To get SNAP benefits in Portland, you apply through Oregon’s statewide system run by the Oregon Department of Human Services. A single adult earning up to $2,660 a month and a family of four earning up to $5,500 a month can qualify, because Oregon sets its gross income limit at 200 percent of the federal poverty level rather than the 130 percent used in many states.1Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) You apply online, by mail, or in person, and standard applications are decided within 30 days.
Who Qualifies
Oregon uses broad-based categorical eligibility, which does two useful things. It raises the gross income cap to 200 percent of the federal poverty level, and it removes the asset test for most applicants. You won’t be disqualified for money in the bank or for owning a car.1Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE)
The 2026 monthly gross income caps for common household sizes:2HHS ASPE. 2026 Poverty Guidelines: 48 Contiguous States
- 1 person: $2,660
- 2 people: $3,607
- 3 people: $4,553
- 4 people: $5,500
Those are gross figures, meaning earnings before any deductions. If you pass the gross screen, Oregon calculates net income by subtracting allowable deductions, and the net figure determines your benefit amount.
You must live in Oregon and be a U.S. citizen or qualified noncitizen. Most lawful permanent residents aged 18 and over need five years in that status before they’re eligible, though children, people with qualifying disabilities, veterans, and those with 40 qualifying quarters of work can qualify sooner.3Food and Nutrition Service. What Can SNAP Buy? There is no requirement to live in a specific county, so Multnomah, Washington, and Clackamas residents all apply through the same system.
Two situations commonly disqualify people who otherwise look eligible. College or trade-school students enrolled at least half-time generally cannot get SNAP unless they meet an exemption such as working 20 hours a week in paid employment, taking part in federal or state work-study, caring for a child under six, or receiving TANF. Students under 18 or 50 and older are exempt from the restriction.4Food and Nutrition Service. Students
The second trap catches many Portland applicants. If you’re between 18 and 64, have no children under 14 on your case, and aren’t disabled, you’re classified as an Able-Bodied Adult Without Dependents. ABAWDs who don’t work, volunteer, or take part in a qualifying training program lose their benefits after three months. Some rural Oregon counties without a WorkSource center are exempt, but Multnomah, Washington, and Clackamas counties are not.5WorkSource Oregon. Able-Bodied Adults Without Dependents (ABAWD) Program If you fit the profile, line up qualifying activity before the three-month clock runs out.
How Much You’ll Receive
SNAP benefits scale with household size and income. The fiscal year 2026 maximum monthly allotments are:6Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: $218
Most households receive less than the maximum. The formula takes 30 percent of your countable net income and subtracts that from the ceiling for your household size. A household with no net income gets the full amount; higher earners sometimes end up with only a few dollars a month.
Deductions are the lever you control. The shelter deduction applies to rent or mortgage payments that exceed half your adjusted income. Oregon uses Standard Utility Allowances rather than tracking individual bills, with the Heating and Cooling Allowance being the largest.7Food and Nutrition Service. Standard Utility Allowances Households with a member aged 60 or older or with a disability can deduct out-of-pocket medical expenses over $35 a month, including insurance premiums, prescriptions, dental care, hearing aids, and transportation to medical appointments.8Food and Nutrition Service. SNAP Medical Expenses Handbook Document these costs when you apply; they can meaningfully raise your benefit.

Keeping Your Benefits
You have to report certain changes during your certification period. If your household’s total gross monthly income rises above 130 percent of the federal poverty level (roughly $1,729 for a single-person household), report it by the 10th of the following month. The same deadline applies to lottery or gambling winnings of $4,500 or more.18Oregon Department of Human Services. Simplified Change Report For Supplemental Nutrition Assistance Program Not reporting can lead to overpayment claims or an intentional program violation finding.
Oregon sends a renewal packet or notice about 45 days before your certification period ends.19Oregon Department of Human Services. SNAP Food Benefits You complete the renewal paperwork, provide updated income verification, and typically do another interview. Miss the deadline and benefits stop, which means starting a new application.
If You’re Denied
Your denial notice will explain the reason and your right to request an administrative hearing. You have 90 days from the date of the notice to file.20Oregon Department of Human Services. Administrative Hearing Request If you’re already receiving benefits and ask for a hearing before they’re scheduled to end, your current benefits may continue at the same level until the hearing is resolved. The process is free and you can represent yourself or bring someone to help.
