If you run a business in Shelby County, the Shelby County personal property tax applies to the equipment, furniture, vehicles, and other movable assets you use to operate. You must file a Tangible Personal Property Schedule with the county assessor by March 1 each year, and the resulting tax bill is due to the Shelby County Trustee between the first Monday in October and the last day of February.1Justia Law. Tennessee Code 67-1-702 – Payment to Trustee2Tennessee Comptroller of the Treasury. Property Assessments – Assessment Schedule Miss either deadline and the costs climb fast.
What Property Is Taxed
Tennessee defines tangible personal property as goods and articles of value that can be physically possessed, along with machinery and equipment separate from real estate.3Justia Law. Tennessee Code 67-5-501 – Definitions For a Shelby County business, that covers office furniture, computers, phone systems, vehicles, manufacturing equipment, point-of-sale systems, and tools.4Shelby County Trustee, TN – Official Website. Leased equipment counts too. Tennessee law treats leased property in the lessee’s possession as taxable to the lessee based on how the lessee uses it.5Justia Law. Tennessee Code 67-5-901 – Classification and Assessment of Tangible Personal Property If the equipment sits in your shop, your business reports it, regardless of who holds the title.
Two things this tax does not reach: merchant inventories held for sale or exchange, which are exempt, and household goods, which the statute classifies as non-business tangible personal property with no taxable value.5Justia Law. Tennessee Code 67-5-901 – Classification and Assessment of Tangible Personal Property Residents’ couches and televisions are not what this tax is about.
How the Bill Is Calculated
The county assessor depreciates your reported assets, then multiplies the result by the 30% assessment ratio Tennessee law requires for industrial and commercial property.5Justia Law. Tennessee Code 67-5-901 – Classification and Assessment of Tangible Personal Property The county then applies its tax rate to that assessed value. For 2024, the rate was $3.39 per $100 of assessed value.6Shelby County Trustee, TN – Official Website. Calculate Taxes The rate can change year to year, so confirm the current one with the Trustee.
A worked example: a business with $100,000 in depreciated equipment value has an assessed value of $30,000. At the 2024 rate, the tax bill comes to roughly $1,017.
Property Groups and Depreciation Floors
You do not choose a depreciation method. Tennessee assigns each asset to one of eight groups, each with its own useful life, and the assessor applies the group’s depreciation factor to the original acquisition cost you report.7Justia Law. Tennessee Code 67-5-903 – Schedules – Property Used for Business, Professions, Manufacturing
- Group 1A, vehicles: five-year life, with a 20% floor by year four.
- Group 1, furniture, fixtures, and general equipment: seven-year life. This is the catch-all for anything not listed elsewhere.
- Group 2, computers, copiers, peripherals, and tools: three-year life. Reaches minimum value fastest.
- Group 3, molds, dies, and jigs: four-year life.
- Group 4, aircraft, boats, and towers: thirteen-year life.
- Group 5, manufacturing machinery: eight-year life.
- Group 6, billboards, tanks, and pipelines: sixteen-year life.
- Group 7, scrap property: assessed at 2% of original cost regardless of age.
- Group 8, raw materials and supplies: reported at cost.
Every group except scrap property has a 20% floor. Assessed value never drops below 20% of what you originally paid for the asset, no matter how old it gets. The vintage year you report (the year the asset was placed in service) drives which depreciation factor applies, so getting that year wrong can inflate your bill for the remaining life of the asset.
Filing the Personal Property Schedule by March 1
Every business operating in Shelby County must file a Tangible Personal Property Schedule each year. The requirement reaches partnerships, corporations, unincorporated business associations, and sole proprietors operating for profit.7Justia Law. Tennessee Code 67-5-903 – Schedules – Property Used for Business, Professions, Manufacturing The assessor mails the schedule form by February 1, and you must return it by March 1.2Tennessee Comptroller of the Treasury. Property Assessments – Assessment Schedule For 2026, March 1 falls on a Sunday, so the effective deadline is March 2.8Shelby County Assessor. File 2026 Personal Property
Not receiving the form is not an excuse. The statute says plainly that failure of the assessor to send the schedule or failure of the taxpayer to receive it does not relieve you of the March 1 obligation.7Justia Law. Tennessee Code 67-5-903 – Schedules – Property Used for Business, Professions, Manufacturing If your form never shows up, call the assessor’s office at 901-222-7002.
What to Report
List every piece of taxable tangible personal property your business owns or leases, organized by the property groups above. For each group, report the total original acquisition cost of all items placed in service during each calendar year. Include descriptions so the assessor can verify your group placements. For leased equipment, include the lessor’s name and address. List assets you sold, retired, or otherwise disposed of during the prior year so the schedule reflects only what you had on the assessment date.
How to File
The Shelby County Assessor runs an online filing portal. You log in with the Parcel ID and PIN printed on your mailed schedule.8Shelby County Assessor. File 2026 Personal Property That is the fastest option. You can also return the completed paper form by mail or deliver it to the assessor’s office in person.
Paying the Bill
Once the assessor finalizes your valuation, the Shelby County Trustee mails the tax bill. Tennessee law makes property taxes due and payable on the first Monday in October.1Justia Law. Tennessee Code 67-1-702 – Payment to Trustee You can pay anytime from that date through the last day of February without interest.2Tennessee Comptroller of the Treasury. Miss February and interest kicks in immediately. The state adds 1.5% of the unpaid tax on March 1, and another 1.5% on the first day of each month after that.9Justia Law. Tennessee Code 67-5-2010 – Interest – Delinquent Taxes That is 18% a year. What Happens If You Skip the Schedule
This is where businesses get burned. If you fail to file by the March deadline, the assessor issues a forced assessment, which is the office’s own estimate of what your business property is worth.8Shelby County Assessor. File 2026 Personal Property Those estimates usually run higher than what you would have reported, because the assessor has no data from you and no reason to be generous.
To set a forced assessment aside, you need to complete your schedule and appeal to the Shelby County Board of Equalization by June 30.8Shelby County Assessor. File 2026 Personal Property Miss that too and the best outcome available is the standard depreciated value of your property plus a 25% penalty surcharge, and only if your failure was not due to gross negligence or willful disregard of the law.7Justia Law. Tennessee Code 67-5-903 – Schedules – Property Used for Business, Professions, Manufacturing Do nothing at all and you forfeit any adjustment for the entire tax year.
Appealing an Assessment
If you filed on time but believe the assessor overvalued your property, you can appeal to the Shelby County Board of Equalization, the local body that hears property tax disputes.10Shelby County, TN – Official Website. Board of Equalization Unlike most Tennessee counties where the board convenes June 1, Shelby County’s board opens May 1.11Tennessee Comptroller of the Treasury. County Boards of Equalization For 2026, appeals can be filed May 1 through June 30.
Bring documentation: recent sale prices of comparable equipment, independent appraisals, or evidence that the assessor placed assets in the wrong depreciation group. The board decides promptly after the hearing and mails a written notice that includes your further appeal rights.10Shelby County, TN – Official Website. Board of Equalization
If the county board’s decision is still wrong in your view, you can escalate to the Tennessee State Board of Equalization. That appeal must be filed before August 1 of the tax year or within 45 days of the date the county board mailed its decision, whichever is later.11Tennessee Comptroller of the Treasury. County Boards of Equalization One catch: before the delinquency date, you must pay the full tax due or at least pay what you believe you owe in good faith. The State Board will dismiss your appeal if you have delinquent taxes on the property in question.
