South Carolina Beginner’s Permit: Requirements, Tests, and Rules

A South Carolina beginner’s permit lets you practice driving with a qualified adult in the front seat once you turn 15, pass a written knowledge test and vision screening at an SCDMV branch, and pay $4.50 in fees. Who Can Apply

If your immigration status is temporary, the SCDMV will match the permit’s expiration date to your authorized stay rather than issuing it for the full 12 months.3SCDMV. Applicants under 18 need a parent, legal guardian, or another authorized adult to sign for them in person at the branch. A representative from a licensed driver training school can submit that consent instead. Without the signature, the application will not be processed.1SCDMV. Beginner’s Permit

What to Bring

Bring originals. The SCDMV does not accept photocopies for identity documents, and showing up short is the most common reason applications are turned away.

Proof of Identity

U.S. citizens can use an original or certified birth certificate, a valid U.S. passport, or a Certificate of Naturalization. Hospital-issued birth certificates don’t qualify. Non-U.S. citizens follow a different checklist. Permanent residents need an unexpired Form I-551 or a passport stamped with I-551 approval. Refugees can present an I-94 stamped “refugee” or a valid Employment Authorization Card. Other lawfully present non-immigrants generally need a passport with an unexpired visa plus an I-94. Proof of South Carolina Address

You need two documents with your name and current South Carolina residential address, each from a different organization. Utility bills, lease agreements, bank or credit card statements, renter’s insurance policies, and postmarked mail all count. P.O. Boxes do not.4South Carolina Department of Motor Vehicles. Most teens don’t have utilities or a lease in their own name. If you’re under 18, a parent or guardian can supply their own residency documents along with a completed Consent for Minor form. That adult also needs their valid South Carolina driver’s license or ID.

Social Security Number

Bring your Social Security card, a W-2, or a pay stub showing the full number. The SCDMV verifies it directly with the Social Security Administration. If your immigration status makes you ineligible for an SSN, you’ll need an SSA letter confirming that.

The Tests at the Branch

Two things stand between your paperwork and your permit: a written knowledge test and a vision screening. Both happen at the branch on the same visit.

The knowledge test covers traffic laws, road signs, right-of-way rules, speed limits, and impaired driving consequences. You need 80% to pass, and every question comes from the official South Carolina Driver’s Manual, which the SCDMV publishes free online. The vision screening checks for 20/40 vision or better in at least one eye, with or without corrective lenses.7South Carolina Legislature. If you can’t pass the SCDMV screening at all, you’ll need to see a licensed eye care professional who can determine whether your vision meets state requirements, possibly with treatment or correction.8SCDMV. What You Can and Can’t Do on the Permit

A beginner’s permit is not a solo license. You must always have a licensed driver at least 21 years old, who has held a license for at least a year, seated in the front passenger seat.2South Carolina Legislature. The rules tighten between midnight and 6:00 a.m. During those hours, your supervising driver must be a parent, legal guardian, or another qualifying individual specified by statute, not just any licensed adult.2South Carolina Legislature. There’s also a passenger cap. You cannot carry more than two passengers under 21 unless a licensed adult 21 or older is in the car. Family members and students being transported to or from school don’t count toward the limit.9SCDMV. Moving From Permit to License

Where you go next depends on your age. The under-18 path is longer and more structured; adults have a shorter route.

If You’re Under 18

Before you can take the road test, you have to meet four requirements:9SCDMV. Teenage Drivers

Pass the vision test and road test, and you’ll get either a conditional license (age 15½ to under 16) or a special restricted license (age 16 to under 17). Both let you drive alone only between 6:00 a.m. and 6:00 p.m., extended to 8:00 p.m. during daylight saving time. Full driving privileges arrive at age 17, or earlier if you’ve held a conditional or special restricted license for a year with no traffic offenses and no at-fault collisions.

If You’re 18 or Older

Adults hold the permit for a minimum of 30 days before taking the road test. There’s no driver education requirement, and no graduated restrictions apply after you pass.1SCDMV. Beginner’s Permit

Fees, Renewal, and Replacement

The total upfront cost is $4.50: a $2.00 knowledge test fee and $2.50 for the permit itself.6SCDMV. Fees

The permit is valid for 12 months.2South Carolina Legislature. The SCDMV can refuse a renewal if the examiner believes you haven’t made a genuine effort to pass or lack the aptitude. If your permit has been expired long enough that your knowledge test results are no longer current, you’ll have to retake and pass the written test before a new permit is issued.

Lost or damaged permits can be replaced for $2.50 at any branch with proof of identity.11SCDMV. Replace License, Permit, or ID Card Update name or address changes at the same visit.

What Happens If You Break the Rules

The points threshold for permit holders is where most teens run into trouble. Six or more points on your record while holding a beginner’s permit, conditional license, or special restricted license triggers an automatic six-month suspension of driving privileges.12SCDMV. Points System That’s a much lower ceiling than what applies to fully licensed drivers. A single speeding ticket for 10 mph over is typically two points, so it doesn’t take many stops to get there.

Driving without a qualified supervisor, or outside your permitted hours, can bring a citation and a possible permit suspension. Any moving violation during the permit period can also extend the time before you advance to the next stage.

Alcohol brings the harshest consequences. South Carolina applies a zero-tolerance standard to drivers under 21: a blood alcohol concentration of 0.02% or higher will result in a permit suspension or a denial of any future license application.13South Carolina Legislature. A separate DUI conviction adds fines, possible jail time, mandatory enrollment in the state’s Alcohol and Drug Safety Action Program, and an ignition interlock requirement on top of any permit action.
