Seismic bracing requirements in California come from the California Building Code, which requires engineered restraints on most non-structural building systems — mechanical equipment, piping, ductwork, fire sprinklers, electrical gear, suspended ceilings, and more — so they stay in place during an earthquake. The rules apply to new construction and major renovations statewide, and separate statutes reach into every home through the water heater strapping requirement and into older multi-unit and masonry buildings through mandatory retrofit programs. The Codes That Set the Rules
The controlling document is the California Building Code, Part 2 of Title 24 of the California Code of Regulations. The California Building Standards Commission published the 2025 edition on July 1, 2025, with a mandatory effective date of January 1, 2026. The CBC adopts the International Building Code as its foundation and adds California-specific amendments reflecting the state’s elevated seismic risk.
For the engineering, the CBC references ASCE/SEI 7-22 with Supplement 1.2California Department of General Services. 2025 Part 2 Chapter 35 Referenced Standards ASCE 7 dictates how engineers calculate the forces a brace must resist, what components need restraints, and which ones qualify for exemptions. Fire sprinkler systems follow a parallel standard, NFPA 13, which contains its own spacing and load rules for sway braces on water-filled piping.
Two agencies apply stricter standards than the baseline CBC where failure carries outsized consequences. The Division of the State Architect (DSA) reviews public school and community college construction and imposes additional requirements above the standard CBC.3UpCodes. What Has to Be Braced
Seismic bracing targets non-structural components: everything attached to or hanging from the building frame. The frame, walls, and foundation are structural and governed by separate rules; the systems inside the building are where bracing requirements focus.
The categories that require restraints include:
- Mechanical systems: HVAC units, boilers, chillers, ductwork, and associated piping.
- Plumbing: domestic water lines, waste lines, and gas piping.
- Fire protection: sprinkler mains, branch lines, risers, and standpipe systems.
- Electrical systems: transformers, switchgear, bus ducts, cable trays, and emergency generators.
- Architectural elements: suspended acoustical ceilings, raised access floors, and tall interior partitions.
The common thread is function after the shaking stops. A fallen ceiling tile can block an exit corridor. A broken sprinkler main leaves no fire suppression during the post-earthquake period when fires are most likely. Engineers evaluate each component based on the consequences of failure, not just weight.
How the Design Force Is Calculated
The engineering comes down to one number: the horizontal seismic design force a component must withstand without breaking free. ASCE 7 derives that number from the building’s location, height, occupancy, and the component’s role.
Seismic Design Category
Every California building is assigned a Seismic Design Category (SDC) from A through F based on expected ground motion and occupancy. Most of the state falls into SDC D or higher because of proximity to active faults. Higher categories mean stricter bracing requirements and fewer exemptions. Hospitals and emergency facilities land in the most restrictive categories regardless of where they sit geographically.
Component Importance Factor
ASCE 7 applies a multiplier, the Component Importance Factor (Ip), that raises the design force for systems essential to life safety or post-earthquake function. Fire sprinklers, emergency generators, and systems containing hazardous materials carry an Ip of 1.5. Everything else is 1.0. That 50 percent increase in design force is a large part of why bracing on hospital and emergency facility work costs significantly more than standard commercial jobs.
Load Path and Installation
Bracing is built from rigid members like steel angle iron or threaded rods, or flexible restraints like steel cables, installed in both the longitudinal and transverse directions. The load path from component to brace to anchor to structure must be engineered as a continuous chain. A brace bolted to concrete with the wrong anchor, or attached to a steel deck that cannot take the load, becomes the weak link that defeats the entire system. Anchorage to concrete must use post-installed anchors tested and prequalified for seismic applications in the relevant SDC zone. A California-licensed structural or civil engineer must design the complete load path.
What’s Exempt
Not every pipe hanger and light fixture needs a full engineering analysis. ASCE 7 exempts smaller, lighter items that pose minimal risk if they shift during shaking. For buildings in SDC D, E, or F, which covers most of California, the exemptions are:
- Individual mechanical or electrical components weighing 400 pounds or less, if the center of mass sits four feet or less above the floor, flexible connections are provided to attached ductwork or piping, and Ip is 1.0.
- Any individual component weighing 20 pounds or less.
- Piping, ductwork, and similar distributed systems weighing five pounds per linear foot or less, if Ip is 1.0.5Whole Building Design Guide. Nonstructural Component Design – RC I to IV
The catch: none of these exemptions apply to life-safety or post-earthquake essential systems. A 15-pound component that’s part of a fire suppression system still needs full seismic bracing because its Ip is 1.5, which disqualifies it from the weight-based exemptions. This trips people up most often on hospital and emergency facility work, where almost everything carries the higher importance factor.
