San Juan County Sales Tax: Rates, Exemptions, and Use Tax

The San Juan County sales tax rate is 8.35 percent in unincorporated areas and 8.65 percent in the town of Friday Harbor as of early 2026. That combined rate blends Washington’s 6.5 percent statewide tax1Washington State Legislature. Rate by Location

The breakdown looks like this. The state takes 6.5 percent everywhere. San Juan County adds 1.85 percent countywide. The town of Friday Harbor adds another 0.3 percent on top, which is why purchases inside town limits hit 8.65 percent while purchases on Orcas, Lopez, Shaw, and the smaller islands come in at 8.35 percent.2Washington Department of Revenue. Which rate applies depends on where you take delivery, not where the seller sits. Washington uses destination-based sourcing for anything shipped or delivered, so a store in Friday Harbor delivering furniture to a Lopez Island address charges 8.35 percent.4Washington State Department of Revenue. Reporting Destination-Based Sales Tax Walk-in purchases at a storefront use the store’s local rate. If you order from a mainland retailer, you should see 8.35 percent on items shipped to an unincorporated island address and 8.65 percent on items shipped inside Friday Harbor town limits.

What the Tax Applies To

Washington taxes most retail sales of tangible goods. Furniture, clothing, electronics, appliances, and building materials are all taxable. The tax also covers a defined set of services, including construction, repair of real or personal property, landscaping, lawn maintenance, and cleaning.5Washington Department of Revenue. Digital products are taxed the same as their physical equivalents. If a CD would be taxed, a downloaded album is too, and the same goes for streaming services, audiobooks, and software delivered electronically.5Washington Department of Revenue. Retail Sales Tax

A few personal services catch people off guard. Tanning salons, tattoo parlors, and steam baths are classified as taxable retail sales. So is the use of any athletic or fitness facility, which pulls in gym memberships, exercise classes, yoga studios, and personal training fees.6Washington State Legislature. RCW 82.04.050 – Sale at Retail, Retail Sale Sales tax is built into those monthly dues.

What’s Exempt

Groceries for home preparation are exempt. The exemption covers food and food ingredients you take home to cook, but it does not cover prepared food, soft drinks, or dietary supplements, all of which stay taxable.7Washington Department of Revenue. Retail Sales Tax – Sales of Prepared Food A rotisserie chicken from a deli counter is prepared food and taxable; raw chicken from the meat case is not.

Prescription drugs dispensed by a pharmacist are exempt, along with certain family planning devices obtained with a prescription.8Washington State Legislature. RCW 82.08.0281 – Exemptions – Prescription Drugs, Family Planning Devices Over-the-counter medications are generally taxable.

Services from lawyers, doctors, accountants, and similar professionals fall outside Washington’s definition of a retail sale, so no sales tax applies. People sometimes assume all services are treated the same way, but construction work is taxable and a legal consultation is not.

Lodging Tax on Hotels and Short-Term Rentals

Overnight stays carry an extra charge on top of sales tax. San Juan County adds a 2 percent lodging tax on hotels, motels, and short-term rentals in unincorporated areas, and Friday Harbor adds its own 2 percent lodging tax within town limits. A visitor staying at a Friday Harbor hotel pays 8.65 percent sales tax plus 2 percent lodging tax on the room charge. Short-term rental hosts across the islands collect the same combination.

Use Tax on Out-of-State Purchases

If you buy something from an out-of-state seller that doesn’t collect Washington sales tax, you owe use tax at the same rate that would apply where you use the item.9Washington State Legislature. RCW 82.12.020 – Use Tax Imposed For San Juan County, that means 8.35 percent in unincorporated areas or 8.65 percent in Friday Harbor. The situation most residents run into is a trip across to Oregon, which has no sales tax, or a purchase from a small online seller or private party. Most large online retailers now collect Washington tax automatically.

Individuals who are not registered as businesses can report and pay use tax on a Consumer Use Tax Return, due by the 25th of the month after the purchase.10Cornell Law Institute. Washington Code WAC 458-20-178 – Use Tax and the Use of Tangible Personal Property Compliance on small consumer items is low in practice, but audits do happen on big-ticket purchases like vehicles and boats.

Calculating What You’ll Pay

Multiply the pre-tax price by the rate as a decimal. A $200 purchase in Friday Harbor at 8.65 percent comes to $17.30 in tax. The same purchase in an unincorporated area at 8.35 percent comes to $16.70. On a $10,000 project like appliances or building supplies, the gap between the town and county rates adds up to about $30.

If a seller charges you a rate that doesn’t match where you’re receiving the goods, the delivery address may be coded incorrectly in their system. The Department of Revenue publishes an online rate lookup where you can verify the correct rate for any Washington address.

If You’re the Seller

Businesses report each sale under the correct location code. A shop in Friday Harbor shipping to Lopez reports that sale under the unincorporated code and charges 8.35 percent; a counter sale in the same shop reports under code 2801 at 8.65 percent. Getting the coding right matters more as volume grows.

Washington’s penalty structure for late payment escalates fast. Missing the due date adds a 9 percent penalty. If the tax still isn’t paid by the end of the following month, the penalty jumps to 19 percent, and another month pushes it to 29 percent. The minimum penalty is five dollars.11Washington State Legislature. RCW 82.32.090 – Penalties Interest runs on top at a variable annual rate tied to the federal short-term rate plus two percentage points. A buyer who fails to pay sales tax to a seller at the time of purchase can face a separate 10 percent penalty if the Department of Revenue pursues the tax directly.12Washington State Legislature.
