farmworker with less than $100 in liquid resources.
Make your situation clear on the application form itself. The county is required to screen every application for expedited eligibility on the day it’s received.
What You Can Buy With CalFresh
CalFresh covers groceries: fruits, vegetables, meat, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food.17Food and Nutrition Service. What Can SNAP Buy? It does not cover alcohol, tobacco, vitamins and supplements, medicine, hot prepared food, cleaning or hygiene products, pet food, or cannabis and CBD products. The hot-food restriction is the one people trip on most often. A rotisserie chicken under a heat lamp is off-limits; a cold deli sandwich is fine. The general rule: food sold hot at the point of sale can’t be purchased with CalFresh.
Grocery Stores, Farmers Markets, and Online Orders
Your EBT card works at any USDA-authorized retailer, including major grocery chains and smaller markets around the city.1San Francisco Human Services Agency. CalFresh Several San Francisco farmers markets accept EBT, including the Ferry Plaza Farmers Market, Alemany Farmers Market, and Mission Community Market. Through the Market Match program, participating markets provide a dollar-for-dollar match on CalFresh spent on fruits and vegetables, usually up to $15 per visit.18San Francisco Human Services Agency. Market Match Doubles Your CalFresh Food Dollars Spend $10 and you get another $10 for produce.
EBT also works for online grocery orders through participating retailers; which stores deliver to your address depends on the retailer.19Food and Nutrition Service. Stores Accepting SNAP Online CalFresh pays for the food only. Delivery fees, service charges, and tips must come from another payment method.
Restaurant Meals Program
San Francisco participates in the CalFresh Restaurant Meals Program, which lets certain residents buy prepared meals at approved vendors with their EBT card. To qualify, every member of your household must be 60 or older, disabled, or experiencing homelessness; spouses of qualifying individuals also count.20California Department of Social Services. Reporting Changes and Recertifying
Approval is only the start. Midway through your certification period, the county sends a SAR 7 Eligibility Status Report asking about income changes, people moving in or out, address or housing cost changes, and shifts in bank accounts or vehicles.22California Department of Social Services. SAR 7 – Eligibility Status Report Return it by the 5th of the month after the reporting period or your benefits can be interrupted.
Most CalFresh households get a 12-month certification period. Households where every adult is elderly or disabled and no one has earned income may be certified for up to 36 months. Before certification ends, submit a new application by the 15th of the final month to avoid a gap. A phone interview is required at recertification for most households, though elderly and disabled households with no earned income are exempt.
If You’re Denied or Your Benefits Are Cut
You have 90 days from the date of the notice to request a state hearing if your application is denied, your benefits are reduced, or your case is closed.23California Department of Social Services. State Hearing Requests After 90 days you’ll need to show good cause for the delay. An administrative law judge from the California Department of Social Services runs the hearing, not the county that made the decision. If you request a hearing before benefits are actually reduced or stopped, you can usually keep your current amount while the appeal is pending. This is called aid paid pending. Filing costs nothing and preserves your rights even if you’re unsure of your case.
