Who Qualifies

South Carolina Code Section 56-3-1910 sets the eligibility list. You qualify if any one of these applies:2South Carolina Legislature. South Carolina Code 56-3-1910 – License Plates for Handicapped Persons; Certification Forms; Duplication or Forgery

  • You cannot walk 100 feet without stopping due to a medical condition, including increased pain.
  • You need a brace, cane, crutch, prosthetic device, wheelchair, or another person’s assistance to walk.
  • Your forced expiratory volume (by spirometry) is less than one liter per second, or your arterial oxygen tension is below 60 mm/Hg on room air at rest.
  • You require portable oxygen.
  • Your cardiac condition is classified as Class III or Class IV under American Heart Association standards. If it improves (after bypass surgery or a transplant, for instance), you no longer qualify under this category.
  • You have a substantial walking limitation from an arthritic, neurological, or orthopedic condition, such as Parkinson’s disease, cerebral palsy, or multiple sclerosis.
  • You are blind.

The walking threshold is 100 feet, not 200; older summaries online sometimes have that wrong. Your condition can be permanent or temporary. A temporary condition must be expected to last at least four months and no more than one year. Permanent placards are valid for four years.3South Carolina Department of Motor Vehicles. Section 3 must be completed by a licensed physician, Advanced Practice Registered Nurse (APRN), or Physician Assistant (PA). They identify which qualifying condition applies, certify whether the disability is permanent or temporary, and if temporary, state how long it is expected to last. The provider signs and enters a license number.3South Carolina Department of Motor Vehicles. Application for Placard and/or License Plate for People Who Have a Disability – RG-007A
