Property owners in Shelby County, KY, pay a combined property tax that typically runs between about $1.03 and $1.50 per $100 of assessed value, depending on whether the parcel sits inside Shelbyville, Simpsonville, or unincorporated county. The Shelby County Sheriff’s Office mails the bills in early fall and collects for every taxing authority at once. Pay by November 1 and you get a 2% discount; wait past January 31 and penalties and fees push the total to 21% over the face amount.1Kentucky Department of Revenue. What Makes Up Your Bill
Your tax bill is the sum of several separate levies, each expressed in cents per $100 of assessed value. For the most recently published rates, the pieces that stack onto a Shelby County property are:
- State of Kentucky: 10.6 cents per $100 for 2025. The state adjusts this rate yearly so statewide real property revenue does not grow faster than 4% absent new construction.2Kentucky Department of Revenue. 2025 State Real Property Tax Rate Drops to 10.6 Cents
- County government levies: 21.15 cents per $100 combined, covering the fiscal court, public health, library, landfill, soil conservation, and extension services.3Kentucky Department of Revenue. 2024 Property Tax Rate Book
- Shelby County school district: 71.4 cents per $100, split between a general and a building fund. This is almost always the largest line on the bill.3Kentucky Department of Revenue. 2024 Property Tax Rate Book
- Fire protection district: roughly 10 cents per $100 in most districts (Simpsonville, Waddy, Bagdad, Ballardsville, Mt. Eden, Pewee Valley, and others). The specific district depends on where the property sits.
- City taxes: 25.5 cents per $100 inside Shelbyville and 14.9 cents per $100 inside Simpsonville. Properties outside city limits skip this entirely.3Kentucky Department of Revenue. 2024 Property Tax Rate Book
Every levy is itemized on the bill, so you can see exactly how much of what you paid is going where. Rates reset each year as each taxing authority adopts its own.
A Worked Example
Take a $250,000 home in unincorporated Shelby County, inside one fire protection district. Multiply the assessed value by each decimal rate and add:
- State: $250,000 × 0.00106 = $265
- County levies: $250,000 × 0.002115 = $529
- School district: $250,000 × 0.00714 = $1,785
- Fire district: $250,000 × 0.0010 = $250
- Estimated total: about $2,829
The same house inside Shelbyville picks up roughly $638 more in city tax, bringing the bill closer to $3,467. The school levy alone accounts for well over half of either total. If you qualify for the homestead exemption, subtract that amount from the assessed value first.
Deadlines, Discount, and Penalties
The Sheriff’s Office collects for the state, county, school district, and special districts.4Kentucky Legislative Research Commission. Kentucky Revised Statutes 134.119 – Sheriff Is Collector of Taxes Bills go out in early fall and follow a statewide schedule:
- By November 1: pay in full and take 2% off the total.5Justia Law. Kentucky Revised Statutes 134.015 – Due Dates, Discounts
- November 2 through December 31: face amount, no discount, no penalty.5Justia Law. Kentucky Revised Statutes 134.015 – Due Dates, Discounts
- January 1 through January 31: a 5% penalty is added.
- After January 31: penalty and sheriff’s fees combine to 21% over the amount due.1Kentucky Department of Revenue. The Collection Process for Property Tax Bills
The jump from 5% in January to 21% on February 1 is the point that catches most people out. There is no grace period at that step.
How to Pay
You can pay by mail, online, or in person at the Sheriff’s Office at 501 Main Street in Shelbyville. Include your property account number on any check or money order. The online portal takes credit cards and electronic checks, with processing fees in the 2% to 3% range on card payments. If your mortgage carries an escrow account, your lender collects roughly one-twelfth of the yearly bill with each mortgage payment and sends the full amount to the sheriff when it comes due.
Homestead and Disability Exemptions
For 2025 and 2026, Kentucky lets a qualifying owner subtract $49,100 from the assessed value of their primary residence before taxes are calculated.6Kentucky Department of Revenue. Homestead Exemption On a $250,000 home, taxable value drops to $200,900, which saves several hundred dollars a year at the combined rate. Two groups qualify:
- Owners age 65 or older. Eligibility begins in the year you turn 65, and the home must be your primary residence as of January 1.7Justia Law. Kentucky Revised Statutes 132.810 – Homestead Exemption
- Owners of any age who receive total disability benefits from the Social Security Administration, the Department of Veterans Affairs, or the Railroad Retirement Board.7Justia Law. Kentucky Revised Statutes 132.810 – Homestead Exemption
Only one exemption per household. Apply at the Shelby County PVA office with proof of age or a disability award letter, plus proof the home is your principal residence. File early in the year so the exemption shows on the fall bill. The exemption does not transfer from a previous owner, so new buyers who qualify need to file their own application.
If You Think Your Assessment Is Too High
The Property Valuation Administrator sets the assessed value, which under Section 172 of the Kentucky Constitution and KRS 132.190 is the price the property would bring at a voluntary sale between a willing buyer and willing seller.8Kentucky Department of Revenue. Property Valuation Administrator Appeals Manual Look up your current assessment on the Shelby County PVA’s qPublic.net database and confirm that acreage, square footage, and building details are accurate. Errors in physical characteristics are a common reason values come in too high.
If the number still looks wrong, the appeal has firm, sequential deadlines. First, schedule an informal conference with the PVA during the annual tax roll inspection period, which starts the first Monday in May and runs 13 days (six days per week), ending the third Monday in May.9Kentucky Department of Revenue. Appeals Process for Real Property Assessments Bring recent appraisals, comparable sales, photos of problems, or any other evidence. Most cases get settled here.
If the conference does not resolve it, file a written appeal with the county clerk no later than one business day after the inspection period closes. The letter must identify the property, give your reasons, and state your opinion of fair cash value. A three-member local board hears the case. Two things to know: if the PVA, the Department of Revenue, or the board asks you for information and you refuse, your appeal is denied automatically; and you cannot skip the local board and go straight to the state.10Kentucky Legislative Research Commission. Kentucky Revised Statutes 133.120 – Appeal Procedure If the local board rules against you, you have 30 days to appeal to the Kentucky Board of Tax Appeals.9Kentucky Department of Revenue. If You Don’t Pay
Consequences escalate fast. After the sheriff’s collection period ends on April 15, unpaid bills transfer to the Shelby County Clerk and become certificates of delinquency. A lien is recorded against the property at that point. Interest accrues at 1% per month, and a 10% county clerk fee plus a 20% county attorney fee are added to the balance.11Kentucky Department of Revenue. Delinquent Property Tax
Starting in mid-July, the clerk offers the certificates for sale to third-party purchasers, who pay the debt and take over the lien.12Kentucky Department of Revenue. Third Party Purchaser You can redeem the certificate by paying the full amount plus 12% annual simple interest (any fraction of a month counts as a full month). If you don’t redeem, the purchaser can file a foreclosure suit after one year, and the lien stays attached to the property for up to 11 years from the original delinquency date.5Justia Law. A Note on Business Personal Property
If you own a business in Shelby County, this residential bill is not the whole picture. Business equipment, machinery, furniture, computers, inventory, and supplies must be reported separately on Form 62A500, filed with the Shelby County PVA between January 1 and May 15. Property is valued as of January 1, and the only filing exception is when total fair cash value at a single location is $1,000 or less.13Kentucky Department of Revenue. Business Personal Property The county-wide tangible rate is 18.97 cents per $100, slightly below the 21.15-cent real estate rate; the school rate of 71.4 cents applies to both.3Kentucky Department of Revenue. 2024 Property Tax Rate Book
