If you are 60 or older and live in Texas, you can qualify for SNAP food benefits with a gross monthly income up to $2,152 for a one-person household, and receive up to $298 per month on a Lone Star Card. Texas sets a more generous income ceiling than most states, and seniors get deductions no one else can claim — which often pushes the final benefit higher than the raw income numbers suggest. SNAP benefits for seniors in Texas are run by the Texas Health and Human Services Commission (HHSC), and the same application also covers Medicaid and TANF if you need them.
Who Qualifies at 60 or Older
Federal rules count you as “elderly” for SNAP the day you turn 60.1Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled You must be a Texas resident. From there, two tests decide eligibility: gross monthly income and countable resources.
Texas uses broad-based categorical eligibility to set the gross income limit at 165 percent of the Federal Poverty Level, versus the standard federal limit of 130 percent. For the figures effective October 1, 2025, that works out to $2,152 per month for one person, with proportionally higher limits for larger households.2Texas Health and Human Services. C-120, Supplemental Nutrition Assistance Program
On the resource side, Texas applies a $5,000 limit on cash, bank accounts, and other liquid assets. One vehicle worth up to $22,000 is excluded entirely; only value above that counts. Your home does not count.3Food and Nutrition Service. Broad-Based Categorical Eligibility For most seniors living on Social Security with modest savings, the resource test is not the obstacle. Income is.
Senior-Only Deductions That Raise Your Benefit
SNAP does not calculate benefits from your gross income. It applies a chain of deductions first, and two of them are available only to households with an elderly or disabled member. This is where seniors routinely leave money on the table by failing to document expenses.
The Medical Expense Deduction
Any unreimbursed medical cost above $35 per month can be deducted from your counted income.4eCFR. 7 CFR 273.9 – Income and Deductions Qualifying costs include prescription copays, dental work, health insurance premiums, medical equipment, and transportation to appointments.
Texas offers a shortcut. The standard medical expense deduction is $135 — figured as $170 minus the $35 threshold — and it applies if your actual costs exceed $35 but you don’t want to itemize.2Texas Health and Human Services. C-120, Supplemental Nutrition Assistance Program If your real monthly costs run above $170, itemize instead and get a bigger deduction. Keep receipts, pharmacy printouts, and billing statements organized.
The Uncapped Shelter Deduction
Shelter costs include rent or mortgage, property taxes, insurance, and utilities. Texas uses a standard utility allowance of $445 per month for households that pay heating or cooling costs, which replaces actual utility bills in the calculation.2Texas Health and Human Services. C-120, Supplemental Nutrition Assistance Program
The shelter deduction equals shelter costs above half of your income after other deductions. For most SNAP households, that deduction is capped at $744. For households with an elderly or disabled member, there is no cap. Every dollar of excess shelter cost counts.1Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled For a senior paying $800 rent in a Texas city, the uncapped shelter deduction can bring net income to zero and unlock the full maximum benefit.
The Standard Deduction
Every household of one to three people also receives a flat $209 standard deduction each month, no documentation required.5Food and Nutrition Service. SNAP Eligibility
How Much You’ll Actually Get
Your benefit equals the maximum allotment for your household size minus 30 percent of net income after deductions. For October 2025 through September 2026, the maximum allotments are:5Food and Nutrition Service. SNAP Eligibility
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- Each additional person: add $218
A worked example. You are 68, live alone, receive $1,000 per month in Social Security, pay $600 in rent, and have $100 in monthly medical costs:
- Gross income: $1,000
- Standard deduction: −$209, leaving $791
- Medical deduction: $100 − $35 = −$65, leaving $726
- Shelter costs: $600 rent + $445 utility allowance = $1,045
- Excess shelter: $1,045 − ($726 ÷ 2) = $682 (no cap for seniors)
- Net income: $726 − $682 = $44
- Benefit: $298 − ($44 × 0.30) = $284 per month
With slightly higher rent or medical costs, net income drops to zero and you receive the full $298. One- and two-person households are guaranteed a minimum of $24 per month even if the formula produces less.
How to Apply
The fastest route is YourTexasBenefits.com, the state’s benefits portal.6Texas Health and Human Services. SNAP Food Benefits You can also file Form H1010, the Texas Works Application for Assistance, by mail or at a local benefits office.7Texas Health and Human Services. Form H1010 The same form covers Medicaid and TANF.
Have these ready before you start:
- Social Security numbers for everyone in the household
- Proof of Texas residency (utility bill, lease)
- Income documentation (Social Security award letter, pension statements)
- Records of medical expenses, prescription costs, rent or mortgage, and insurance
HHSC will schedule a mandatory eligibility interview after you file. Most seniors complete this by phone.8Texas Health and Human Services. A-130, Interview Procedures Federal law requires the agency to approve or deny your application within 30 days.9Food and Nutrition Service. SNAP Application Processing Timeliness
When You Can Get Benefits in 7 Days
Expedited processing cuts the timeline from 30 days to seven. You qualify if any of these apply:9Food and Nutrition Service. SNAP Application Processing Timeliness
- Gross monthly income below $150 and liquid resources of $100 or less
- Combined monthly gross income and liquid resources less than your rent or mortgage plus utilities
- You are a destitute migrant or seasonal farmworker meeting the thresholds above
The shelter-cost test is the one that catches seniors off guard. A $900 Social Security check against $1,050 in rent and utilities qualifies you, even though $900 doesn’t sound critically low.10eCFR. 7 CFR 273.2 Tell the caseworker about your situation when you file; expedited status is not always flagged automatically.
The Texas Simplified Application Project (TSAP)
If every person in your household is 60 or older or has a disability, and no one has earned income from a job, you qualify for TSAP.11Texas Health and Human Services. Texas Simplified Application Project (TSAP) The benefit amount is the same. What changes is the paperwork.
Under TSAP, your certification lasts three years instead of six months.6Texas Health and Human Services. SNAP Food Benefits At renewal, no interview is required unless the household has earned income or the agency plans to deny the renewal. You don’t apply for TSAP separately — HHSC determines whether you qualify when you apply or renew. Three years of uninterrupted benefits with minimal reporting makes a real difference when you are managing health issues alongside daily life.
If You Are Denied or Your Benefits Are Cut
You have 90 days from the date on the Notice of Case Action to request a fair hearing. Call 2-1-1, visit a local HHSC office, or submit the request in writing.12Texas Health and Human Services. Fair and Fraud Hearings If you miss 90 days, HHSC may still consider the request if you show good cause.
Watch one shorter deadline carefully. Request the hearing within 13 days of receiving the adverse notice and your benefits continue at the previous level while you wait for a decision.13Texas Health and Human Services. Handling of Benefits During the Appeal Process File after day 13 and you still get the hearing, but your benefits drop or stop in the meantime. If you win, the agency restores what you should have received. If you lose, the agency may seek repayment of the continued benefits issued during the appeal.
The 13-day window is tight, and most people miss it by setting the letter aside for a few days. If anything arrives from HHSC about a change to your case, open it the day it arrives and count the days.
Spending Your Benefits
Approved benefits load each month onto a Lone Star Card that works like a debit card at any store or farmer’s market that accepts SNAP.14Texas Health and Human Services.
