California has no single statewide law forcing every property to install a seismic gas shut-off valve, so the seismic gas shut-off valve requirements in California come from city and county ordinances instead. Whether you need one depends on where the property sits, when it was built, and whether you are selling it, renovating it, or building new. The most common triggers are new construction, major renovations above a set dollar threshold, and the sale or transfer of the property.
When a Valve Is Required
Local jurisdictions set the rules. Los Angeles runs one of the more comprehensive programs, covering both residential and commercial buildings. Point-of-Sale Rules Catch Sellers Off Guard
Discovering a seismic valve requirement mid-escrow is expensive. In Los Angeles, the municipal code requires a seismic gas shut-off valve to be installed before entering into a sale agreement or before the close of escrow for any building with gas piping. The sale of an individual condominium unit triggers the requirement for all gas piping serving that unit.2City of Los Angeles. Berkeley imposes a similar rule. A seismic or excess flow valve must be installed before entering into a sale contract or before escrow closes when the building’s gas piping lacks a central automatic shut-off valve downstream of the utility’s delivery point. The ordinance carves out exceptions for buildings with five or more individually metered residential units, unless they are condominiums, and for certain commercial occupancies with large-diameter service lines.3City of Berkeley. Retrofitting during escrow is doable but stressful. A buyer’s inspector will flag the missing valve regardless. Check with your local building department well before listing.
Rental Properties and Landlord Obligations
The city rules don’t single out landlords, but they apply to property owners, and that puts landlords of gas-served rentals on the hook. The triggers are the same: new construction after the ordinance’s effective date, alterations valued over $10,000, or a sale. Landlords who do significant work on units frequently cross the $10,000 threshold without realizing it also triggers a seismic valve obligation. The cost falls on the property owner, not the tenant.
Seismic Valves and Excess Flow Valves Are Not the Same
These two devices are constantly confused, and swapping one for the other can leave you out of compliance. A seismic gas shut-off valve senses ground shaking and closes when motion crosses its threshold. An excess flow valve (EFV) senses a sudden surge in gas flow, the kind caused when an underground pipe is severed by digging, construction, or a vehicle hitting the meter.4SoCalGas. EFVs sit on the utility’s underground service line and can only be installed by the gas utility or its approved contractors. Some cities, including Berkeley, accept either type of automatic shut-off device; others require a motion-activated seismic valve specifically. Only Certified Devices Count
Not every valve on the market will pass inspection. California requires seismic gas shut-off devices to be certified by the Division of the State Architect (DSA), which publishes lists of certified earthquake-actuated shutoff valves, excess flow valves, and qualified testing laboratories.5California Department of General Services. Confirm the model is on the DSA’s current certified list before you buy. An uncertified device won’t satisfy local code, and you’ll pay to replace it.
Permit, Installation, and Inspection
Installation requires a permit from the local building department. The application usually includes the valve’s make and model, the proposed location, and sometimes a gas piping schematic. The installer must hold a C-36 plumbing contractor license issued by the California Contractors State License Board, which specifically covers gas earthquake valves.7California Contractors State License Board. Once the permit is issued, work must begin within 180 days or it expires under California Building Code Section 106.4.4; a 180-day extension is available for circumstances beyond your control. The valve installs downstream of the gas meter and must be anchored to resist seismic forces. Improper anchoring is one of the most common reasons installations fail inspection. Many cities also want you to notify the gas utility ahead of time so any service interruption can be coordinated.
A building inspector then verifies placement, mounting, and function, and typically shuts the gas off briefly to run a pressure test on the connections. Some cities require the pressure test to happen with the inspector present; others let a licensed plumber submit results independently. If deficiencies turn up, you generally have 30 to 60 days to correct them before a follow-up visit. Reinspection fees usually run $75 to $150. When the valve passes, the building department issues a certification. Keep that document; you’ll need it for final permit sign-off and it may come up in future sales or insurance reviews.
What It Costs
A standard residential installation runs $250 to $750 total, with $350 a reasonable midpoint:

Penalties for Skipping Installation
Most cities treat noncompliance as a municipal code violation with penalties that escalate the longer it sits. In Los Angeles, daily fines can accrue until the violation is resolved. Building departments may issue stop-work orders on other projects, withhold occupancy permits, or refuse new permits on the same property.
Owners who receive a violation notice generally get 30 to 60 days to install a compliant valve and schedule inspection. Missing that window adds administrative fees for reinspections and can lead to liens on the property. Continued defiance can escalate into formal legal enforcement. Fighting the violation almost always costs more than installing the valve would have.
Resetting the Valve After an Earthquake
When a seismic valve activates, the gas stays off until someone resets the device. Insert a flat-head screwdriver into the reset slot and turn clockwise. The indicator switches from red back to green and gas flow resumes.
Before you reset it, check for the smell of gas around the meter, appliances, and any exposed piping. If you smell gas, leave the valve closed, evacuate, and call the utility’s emergency line. Even without an odor, having a licensed plumber inspect appliances and connections after a significant earthquake is worth the cost, because earthquakes can crack fittings and loosen joints out of sight. Resetting the valve before confirming the piping is intact is how post-earthquake gas fires start.
If your valve trips repeatedly from non-earthquake vibrations, such as construction next door or heavy truck traffic, the sensing mechanism may need recalibration or the device may need replacement. Certified valves are designed to minimize false activation, but no mechanical sensor is perfect over a long service life.