Water Heater Strapping
This is the requirement most California homeowners run into directly. Health and Safety Code Section 19211 requires every water heater in the state — new, replacement, or existing — to be braced, anchored, or strapped so it cannot fall or slide during an earthquake.6California Legislative Information. California Health and Safety Code HSC 19211 It applies to standard tanks of 120 gallons or less.
The strapping must at minimum meet the California Plumbing Code, though local jurisdictions can set stricter rules. Pre-engineered kits sold at hardware stores for roughly $15 to $30 will satisfy the requirement for most residential tanks when installed correctly, with two straps at the upper and lower third of the tank secured to wall studs.
There is a real-estate wrinkle. Anyone selling property with a water heater must give the buyer written certification that the heater has been properly strapped. That certification can go in the transfer disclosure statement or in the Homeowner’s Guide to Earthquake Safety. A building with an unstrapped water heater is classified as a nuisance under the statute, which gives code enforcement authority to require correction.
Existing Buildings: When Retrofitting Is Required
Seismic bracing is not only a new-construction concern. Several programs reach existing buildings that predate modern seismic codes.
Soft-Story Buildings
Soft-story buildings — typically older multi-unit residential structures with parking or commercial space on the ground floor and apartments above — are vulnerable because the open ground floor lacks the stiffness to resist lateral forces. Several California cities have enacted mandatory retrofit ordinances.
Los Angeles runs one of the largest programs in the country, targeting wood-frame buildings with four or more units for which construction permits were filed before January 1, 1978. Owners received compliance orders starting in 2016 and have seven years from the order date to complete construction. San José approved its own soft-story ordinance with an effective date of April 1, 2026, covering buildings with three or more units constructed before 1990, with compliance deadlines staggered through 2033 based on building age and unit count. San Francisco has a similar program. If you own a multi-unit residential building, check with your local jurisdiction, because these deadlines are firm.
Unreinforced Masonry Buildings
Government Code Section 8875.1 required all cities and counties in the state’s highest seismic zones to inventory unreinforced masonry (URM) buildings and establish mitigation programs.7California Seismic Safety Commission. Unreinforced Masonry Building Law URM buildings, typically older brick structures, have historically performed poorly in earthquakes. The law required identification and owner notification; the retrofit requirements and timelines vary by local jurisdiction. Some cities mandate full structural retrofit, others only require placarding to warn occupants.
Renovation Triggers
Even outside a mandatory program, existing buildings can trigger seismic upgrade requirements when owners renovate. If a building sustains substantial structural damage to its lateral force-resisting system, the CBC requires a seismic evaluation using reduced loads, and a failed evaluation forces an upgrade. For state-owned buildings, any repair exceeding 25 percent of replacement cost triggers a mandatory seismic evaluation and potential retrofit.8ABAG. Permits, Inspections, and Sign-Off
Getting seismic bracing approved involves paperwork before construction and inspections throughout the job. During permitting, the project team submits seismic calculations for all braced components, stamped and signed by a California-licensed structural or civil engineer, along with shop drawings showing bracing locations, types, and attachment details, plus product data sheets for the specific anchors and hardware. Local building departments review these before issuing permits; DSA or HCAI conduct separate reviews for schools and hospitals.
The CBC requires special inspections for seismic resistance work under Section 1705.13, covering structural steel connections in seismic force-resisting systems through seismic isolation systems.9UpCodes. California Building Code 2022 – Chapter 17 Special Inspections and Tests A special inspector, a qualified third party hired by the building owner, verifies that bracing is installed exactly as shown in the approved documents. The inspector checks anchor embedment depth, torque values, and brace alignment.
The 2025 CBC updated the special inspection rules, adding minimum educational qualifications for inspectors and shortening the daily-report submission window from seven business days to one.10California Department of General Services. 2025 Title 24 California Code Changes At the end of construction, the inspector submits a final report documenting that all seismic restraint work meets code. No certificate of occupancy issues until that report is accepted.
Insurance Discounts for Retrofitted Homes
Compliance can pay back in insurance costs. The California Earthquake Authority (CEA) offers a Hazard Reduction Discount of up to 25 percent on earthquake premiums for homes that have been seismically retrofitted to California standards. The discount applies to wood-framed single-family dwellings of one to four units built before 1980, and the percentage depends on the home’s age and foundation type:11California Earthquake Authority. - Built 1940–1979, other non-slab foundation: 10 percent discount

To qualify, the water heater must be properly secured to the building frame, along with other criteria. For owners of older homes, the premium savings can offset a meaningful share of retrofit costs over time.
