The Schaumburg transfer tax is $1.00 for every $1,000 of the sale price, charged by the Village of Schaumburg on top of the Illinois state and Cook County transfer taxes whenever property inside the village changes hands. The village won’t release the transfer stamp (and Cook County won’t record the deed without it) until the seller pays the tax, clears any outstanding water balance, and submits the application through the village’s online portal. Plan to file five to seven business days before closing.1Village of Schaumburg. Real Estate Transfer Stamp Information
What You Owe and Who Pays It
Title 3, Chapter 36 of the Village Code sets the rate at $1.00 per $1,000 of the total sale price, rounded to the nearest dollar. A $450,000 sale produces a $450 village tax bill. The seller carries primary liability, but buyers and sellers can agree to a different split at closing as long as the village gets paid before it releases the stamp.1Village of Schaumburg. The village charge is one of three. Illinois adds $0.50 per $500 of value, which is also $1.00 per $1,000.2Illinois General Assembly. 35 ILCS 200/31-10 Cook County adds $0.50 per $1,000. On that same $450,000 sale:
- Village of Schaumburg: $450
- State of Illinois: $450
- Cook County: $225
That’s $1,125 in transfer taxes alone, before any recording fees. Sellers commonly pay the state and village portions while buyers cover the county tax, but every piece of that is negotiable.
What to Submit for the Transfer Stamp
Schaumburg processes applications through an online portal, not at Village Hall. You pick either a “Full Consideration” application for a standard taxable sale or an “Exempt” application if the transaction qualifies. The village expects the following with the application:
- The Illinois Real Estate Transfer Declaration (PTAX-203), filed through the state’s MyDec system. If you haven’t filed it yet, a copy of the sales contract works as a substitute for the village application.3Illinois Department of Revenue. MyDec – Online Real Property Transfer Tax Declarations
- A copy of the executed deed.
- The legal description of the property, which appears on the deed and on prior tax bills.
- A Certificate of Compliance, but only for non-residential properties.1Village of Schaumburg. Real Estate Transfer Stamp Information
MyDec is simply the state’s online platform for the PTAX-203, not a separate form.
Water Bill and Other Village Fees
The village will not issue a transfer stamp while any balance is owed on the property’s water account or on village-issued code fees. Once you submit the application, the portal generates a single payoff statement that combines the transfer tax, any remaining water charges, and any outstanding code-related fees into one figure, which can be satisfied at or before closing.1Village of Schaumburg. When an Inspection Is Required
Most residential sales do not trigger a village inspection. If you’re selling a home you currently live in, there’s no pre-transfer inspection and no Certificate of Compliance to produce. Two situations are different.
Vacant Single-Family Homes
Since 2015, the village has required an interior and exterior inspection of any vacant single-family home before releasing the transfer stamp. Scheduling the inspection costs $100, paid at the Community Development permit counter when you book it.4Village of Schaumburg. Vacant Building Registration and Home Inspection Requirements If violations turn up, the buyer can submit a notarized letter of intent agreeing to repair them after closing, though the village can require some items to be fixed before the stamp issues regardless. Schedule early; this is where closings get delayed.
Non-Residential Properties
Commercial and other non-residential sales need an executed Certificate of Compliance confirming the property meets applicable village codes before the transfer stamp will process.1Village of Schaumburg. Real Estate Transfer Stamp Information
Timing and Recording
After submission, processing takes up to three business days, longer if code violations are flagged. The village recommends applying five to seven business days before closing.1Village of Schaumburg. Exemptions Worth Checking
Section 36.080 of the Village Code lists the transactions that qualify for an exemption. The categories that come up most often:
- Transfers where the total consideration is less than $500.
- Deeds involving government bodies, or transfers between organizations operated exclusively for charitable, religious, or educational purposes.
- Deeds issued under a court decree.
- Sellers who are at least 65 years old and live in the property. If the property is held in a land trust, the seller must be the sole beneficiary. Proof of age is required.
Even an exempt transfer needs an exempt stamp application through the online portal, and the village charges a $10 processing fee for it. That stamp is what tells the county the deed was reviewed and approved as tax-free.1Village of Schaumburg.
