SDI vs PFL in California: Pay, Filing, and Job Protection

In California, SDI and PFL are two wage-replacement programs run by the Employment Development Department (EDD), and the difference between SDI and PFL comes down to why you’re off work. State Disability Insurance pays you when your own non-work illness or injury keeps you from your job. Paid Family Leave pays you when you’re caring for a seriously ill family member or bonding with a new child. Both are funded by the same payroll deduction, currently 1.3 percent of all wages with no cap, which shows up on your paystub as CASDI.1Employment Development Department. The Core Difference at a Glance

SDI covers your own medical situation. That includes surgery recovery, mental health conditions, pregnancy, and childbirth, as long as a licensed health professional certifies you can’t do your usual work.2California Legislative Information. California Unemployment Insurance Code 2601 – General Provisions If the condition is work-related, workers’ compensation handles it instead, not SDI.

PFL covers three situations where someone else’s needs pull you away from work:

  • Bonding with a new child within one year after birth, adoption, or foster placement.
  • Caring for a seriously ill child, parent, spouse, domestic partner, grandparent, grandchild, or sibling.
  • Handling qualifying events tied to a spouse, domestic partner, child, or parent’s overseas military deployment.3Employment Development Department. Paid Family Leave for Military Family

The two programs also run on very different clocks. SDI can pay for up to 52 weeks per disability period, though total payments can’t exceed your total base period wages.4California Legislative Information. California Unemployment Insurance Code 2653 Most claims are much shorter, but the long cap matters for things like cancer treatment or recovery from major surgery. PFL caps at eight weeks within any 12-month period.5California Legislative Information. California Unemployment Insurance Code 3301 You can split those weeks up. A parent could take four weeks right after a birth and save four for later in the baby’s first year.

SDI has a seven-day unpaid waiting period at the start of every new claim; the first payable day is the eighth day of your disability, and there are no exceptions.6Employment Development Department. How Much You’ll Be Paid

SDI and PFL use the same formula. The EDD looks at the quarter in which you earned the most during your base period, a 12-month window falling roughly 5 to 18 months before your claim starts. A claim beginning in February 2026, for example, uses a base period of October 2024 through September 2025.8Employment Development Department. Disability Insurance Benefit Payment Amounts

Your weekly benefit will be about 70 to 90 percent of your average weekly wages from that highest quarter. Lower earners land closer to 90 percent; most workers get 70 percent. For 2026, the minimum is $50 per week and the maximum is $1,765 per week.9Employment Development Department. How to File Each One

SDI claims use Form DE 2501. PFL claims use Form DE 2501F. Both are available through SDI Online or by mail.10Employment Development Department. Disability Insurance and Paid Family Leave Forms and Publications You’ll need your Social Security Number, contact information, and details for every employer you’ve had in the last 18 months, including business names and phone numbers. The exact date you last worked and the date your leave began should be ready too.

For an SDI claim, your doctor or other licensed health professional must complete and sign Part B of the DE 2501, the medical certification.11Employment Development Department. Application for Disability Insurance Benefits DE 2501 For a PFL caregiving claim, a health professional must certify the family member’s serious illness. For a PFL bonding claim, you attach documentation instead: a birth certificate showing the child’s name, date of birth, and the claiming parent’s name, or placement documentation for foster care or adoption showing the date the child entered your custody.12Employment Development Department. The filing windows differ, and this is where people lose benefits. For SDI, the EDD recommends filing no earlier than nine days after your disability begins and no later than 49 days. File too early and the claim stalls; file too late and you can be disqualified.13Employment Development Department. Disability Insurance Claim Process For PFL, you can file on the first day your family leave starts, but you must submit the claim no later than 41 days after your leave begins.14Employment Development Department. SDI Online is the fastest route for either program. After you file, the EDD sends a Notice of Computation (DE 429D) showing your potential weekly benefit based on your base period wages.13Employment Development Department. Coordinating With Employer Pay

Many employers top up SDI or PFL with sick leave, vacation, or other paid time off so you get closer to a full paycheck. The EDD calls this integration or coordination. The rule is simple: your combined state benefit and employer-provided pay cannot exceed your regular weekly gross wages. If it does, the EDD reduces your benefit.7Employment Development Department. Combined Wages With Benefits

If you normally earn $500 per week and your SDI benefit is $450, your employer could pay $50 in leave credits to bring you back to full salary. Anything above $500 would trigger a reduction. You’re required to report all payments from your employer. To make the math work smoothly, answer “Yes” on your claim form when it asks whether the EDD can share benefit payment information with your employer.7Employment Development Department. Combined Wages With Benefits The EDD doesn’t set these employer policies, so ask HR before your leave starts whether yours integrates.

Neither Program Protects Your Job

This is the point most people miss. SDI and PFL replace wages. They don’t protect your job. The EDD states plainly that both programs “do not provide job protection” and are “completely separate” from the leave laws that do.15Employment Development Department. Family and Medical Leave Act and California Family Rights Act FAQs

Job protection comes from a different law, and you have to qualify for it separately. The California Family Rights Act (CFRA) covers employees who’ve worked for their employer at least 12 months and at least 1,250 hours in the preceding year, provided the employer has five or more employees. CFRA gives up to 12 weeks of job-protected leave for many of the same reasons PFL covers. The federal Family and Medical Leave Act (FMLA) is similar but applies only to employers with 50 or more employees within a 75-mile radius.

If your employer is covered by CFRA or FMLA, they can require your SDI or PFL benefits to run concurrently with that protected leave.15Employment Development Department. Family and Medical Leave Act and California Family Rights Act FAQs Your wage replacement and your job protection clock run together. If you work for a very small employer that isn’t covered by either law, collecting SDI or PFL does not guarantee you’ll have a job to come back to.

Taxes

SDI and PFL are treated differently at tax time. PFL benefits are subject to federal income tax, and the EDD sends a 1099-G in January of the year after you were paid. California doesn’t tax PFL benefits under Revenue and Taxation Code Section 17083.16Employment Development Department. Paid Family Leave Benefits and Payments FAQs

SDI benefits for your own disability are generally not subject to federal income tax when the program is funded by employee contributions, which is the standard setup for California workers. If you want federal taxes withheld from your PFL payments so you aren’t surprised at filing time, you can request voluntary withholding through the EDD.

If Your Employer Has a Voluntary Plan

Not every California worker files through the state. Some employers offer an EDD-approved Voluntary Plan instead of the standard SDI and PFL programs. A Voluntary Plan must provide every benefit the state plan does plus at least one that’s better, and the employee contribution rate can’t exceed the standard SDI rate.17Employment Development Department. Voluntary Plan Common upgrades include a higher wage replacement percentage or a longer benefit period.

If your employer uses a Voluntary Plan, you file your claim through your employer, not through SDI Online. The payroll deduction still shows up on your paystub, but the process and contact information are different. Check with HR if you’re not sure which plan you’re on before you need to use it.
