SC Benefits: SNAP, TANF, Medicaid, and Unemployment

If you live in South Carolina and need help with food, cash, healthcare, unemployment, or utility bills, five public assistance programs cover most situations: SNAP for groceries, TANF for cash aid to families with children, Medicaid (called Healthy Connections here) for health coverage, unemployment insurance for workers who lose a job, and LIHEAP for energy costs. The South Carolina benefits system is split across three agencies. The Department of Social Services (DSS) handles SNAP and TANF, the Department of Health and Human Services runs Medicaid, and the Department of Employment and Workforce (DEW) manages unemployment claims. LIHEAP runs through local Community Action Agencies under the state Office of Economic Opportunity.

SNAP Food Assistance

SNAP provides monthly electronic benefits for groceries. You need to live in South Carolina, be a citizen or qualified immigrant, and fall under the income limits. For a single-person household, the gross monthly income limit is approximately $1,287, with higher thresholds for larger families.1South Carolina Department of Social Services. Update to SNAP Income Reminder Deductions for shelter costs and dependent care can lower your countable income, so households slightly over the gross limit sometimes still qualify on a net basis.

Work Requirements if You Have No Dependents

Adults aged 18 to 54 who can work and have no dependents are classified as able-bodied adults without dependents (ABAWDs). ABAWDs have to work or participate in a training program at least 80 hours a month to keep SNAP beyond three months in any three-year period.2Food and Nutrition Service. SNAP Work Requirements Paid work, volunteer hours, and approved job training all count. A job search by itself does not.

The One Big Beautiful Bill Act of 2025 expanded the ABAWD age range up to 64, though USDA is still issuing implementation guidance.2Food and Nutrition Service. SNAP Work Requirements If you are between 55 and 64 and currently receive SNAP, watch for notices from DSS about when and how the new rule takes effect in South Carolina.

TANF Cash Assistance

Temporary Assistance for Needy Families pays monthly cash to families with children in serious financial distress. Income and asset limits are stricter than SNAP, and adults generally have to participate in work activities like vocational training, community service, or supervised job searches. DSS tracks compliance through case reviews, and missing requirements can end your benefits.

TANF is short-term by design. South Carolina caps lifetime receipt at 60 months.3South Carolina Department of Social Services. South Carolina Temporary Assistance for Needy Families State Plan That clock runs across every spell of benefits you have ever received, so a prior 24 months leaves you with 36 months remaining. The state does not extend the federal 60-month limit.

Medicaid Through Healthy Connections

South Carolina Healthy Connections is the state Medicaid program. It covers doctor visits, hospital stays, prescriptions, and long-term care. Who qualifies and at what income depends on the category you fit into.

Children and Pregnant Women

Children have the widest access. Through Partners for Healthy Children, kids in families with income at or below 208% of the federal poverty level qualify.4South Carolina Department of Health and Human Services. Program Eligibility and Income Limits Pregnant women qualify at or below 194% of the federal poverty level, with coverage running through the pregnancy and postpartum period.5South Carolina Department of Public Health. Aged, Blind, and Disabled

Adults 65 or older, blind, or living with a qualifying disability apply through the Aged, Blind, and Disabled pathway. Income has to fall at or below 100% of the federal poverty level. As of 2026, that is $1,330 per month for an individual or $1,804 for a couple. Countable resources like savings and certain property cannot exceed $9,950 for an individual or $14,910 for a couple.4South Carolina Department of Health and Human Services. Estate Recovery After Death

Many families do not learn about this until it is too late to plan. After a Medicaid recipient dies, South Carolina is required by federal and state law to seek repayment from the estate for certain long-term care costs. Recovery applies when the recipient was 55 or older and received nursing facility services, home and community-based care, or related hospital and prescription drug services.6South Carolina Legislature. South Carolina Code 43-7-460 – Recovery of Medical Assistance Paid

The state delays recovery when a surviving spouse, a child under 21, or a blind or permanently disabled child is in the picture, and it must waive recovery on proof of undue hardship.6South Carolina Legislature. South Carolina Code 43-7-460 – Recovery of Medical Assistance Paid If a family member provided in-home care that kept the recipient out of a nursing home for at least two years before admission, the home may be protected under federal law.7Office of the Law Revision Counsel. 42 USC 1396p – Liens, Adjustments and Recoveries, and Transfers of Assets Talk to an attorney before you file a Medicaid application, not after.

Unemployment Insurance

If you lose a job through no fault of your own, file for unemployment through DEW. You need enough wages during a base period (typically the first four of the last five completed calendar quarters) and you must be able and available for work.

