Who Qualifies
You have to live in New Mexico and be a U.S. citizen or qualified immigrant. 2026 Income Limits
Broad-based categorical eligibility raises the gross monthly income ceiling to 200 percent of the federal poverty level. Your net income, after allowable deductions, still has to be at or below 100 percent of the poverty level.4USDA Food and Nutrition Service. Gross income is what your household earns before anything is taken out. Net income is what remains after deductions for shelter costs, dependent care, the standard deduction, and, for elderly or disabled members, out-of-pocket medical expenses above $35 a month. Net income drives both eligibility and the size of your benefit, so documenting every deduction you’re entitled to matters.
Work Requirement for Adults Without Dependents
If you are an able-bodied adult between 18 and 52 with no children in your household, benefits are limited to three months in any 36-month period unless you work, volunteer, or train for at least 20 hours a week. College Students
Students enrolled at least half-time in college or a vocational school are generally ineligible unless they meet an exemption: working at least 20 hours a week in paid employment, being in a federal or state work-study program, caring for a child under six, or receiving TANF. Students enrolled less than half-time, or in non-degree programs like English language courses or workforce training, are not subject to these restrictions. How to Apply
The fastest route is the YesNM portal at yes.nm.gov, which lets you submit the application and upload documents online.8YES.NM.GOV. Have the following ready before you start:
- Photo ID for the person applying, and Social Security numbers for everyone in the household
- A utility bill, lease, or other document showing your New Mexico address
- Pay stubs covering the last 30 days for every working household member
- Benefit letters for Social Security, unemployment, child support, or other regular payments
- Rent receipts or a mortgage statement
- If anyone is 60 or older or disabled, receipts for out-of-pocket medical costs above $35 a month
Utility costs are handled through a flat standard utility allowance rather than actual bills. When you convert pay to a monthly figure on the application, multiply weekly earnings by 4.3 or biweekly earnings by 2.15. The wrong multiplier is one of the easiest ways to accidentally overstate income and cut your benefit.
The Interview
After you file, the state schedules an eligibility interview. New Mexico reinstated this requirement in 2024 once the federal COVID-era waiver ended.10New Mexico Health Care Authority. Timing and Emergency Processing
The state has 30 days from your filing date to process the application.2USDA Food and Nutrition Service. SNAP Application Processing Timeliness You get a Notice of Case Action in the mail telling you whether you’re approved, denied, or need to send more documentation. The EBT card arrives separately in a plain envelope and has to be activated before use.
If your household is in a food emergency, you can qualify for expedited benefits within seven calendar days. You’re eligible for expedited processing if:11eCFR. 7 CFR 273.2
- Your household’s gross monthly income is below $150 and liquid resources are below $100
- You’re a destitute migrant or seasonal farmworker with liquid resources below $100
- Your combined monthly gross income and liquid resources are less than your rent or mortgage plus utilities
Tell the caseworker during your interview if you think you qualify. The state does not always flag it on its own, and missing it can mean waiting the full 30 days.
How Your Benefit Is Calculated
The formula is straightforward: the maximum allotment for your household size, minus 30 percent of your net monthly income. The program assumes a household will spend about 30 percent of its own income on food and covers the gap. If you have no net income, you get the full maximum.

A quick example. A household of three with $1,500 in net monthly income has an expected food contribution of $450 (30 percent of $1,500). Subtract that from the $785 maximum, and the monthly benefit is $335. Every documented deduction lowers your net income and raises your benefit, which is why gathering shelter, child care, and medical paperwork at the application stage pays off directly.
When Benefits Land on Your Card
New Mexico staggers deposits across the first 20 days of each month based on the last two digits of the recipient’s Social Security number. Everyone’s benefits do not arrive on the first. You can check your specific deposit date by calling the HCA at 1-800-432-6217 or by logging into the ebtEDGE app or website at www.ebtedge.com.
Unused benefits stay on your card and roll over month to month, but federal rules require states to remove benefits that have sat untouched for nine months. You get a 30-day notice before that happens, so watch for mail from the HCA if you haven’t used your card in a while.
What You Can and Cannot Buy
SNAP covers food meant for home preparation: bread, cereal, fruit, vegetables, meat, fish, dairy, and similar groceries. You can also buy seeds and plants that produce food for your household.12USDA Food and Nutrition Service. What Can SNAP Buy
Benefits cannot pay for alcohol, tobacco, vitamins, medicine, pet food, cleaning supplies, or paper products. You can use your EBT card at approved online retailers. Enter your card number and PIN at checkout the way you would with any card. Delivery fees and service charges cannot be paid with SNAP and have to come out of pocket. Protecting Your EBT Card
Card skimming at point-of-sale terminals is a serious problem. The HCA recommends changing your PIN at least once a month, ideally before your deposit date. The ebtEDGE app and website let you check transaction history, freeze the card instantly, and block internet or out-of-state transactions. If you don’t shop online or across state lines, turn those features off preemptively. If benefits are stolen electronically through skimming, you can request reimbursement within 30 calendar days of discovering the theft. The replacement is capped at two months of your regular allotment or the stolen amount, whichever is less, and you’re limited to two replacements per federal fiscal year.16New Mexico Health Care Authority. No state agency or EBT processor will ever call or text asking for your PIN or card number.
Recertification and Reporting Changes
Your case is approved for a set certification period. Before it ends, the HCA mails a notice, and you have to submit a new application and go through another eligibility review. If you miss the deadline, your case closes and benefits stop. There is no grace period.
Between recertifications, report substantial income increases, someone moving in or out, or a change of address through YesNM or your local Income Support Division office. Not reporting changes can lead to overpayment claims that you’ll eventually have to repay.
If You’re Denied
If your application is denied or your benefits are cut, the Notice of Case Action explains why. Sometimes the issue is missing documentation rather than actual ineligibility, and sending in the missing paperwork clears it up.
If you believe the decision is wrong, you can request a fair hearing through the YesNM portal. The case goes to an Administrative Law Judge, and you’ll get a notice with the date, time, and phone number. Before the hearing the HCA sends you a Summary of Evidence packet with everything the agency plans to present. The burden of proof is on the agency. You can present documents, bring witnesses, question the HCA representative, and have a friend or family member participate with you.
