SATOP Comparable Program Completion Form: Filing, Fees, Rejections

Missouri’s SATOP Comparable Program Completion Form (MO 650-8997) lets you satisfy the state’s substance abuse education or treatment requirement from outside Missouri. Download the form from the Department of Mental Health, have a certified treatment agency in your state complete its sections after your assessment and program, then send the signed form and a $249 fee to DMH in Jefferson City. Once DMH approves it, the SATOP hold on your driving record clears and you can move forward with the rest of your reinstatement.1Missouri Department of Mental Health. Who Uses This Form

Anyone whose Missouri driving privileges were suspended or revoked for a DWI or DUI must finish SATOP, or a comparable program approved by DMH, before reinstatement.2Missouri Revisor of Statutes. RSMo 302.304 The comparable-program route is for drivers who have moved out of Missouri or who lived in another state when the offense happened. Instead of returning to Missouri for classes, you complete equivalent work where you live and document it on this form.

Match Your Program to the Right Level

Out-of-state residents need a minimum of 10 hours of drug and alcohol education. If your assessment recommends a higher level, your program has to match that level’s hours and components. Missouri’s levels are:3Legal Information Institute. Missouri Code of State Regulations 9 CSR 30-3.206 – SATOP Structure

  • Level I, Offender Education Program (OEP): 10 hours of education, typical for a first offense.
  • Level II, Weekend Intervention Program (WIP): 20 hours of intensive education and counseling, typical for a second offense or a higher-risk first offender.
  • Level III, Clinical Intervention Program (CIP): 50 hours of outpatient treatment over roughly five weeks, with at least 10 hours on drinking-and-driving issues.
  • Level IV, Serious and Repeat Offender Program (SROP): at least 75 hours of treatment over no fewer than 90 days, including a minimum of 35 hours of individual or group counseling.

If you are not sure what level applies to you, call DMH’s Division of Behavioral Health at (573) 522-4020 before enrolling. Completing a program below the level Missouri expects means starting over at the right one.

Your provider must be state-certified or nationally accredited by CARF, The Joint Commission, COA, or another recognized body. If the agency cannot check one of those boxes on the form, DMH will not accept the completion. Verify credentials before you enroll, not after. DMH keeps a search map of DWI agencies by state on its SATOP page.

How to Fill Out the Form

Get the form at dmh.mo.gov, or call (573) 522-4020 to have a paper copy mailed. Save or print it before you begin, because the treatment agency has to complete three of the four sections on the same document.

You fill out Section I. The agency fills out Sections IIA, III, and IV.

Section I: Client Information

Enter your last name, first name, and middle initial exactly as they appear on your driver record. Add your Social Security number, current mailing address with city, county, state, and ZIP, your phone number, date of birth, the state where your license was issued, your gender, and your email. DMH uses the email address to send your completion certificate, so check it twice.

Section IIA: Out-of-State Residents Only

Your assessing agency fills in the assessment date, the assessor or agency name, the recommended level of service, the begin and end dates of your education or treatment, and total hours completed. Confirm the total meets or exceeds the minimum for your assigned level before the agency signs off.

Section III: Agency Certification and Accreditation

The agency certifies whether it is state-certified and identifies its national accreditation body. At least one of those boxes must be marked “yes.” An agency that is neither certified nor accredited does not qualify, and DMH will reject the form.

Section IV: Agency Authorization

A representative from the agency prints their name, signs, dates the form, and provides the agency’s name, street address, city, state, ZIP, and phone number. This signature authenticates the entire document. Keep a complete copy of the signed form before you send it anywhere.

How to Submit the Form and Pay the Fee

The completed form goes to the Department of Mental Health, not the Department of Revenue. You can send it two ways:1Missouri Department of Mental Health. Substance Awareness Traffic Offender Program

  • Email a scanned or digital copy to satop@dmh.mo.gov.
  • Mail it to: Missouri Department of Mental Health, Controller’s Office, SATOP, PO Box 596, Jefferson City, MO 65102.

You also owe a $249 SATOP comparable-program supplemental fee. Pay it online through the DMH payment portal linked on the SATOP page, or mail a $249 money order payable to the Mental Health Earnings Fund to the same PO Box 596 address. DMH will not process the form without the fee, so submit both together if you mail. If you pay online and mail the form separately, note the payment confirmation on the form or in a cover letter so DMH can match them.

The $249 is separate from whatever your out-of-state agency charges for the assessment and program itself.

What Happens After You Submit

DMH asks you to allow one to two weeks for processing once it has both the form and the payment. During that window, DMH verifies the agency’s credentials, confirms your hours meet the minimum for your assigned level, and checks that every section is complete. Missing credentials, a missing signature, or short hours will stall the file while DMH follows up.

Approval clears the SATOP hold on your driving record. It does not reinstate your license on its own. Missouri also requires a $20 reinstatement fee paid to the Department of Revenue and an SR-22 proof of financial responsibility maintained for two years from the starting date of your suspension or revocation.2Missouri Revisor of Statutes. Mistakes That Get the Form Rejected

The most common problem is enrolling with a provider that is not state-certified or nationally accredited. If the agency cannot truthfully complete Section III, the hours you put in will not count. Ask about credentials before you pay for an assessment.

Other issues that send the form back:

  • Agency sections left incomplete. A missing signature, blank accreditation field, or absent phone number stalls the file.
  • Hours below the minimum. You need at least 10 hours as an out-of-state resident, or more if your assessment recommended a higher level: 20 for WIP, 50 for CIP, 75 for SROP.
  • Sending the form to the Department of Revenue. The completion form goes to DMH; DOR handles your reinstatement fee and SR-22 separately.
  • Missing the six-month window. You must complete the recommended program within six months of starting, or you may need a new assessment.
  • Forgetting the $249 fee, or paying it without connecting the payment to your form.

If You Hold a CDL

Clearing SATOP and getting your regular Missouri license back does not resolve a commercial driver’s license disqualification. Federal rules impose their own disqualification periods for alcohol-related offenses, and commercial drivers must separately complete the FMCSA Drug and Alcohol Clearinghouse return-to-duty process with a Substance Abuse Professional qualified under 49 CFR Part 40. The SAP who handles the federal process is not the same as the agency completing your Missouri SATOP form, and using an unqualified provider for the federal track can invalidate it.
