SNAP Eligibility in Illinois: Income Limits and Work Rules

SNAP eligibility in Illinois turns mainly on household income: if your household’s gross monthly income is at or below 165% of the Federal Poverty Level, you generally qualify, and most households face no asset test.1Illinois Department of Human Services. Households with an elderly or disabled member get a higher income ceiling and a different set of rules. Who Counts as Your Household

Before you check the income limit, figure out who the state counts with you. Household size decides which income limit applies to you and how much you would receive. Miscounting is one of the most common reasons a self-check comes out wrong.

Income Limits for Most Households

Illinois uses what’s called broad-based categorical eligibility, which means most households only have to pass one gross income test at 165% of the Federal Poverty Level. If your gross income falls under the applicable line, the state does not count your car, savings account, or home against you. Households that don’t qualify categorically face a $3,000 asset limit.

Higher Limits for Elderly or Disabled Households

If any household member is 60 or older or receives disability benefits, the gross income ceiling rises to 200% of the Federal Poverty Level. A single elderly or disabled person can earn up to $2,608 per month, and a household of four with a qualifying member can earn up to $5,358.1Illinois Department of Human Services. These households do face an added net income test at 100% of the Federal Poverty Level ($1,305 for one person, $2,680 for four) and an asset limit of $4,500.5Illinois Department of Human Services. Residency and Citizenship

You must live in Illinois to receive Illinois SNAP. There is no minimum length of residency; you just need to intend to stay or be living here while looking for work.

U.S. citizens qualify with standard identity verification. Lawful permanent residents who have held that status for at least five years also qualify.6Illinois Department of Human Services. Household members who choose not to disclose immigration status are themselves ineligible, but that choice does not disqualify the rest of the household. Non-citizen applicants must provide immigration documentation so the state can verify status through federal systems.

Work Requirements

Most adults between 16 and 59 who are physically able to work must register for employment, accept suitable job offers, and not voluntarily quit a job or drop below 30 hours per week without a good reason.8Food and Nutrition Service. Stricter Rules for ABAWDs

A tighter rule applies to able-bodied adults without dependents, known as ABAWDs. If you’re between 18 and 54, able to work, and have no dependents, you can only receive SNAP for three months in a three-year period unless you work or participate in an approved training program for at least 80 hours per month.8Food and Nutrition Service. The three-month clock starts immediately, and many people don’t realize it until a termination notice arrives.

Exemptions From Work Rules

  • Caring for a child under age 6
  • Living in a SNAP household with a child age 13 or younger
  • Pregnant
  • Unable to work due to a physical or mental health condition
  • Caring for someone who cannot care for themselves, even if that person doesn’t live with you
  • Already working at least 30 hours per week
  • Participating in a drug or alcohol treatment program

College Student Rules

  • Working at least 20 hours per week
  • Participating in a federal or state work-study program
  • Caring for a young dependent child
  • Receiving TANF benefits
  • Participating in an on-the-job training program or a qualifying employment and training program
  • Having a physical or mental condition that prevents employment
  • Being under 18 or over 49

Students enrolled less than half-time do not need to meet any student exemption. Students who receive most of their meals through an institutional meal plan are ineligible regardless of income.

How the Income Test Works in Practice

Gross income is the qualifying test, but the benefit amount is based on net income after several deductions the state applies automatically. That matters for eligibility too, because deductions can push a borderline household into a meaningful benefit. The main ones are a standard deduction ($209 for households of one to three, rising to $299 for six or more), a 20% earned income deduction, dependent care costs, and excess shelter costs above half your income up to a $744 cap (no cap for elderly or disabled households).11Food and Nutrition Service. Your monthly benefit equals the maximum allotment for your household size minus 30% of your net income. Reporting Changes During Certification

Being approved isn’t the end of eligibility. Certification periods are six months as of late 2025, with an interview at the first redetermination and a simplified EZ REDE process at the next.13Illinois Department of Human Services.