Weekly benefits run from $42 to $350, based on your highest-earning quarter in the base period.8SC Department of Employment and Workforce. Weekly Benefit Amount Benefits last up to 20 weeks. Each week you collect, you have to complete at least two job search activities and log them in the DEW system.9SC Department of Employment and Workforce. Find a Job Skip a week of documentation and payments can be suspended.

What Happens if You Were Fired

Being fired for misconduct carries a 20-week disqualification and a matching reduction in your total benefit amount. South Carolina defines misconduct as deliberate violation or disregard of standards the employer had a right to expect, or negligence so severe that it shows intentional disregard of your duties. A firing that falls short of misconduct but still qualifies as “cause” brings a shorter disqualification of 5 to 19 weeks. Being let go for poor performance tied to inability or lack of skill is not grounds for disqualification under either category.10South Carolina Legislature. South Carolina Code 41-35-120

LIHEAP for Energy Bills

The Low Income Home Energy Assistance Program helps households pay heating and cooling bills. In South Carolina, LIHEAP runs through local Community Action Agencies under the state Office of Economic Opportunity, not through DSS.11South Carolina Office of Economic Opportunity. Low-Income Home Energy Assistance Program (LIHEAP) Renters and homeowners can both apply, and you do not need to be enrolled in any other program to qualify.

Benefits depend on your gross income, energy costs, and available funding. LIHEAP is seasonal and funds run out, so apply early. Broken heating equipment or a utility shutoff threat can qualify you for a separate crisis grant. Contact the Community Action Agency in your county to apply; the state office does not take applications directly.11South Carolina Office of Economic Opportunity. Documents to Gather Before You Apply

Whichever program you are applying for, pull together your paperwork first. You will need:

  • A valid driver’s license, state ID, or other government photo ID for each adult in the household.
  • Social Security numbers for every household member.
  • Proof of residency, like a current utility bill, lease, or South Carolina ID showing your address.
  • Income verification: pay stubs from all employers, Social Security award letters, child support documentation, or recent tax returns if you are self-employed.
  • Household expenses, including rent or mortgage receipts and utility bills, which can generate deductions that lower your countable income for SNAP.

Incomplete paperwork is the leading reason applications stall. DSS specifically warns that a missing pay stub from even one employer can delay your case.12South Carolina Department of Social Services. How and Where to Apply

SNAP, TANF, and Medicaid applications all go through the DSS online portal at benefitsportal.dss.sc.gov. You can upload scanned documents and check case status there. Paper applications are available at local DSS offices. After DSS receives your application, expect an eligibility interview by phone or in person. Miss the interview and your case can close.

Federal law requires SNAP applications to be processed within 30 calendar days of filing.13eCFR. 7 CFR 273.2 – Application Processing Households in immediate need may qualify for expedited processing within seven days.14Food and Nutrition Service. SNAP Application Processing Timeliness Medicaid applications generally take longer, with processing times running 45 to 90 days depending on complexity.

Unemployment claims are filed through DEW’s own system at dew.sc.gov, not through DSS. File an initial claim online, then certify each week that you remain eligible and have completed the required job searches.

Appealing a Denial

If DSS denies your application or reduces your benefits, you have the right to a fair hearing. The denial notice will explain the specific reason, and deadlines depend on the program:

  • SNAP: 90 days from the date of the notice.
  • TANF (Family Independence): 60 days from the date of the notice.

To keep benefits running while the appeal is pending, request the hearing and elect continued benefits within 10 days of the notice. If you lose the appeal, you may have to repay the benefits received during that period.15South Carolina Department of Social Services. DSS Form 2418 – Fair Hearing Notice Request a hearing by calling 1-800-311-7220 or writing to your local DSS office.

Medicaid denials follow a similar administrative hearing process under federal regulations, with advance notice of any adverse action and the option to keep services during the appeal.16eCFR. 42 CFR Part 431 Subpart E – Fair Hearings for Applicants and Beneficiaries Unemployment disputes go through DEW’s own appeals process, which runs on its own timeline and uses hearings before an appeals tribunal.

How Benefits Are Taxed

SNAP benefits and TANF cash assistance are not taxable income under IRS rules. Unemployment is a different story. Every dollar of unemployment compensation has to be reported on your federal return. DEW reports your benefits to the IRS on Form 1099-G, and the amount goes on Schedule 1 of your Form 1040. You can request federal withholding from your unemployment checks by filing Form W-4V with DEW, which prevents a surprise tax bill in April.17Internal Revenue Service. Unemployment Compensation Without withholding, you may need to make quarterly estimated payments to avoid underpayment penalties.
